In addition, he has also attempted to study the doctrines and strategies, with special emphasis on both Islamic insurgency and other forms of uprisings in the country that continue to pose challenges to the Indiansecurity environment. Owing allegiance to his uniform, the author has also attempted to bring out the role of air power in counterinsurgency operations. The penultimate chapter deals with shaping a viable counter-insurgency strategy and spells out the essential parameters, principles and pitfalls of such a strategy. The chapter also dwells on the political aim and the importance of a socio-economic turnabout to scale down insurgency. The use of calibrated force rather than brutal armed suppressive methods is advocated. Will insurgencies ever end? This paper continues the work begun by Troy Thomas and Stephen Kiser in "Lords of the Silk Route: Violent Non-State Actors in Central Asia" (INSS Occasional Paper 43, May 2002). Inter-state war no longer dominates the landscape of modern conflict. Rather, collective violence and challenges to the international system come increasingly from violent non-state actors (VNSA). With few exceptions, VNSA play a prominent, often destabilizing role in nearly every humanitarian and political crisis faced by the international community. The broad spectrum of objectives and asymmetric methods of these contemporary Barbary Pirates fractures traditional conceptions of deterrence and warfighting. The authors contend that deterrence remains a viable strategy for meeting their challenge if adapted to an understanding of VNSA as dynamic biological systems. The prolonged utility of deterrence hinges on insight into VNSA life cycles and a broader conception of the psychology inherent in organizational decision making. Bundled as "broad biological deterrence" (BBD), they develop deterrent strategies that tackle the VNSA threat throughout its life cycle. However, the authors also realize that deterrence may not work in every case. This sets up a counter-VNSA (C-VNSA) strategy that goes beyond coercion to the defeat of the enemy. At its core, their C-VNSA strategy defeats a VNSA by the following: (1) denying the negative entropy, or stores of energy, required to survive attack; and (2) disrupting congruence, or fit, among sub-systems to achieve system failure. By also understanding the indicators of organizational change during its developmental life cycle, preemptory defeat before the VNSA reaches maturity becomes feasible. Their approach allows for measuring campaign progress by assessing changes in VNSA effectiveness.

The exploration of this question takes the form of a two-tier examination of three insurgent actors whose capacity to regenerate weakened in the past: the Front de libération du Québec (FLQ) of Canada, the Movimiento de Liberación Nacional - Tupamaros (MLN-T) of Uruguay and the Provisional Irish Republican Army (PIRA) of Northern Ireland during the mid-1970s. At the first level of its examination, the book investigates the extent to which the regenerative capacities of the FLQ, MLN-T, and PIRA weakened because of an increase in attrition and a decrease in recruitment. The primary objectives of this analysis are to uncover whether a declining intake of recruits played a lesser, equal, or greater role than a burgeoning loss of personnel in weakening the capacities to regenerate of the three insurgent actors; and, in turn, to shed greater light on the broader validity of the prevailing view in conflict studies that a decrease in recruitment is more important than an increase in attrition in effecting the corrosion of an insurgent actor's capacity to regenerate.
