Book excerpt: Development and Reform of Technical and Vocational Education in the UAE explores the role and vision of the UAE leadership in the development of technical and vocational education, and the relation between these ‘Vision’ plans and policy. Through extensive original research into Technical and Vocational Education in the UAE, the book explores the impact of TVET on Emirati employment in the private sector, as well as its role in facilitating the transition to a knowledge economy. In 2021, the UAE government announced 13 projects intended to boost the number of Emiratis in the private sector by 75,000, with the goal of making 10 percent of the private sector workforce Emirati by 2025. “The future is in the private sector,” H.H. Sheikh Mohammed bin Rashid, Vice President and Prime Minister of the UAE, and Ruler of Dubai declared. Enhancements to Technical and Vocational Education and Training (TVET) in the UAE will underpin these plans, which complement the UAE leadership’s long-term ‘Visions’, such as UAE Vision 2021, Abu Dhabi Economic Vision 2030 and the UAE Centennial 2071. A sustainable knowledge economy requires organic innovation and if the next generation of Emiratis are to succeed in this future workforce, they will need to be equipped with the necessary skills. TVET is at the heart of this, and an in-depth analysis of its efficacy in the UAE is an essential first step in implementing these ambitious plans. The book addresses these over-arching issues through three related research questions: Is there an effective TVET strategy to meet the skills demands of the leadership’s Visions? Is TVET being delivered effectively? Is there a system to engage the unemployed in jobs relevant to their skillset? The research reveals that change is necessary if the next generation of Emirati students are to fully participate in realizing the UAE leadership’s Visions for the decades to come. The book presents 21 findings on the current TVET system, and 10 recommendations that chart a path for the more effective implementation of TVET to support the Vision agendas of the UAE leadership.

Book excerpt: This book, which includes a number of research papers presented at the 6th Annual Education Conference held at the Emirates Center for Strategic Studies and Research (ECSSR) from October 27-28, 2015, seeks to provide a comprehensive vision of the educational process in relation to development. It presents a host of useful ideas that contribute to entrenching the positive link between the requirements of education and the requirements of development in the United Arab Emirates. Through the interrelationship between innovation and skill, on the one hand, and academic cognitive content, on the other, the UAE educational system is counting on graduating nationals who are efficient, positive and able to be harmonious and flexible in dealing with the latest technological requirements and challenges of the labor market. The book’s chapters highlight the importance of communication between scientific research and the public and private sectors to serve the comprehensive development, both physically and culturally. The book also discusses the important role of vocational education and training at the level of disciplines, curricula and qualification programs, while promoting the adoption of state-of-the-art technologies to enhance the competitiveness of graduates when they join the labor market and to motivate them to engage in private sector projects.

Book excerpt: The ECSSR’s 10th Annual Education Conference, titled ‘Education and Jobs of the Future: Developing Qualified Human Capital to Secure the UAE’s Progress,’ underscored the paramount importance of education as the cornerstone of progress for any society. Held from November 12 to 13, 2019, the conference brought together leading experts to explore some of the most pertinent issues facing contemporary education, with a particular focus on the role of technology. The future of employment, and the skills required in the decades to come, is one of the most significant issues poised to impact our societies and economies. As education and employment are intrinsically linked, the nature of educational provision and how we tailor it to coming developments, will have a profound effect on workforces. At the heart of the issue is the pressing need for dynamic educational systems where students can hone a variety of skills. The value of critical thinking, to complement core technological competencies, cannot be overstated as we strive to support adaptable life-long learners who are able to play a productive role in the workplace of tomorrow. Focused on these vital issues, this book presents the most significant papers presented at the conference by experts from a variety of educational and vocational disciplines, locally and internationally. The first chapter considers the impact of the Fourth Industrial Revolution on higher education, where new technologies precipitate a realignment of STEM disciplines. Chapter Two focuses on the connection between outcomes-based education and the fulfillment of UAE national objectives. In Chapter Three, the role of Technical and Vocational Education and Training (TVET) is highlighted, with a specific look at its development and promotion in the UAE, while opportunities for people of determination as partners in development in the UAE are discussed in Chapter Four. Chapter Five broadens the scope with a look at international experiences in education, exploring an Innovation and Design program at the National University of Singapore, and in Chapter Six, an institutions-based, strategic approach highlights the opportunities in international collaboration in education. The development of Singapore’s national education system is the focus in Chapter Seven, illustrating the challenges and opportunities in one of the world’s most successful educational experiences. Continuing with the focus on higher education, Chapter Eight considers the Canadian context, and the factors in the establishment of its university system, which boasts some of the most prestigious institutions in the world. Finally, in Chapter Nine, the analysis turns to comprehensive education, and early childhood education in particular, to show how Finland has created a world-class educational model, while exploring some important lessons learned during its development. This book serves not only as a way to collate the knowledge shared during the ECSSR’s 10th Annual Education Conference, but aims to underscore the importance of education as the UAE embarks on a new phase in its strategic planning for the next fifty years of the nation’s journey.

Available in PDF, EPUB and Kindle. Book excerpt: Schools of Education are emerging academic units in higher educational institutions in Gulf Cooperation Council (GCC) nations. Most of these teacher training programs are in their infancy stages. Modern day educational discourse across teacher training programs globally, including the Middle East and in the GCC, have predominantly focused on student-centered approaches to teaching and learning. This approach to teacher training is infused with critical scholarship and marks a shift away from positivist approaches to educational scholarship. Integrating critical scholarship in GCC teacher training programs brings about a number of challenges, as this approach to education is a departure from traditional cultural and social norms for schooling in the region. This multidisciplinary volume highlights some of the challenges and complexities that inevitably arise from this paradox. Professors, researchers, and specialists working in the GCC have contributed to this volume with the intent of empowering educators with authentic and contextualized research and insights to advance collective understanding of the complexities and challenges of teacher education and training in the GCC. Ultimately, this work will serve as a practical tool and resource that can be employed by schools of education to provide authentic insights, strategies, and research to further develop teacher training in the GCC and globally.

Book excerpt: This book provides a comprehensive assessment of the various dimensions of the relationship between the European Union and the Gulf Cooperation Council, and highlights how relations are yet to reach their full potential. Despite both parties sharing a number of common interests, including trade, energy, climate change, security and cultural cooperation, the multilateral cooperation framework remains limited, with most engagement taking place bilaterally, between individual European and GCC countries. The book reassesses the potential and prospects for the EU’s engagement with GCC countries based on the recalibration and reconciliation of both parties’ national and regional interests. Taking a thematic approach, each of the three sections of the book examines a key dimension of the relationship, its current status and its path forward.

Book excerpt: Subdued oil prices prompted a trimmed federal budget for 2016 as the UAE, like other countries in the region, tightened its belt in response to falling hydrocarbons revenues. However, a sustained focus on economic diversification and targeted investment in Abu Dhabi’s key non-oil sectors in recent years means the emirate is well positioned to weather the storm. Looking forward, plans for future development are mapped out in Abu Dhabi Economic Vision 2030, a comprehensive economic policy document that aims to reduce dependence on oil and gas, thereby creating a more sustainable knowledge-based economy for the emirate and its inhabitants. Aided by hydrocarbons reserves that are among the world’s largest and substantial financial resources, Abu Dhabi has built up a strong foundation to become a regional leader and an increasingly important global player in a wide variety of sectors, including oil and gas, financial services, health care, aviation and renewable energy.

Available in PDF, EPUB and Kindle. Book excerpt: This monograph offers a unique conceptual bridge between economic geography and Middle Eastern political economy. Arab economies are confronted with enormous structural difficulties such as high rates of youth unemployment in a challenging demographic context, exacerbated by intense spatial disparities. These structural problems demonstrate the breakdown of the "Arab social contract", a social arrangement centered on a strong role of the state in welfare and employment provision, for which regimes demanded acquiescence to authoritarian rule. The book argues that the Arab social contract can be understood in terms of regulation theories known in economic geography and sociology. It uses the approaches such as the regulation school, national systems of innovation, social systems of production, and varieties of capitalism to analyze the structural difficulties of Arab economies and current reform efforts. The basic assumption is that Arab economies are currently faced with a structural crisis. After the breakdown of the Arab social contract, there is a mismatch between the economic and institutional spheres of society. The challenge is for Arab societies to develop new forms of socio-institutional regulation. The book proposes ways towards such new modes of regulation by developing a framework for regulation specifically targeted towards Arab societies, and by applying it to the cases of Tunisia and Jordan.

Book excerpt: This book is based on the proceedings of the Second Annual Education Conference of the Emirates Center for Strategic Studies and Research (ECSSR), entitled “Essentials of School Education in the United Arab Emirates” held on October 3–4, 2011. The Second Annual Education Conference tackled the essentials of school education in the UAE through the examination of various issues including the role of national policies and legislation in developing education systems; the relationship between Emirati society and the education process; domestic and international pedagogical philosophies; fundamentals of teacher training and student development; curricula reform; the role of technology in the advancement of education; and fundamentals necessary to ensure standards of educational excellence in the UAE. This Conference came as a continuation of the vision adopted by the ECSSR that seeks to raise the quality of education, examine future developments and identify obstacles that may impede educational progress in the country. In addition to organizing past seminars, panel sessions and lectures that dealt with educational issues and publishing material on the subject, the ECSSR has formed a strategic outlook specifically for education in the UAE, and the Arabian Gulf region in general, and has undertaken the responsibility of tackling all issues and problems related to this topic. This strategic outlook for education adopted by the ECSSR is inspired by the leadership in the country, which considers advancing education as the engine of national development and seeks to raise the standard of education in the country to be among the five most advanced educational systems in the world. Therefore, the advancement of education, in quantity and quality, has been at the forefront of development in the country in recognition of it being the key to the knowledge economy and guarantees national progress. In addition, the various strategic development plans drafted by the government depend almost completely on the quality of national education in the coming decades. The sessions of this Conference and the ensuing discussions and comments compiled in this book have highlighted the importance of research and development related to education—a role that the ECSSR proudly undertakes through its unique events, seminars and lectures attended by some of the best minds in the world of education.
