Users of explosives are not following established procedures; they are even bypassing control mechanisms designed to ensure safety. This casual approach to dangerous systems can only result in disaster. Any unit using pyrotechnic simulators or employing demolitions is subject to explosives accidents. The information in this packet, based on Army wide accident experience during FYs 86 and 87, focuses on Army explosives accidents by military users. It does not include explosives accidents that occurred in the development or storage of explosives devices or munitions or accidents involving individual or crew-served weapons or weapons systems. Injured soldiers were hospitalized for 1,428 days, lost an additional 2,280 workdays, and could only perform in a restricted capacity for an additional 4,097 days. This lost manpower is all the more critical with the continuing personnel cutbacks. Sound, proven safety procedures exist for the storing, handling, and employment of all explosives. Any deviations from these established procedures can be catastrophic. Supervisors at all levels must be aware of all safety procedures involved for each munition or device, and they must ensure strict compliance. The following accident recaps are intended to help commanders and other unit leaders gain additional insight into preventing these kinds of accidents in the future.

Book excerpt: The Ammunition School at USADACS provides explosives safety training to all four military services under the guidelines established for the Single Manager for Conventional Ammunition. Traditionally students travel to the school location to attend class or the instructors travel to the student's location to present the training. The costs for both methods have increased resulting in limitations on the number of students that receive training. However, the number of people requiring explosives safety training has increased. USADACS has initiated the use of modern training methods to overcome this dilemma. One of these methods is a form of distributive education known as computer based training (CBT). Explosives safety courses are being developed by USADACS using CBT software that allows a complete course to be distributed to a student in a diskette or CD-ROM mode. Students complete the course at their home station at their own pace. The first course in circulation, The Basics of Naval Explosives Hazard Control has been distributed to over 250 Navy/Marine Corps locations. Training requirements are met and the installation has avoided the cost of sending students to a formal school or paying costs to bring instructors on-site. Additional courses have been developed or are under development for Air Force Weapons Safety, Handling of Hazardous Materials, Army Explosives Safety, and Naval Explosives Safety for Supervisors and Managers. The CBT environment offers benefits previously unattainable. Travel time, travel cost, and per diem are saved. Students are not restricted to formal school schedules, having the flexibility to complete CBT courses at their own individual learning rate. Job disruptions are virtually eliminated. This presentation will demonstrate explosives safety CBT.

Over the years there has been great effort expended by the War Department and then the Department of Defense (DOD) to reduce the number and severity of accidents through training. The origins of this training appear to have taken place during the early 1900s. By the end of World War I, the United States had accumulated the largest stockpile of explosives and ammunition in its history. Part of this stockpile consisted of a relatively new explosive, smokeless powder. The fact that smokeless powder was subject to progressive decomposition and spontaneous ignition was noted early in 1919. This led to an extensive program to identify possibly hazardous quantities of smokeless powder and their locations, as well as other explosive material that may have had limited stability.

Book excerpt: Improvised explosive devices (IEDs) are a type of unconventional explosive weapon that can be deployed in a variety of ways, and can cause loss of life, injury, and property damage in both military and civilian environments. Terrorists, violent extremists, and criminals often choose IEDs because the ingredients, components, and instructions required to make IEDs are highly accessible. In many cases, precursor chemicals enable this criminal use of IEDs because they are used in the manufacture of homemade explosives (HMEs), which are often used as a component of IEDs. Many precursor chemicals are frequently used in industrial manufacturing and may be available as commercial products for personal use. Guides for making HMEs and instructions for constructing IEDs are widely available and can be easily found on the internet. Other countries restrict access to precursor chemicals in an effort to reduce the opportunity for HMEs to be used in IEDs. Although IED attacks have been less frequent in the United States than in other countries, IEDs remain a persistent domestic threat. Restricting access to precursor chemicals might contribute to reducing the threat of IED attacks and in turn prevent potentially devastating bombings, save lives, and reduce financial impacts. Reducing the Threat of Improvised Explosive Device Attacks by Restricting Access to Explosive Precursor Chemicals prioritizes precursor chemicals that can be used to make HMEs and analyzes the movement of those chemicals through United States commercial supply chains and identifies potential vulnerabilities.
