Book excerpt: Improvised explosive devices (IEDs) are a type of unconventional explosive weapon that can be deployed in a variety of ways, and can cause loss of life, injury, and property damage in both military and civilian environments. Terrorists, violent extremists, and criminals often choose IEDs because the ingredients, components, and instructions required to make IEDs are highly accessible. In many cases, precursor chemicals enable this criminal use of IEDs because they are used in the manufacture of homemade explosives (HMEs), which are often used as a component of IEDs. Many precursor chemicals are frequently used in industrial manufacturing and may be available as commercial products for personal use. Guides for making HMEs and instructions for constructing IEDs are widely available and can be easily found on the internet. Other countries restrict access to precursor chemicals in an effort to reduce the opportunity for HMEs to be used in IEDs. Although IED attacks have been less frequent in the United States than in other countries, IEDs remain a persistent domestic threat. Restricting access to precursor chemicals might contribute to reducing the threat of IED attacks and in turn prevent potentially devastating bombings, save lives, and reduce financial impacts. Reducing the Threat of Improvised Explosive Device Attacks by Restricting Access to Explosive Precursor Chemicals prioritizes precursor chemicals that can be used to make HMEs and analyzes the movement of those chemicals through United States commercial supply chains and identifies potential vulnerabilities. This report examines current United States and international regulation of the chemicals, and compares the economic, security, and other tradeoffs among potential control strategies.

Book excerpt: In response to the rising concern of the American public over illegal bombings, the Bureau of Alcohol, Tobacco, and Firearms asked the National Research Council to examine possible mechanisms for reducing this threat. The committee examined four approaches to reducing the bombing threat: addition of detection markers to explosives for pre-blast detection, addition of identification taggants to explosives for post-blast identification of bombers, possible means to render common explosive materials inert, and placing controls on explosives and their precursors. The book makes several recommendations to reduce the number of criminal bombings in this country.

Available in PDF, EPUB and Kindle. Book excerpt: Some 600 pipe bomb explosions have occurred annually in the United States during the past several years. How can technology help protect the public from these homemade devices? This book, a response to a Congressional mandate, focuses on ways to improve public safety by preventing bombings involving smokeless or black powders and apprehending the makers of the explosive devices. It examines technologies used for detection of explosive devices before they explodeâ€"including the possible addition of marking agents to the powdersâ€"and technologies used in criminal investigations for identification of these powdersâ€"including the possible addition of taggants to the powdersâ€"in the context of current technical capabilities. The book offers general conclusions and recommendations about the detection of devices containing smokeless and black powders and the feasibility of identifying makers of the devices from recovered powder or residue. It also makes specific recommendations about marking and tagging technologies. This volume follows the work reported in Containing the Threat from Illegal Bombings (NRC 1998), which studied similar issues for bombings that utilize high explosives.

Available in PDF, EPUB and Kindle. Book excerpt: Detection of concealed explosives is a notoriously difficult problem, and many different approaches have been proposed to solve this problem. Nuclear quadrupole resonance (NQR) is unique in many ways. It operates in a safe AM radio frequency range, and it can remotely detect unique “fingerprint” (NQR spectrum) of many explosives, such as TNT or RDX. As such, the detection of target does not depend on the shape or material of the container, or the presence of metallic object such as triggers etc. Spectra of chemically similar compounds differ enough that their presence never causes interference or false alarms. Unfortunately, widespread use is prevented due to low sensitivity, radiofrequency interference from the noisy environment, and inability to detect liquid explosives. This book presents current state of the art of the attempts to overcome NQR sensitivity problem, either by increasing the strengths of signals generated, or by increasing the specificity of the technique through a better understanding of the factors that affect the quadrupolar parameters of specific explosives. The use of these specific quadrupolar parameters is demonstrated on signal processing techniques that can detect weak signals, which are hidden in a noisy background. The problem of differentiation of liquid explosives and benign liquids in closed containers is approached by measurements of different nuclear magnetic resonance (NMR) parameters. As shown, a couple of solutions has reached a prototype stage and could find their use in a near future.

Book excerpt: Evolving threats of chemical, biological, radiological and nuclear (CBRN) attack make it imperative to find ways to support global efforts against the proliferation of weapons of mass destruction (WMD) and terrorism. This book contains papers presented at the NATO Advanced Study Institute (ASI) on CBRN security culture, held in Yerevan, Armenia, in June 2014. The conference was timely in bringing together the various aspects of security culture in the different substantive areas from a CBRN perspective, focusing efforts to advance CBRN security culture in the everyday work of those who must deal with these ever present threats. The primary aim of the conference was to promote the concept of a CBRN security culture which recognizes synergy across the individual disciplines. As a first step in the practical application of this synergistic view, the conference introduced assessment methodologies that could be refined and customized to enhance the role of the human factor in CBRN security. This, we hope, will enable countries to fulfill their international obligations and implement United Nations Security Council Resolution 1540. The book reflects the presentations and deliberations of workshop participants and will be of interest to governments, international organizations, researchers and practitioners whose work involves the human dimension of the security of CBRN materials.

Book excerpt: The events of September 11, 2001 changed perceptions, rearranged national priorities, and produced significant new government entities, including the U.S. Department of Homeland Security (DHS) created in 2003. While the principal mission of DHS is to lead efforts to secure the nation against those forces that wish to do harm, the department also has responsibilities in regard to preparation for and response to other hazards and disasters, such as floods, earthquakes, and other "natural" disasters. Whether in the context of preparedness, response or recovery from terrorism, illegal entry to the country, or natural disasters, DHS is committed to processes and methods that feature risk assessment as a critical component for making better-informed decisions. Review of the Department of Homeland Security's Approach to Risk Analysis explores how DHS is building its capabilities in risk analysis to inform decision making. The department uses risk analysis to inform decisions ranging from high-level policy choices to fine-scale protocols that guide the minute-by-minute actions of DHS employees. Although DHS is responsible for mitigating a range of threats, natural disasters, and pandemics, its risk analysis efforts are weighted heavily toward terrorism. In addition to assessing the capability of DHS risk analysis methods to support decision-making, the book evaluates the quality of the current approach to estimating risk and discusses how to improve current risk analysis procedures. Review of the Department of Homeland Security's Approach to Risk Analysis recommends that DHS continue to build its integrated risk management framework. It also suggests that the department improve the way models are developed and used and follow time-tested scientific practices, among other recommendations.

Book excerpt: The U.S. has a growing strategic interest in Africa at a time when the security landscape there is dominated by a wide range of irregular, nonstate threats. Organized criminal activities, particularly kidnapping, human smuggling and trafficking in persons, weapons smuggling, and environmental and financial crimes, are increasingly brazen and destructive. This paper provides an overview of Africa¿s irregular, nonstate threats, followed by an analysis of their strategic implications for regional peace and stability, as well as the national security interests of the U.S. The conclusion highlights a number of new and innovative tools that can be used to build political will on the continent to confront these security challenges.
