Book excerpt: The main goal of this text is to introduce the systems approach to disasters management community as an alternative approach that can provide support for interdisciplinary activities involved in the management of disasters. The systems approach draws on the fields of operations research and economics to create skills in solving complex management problems. The text is organized into four parts. Part I provides an introductory discussion of disaster management including an overview of the main terms used. Part II is devoted to the introduction of systems theory, mathematical formalization and classification of methods. The material presented in this section should be of practical relevance during the process of selecting an appropriate tool for the solution of a problem. Part III is technical in nature, providing a simulation approach and a detailed description of system dynamics simulation. This section details two areas of application: flood evacuation simulation, and disaster risk assessment. Part IV ends with a chapter covering steps to improve disaster management. Finally parts of the book can be used as a tool for specialized short courses for practitioners. For example a course on 'System analysis for emergency management optimization' could be based on Chapters 3, 4 and parts of Chapter 6. Included in the book is a CD with three computer programs Vensim PLE, LINPRO, and COMPRO. Vensim PLE (Personal Learning Edition) is state-of-the-art simulation software used for the implementation of system dynamics simulation. The other two programs are: LINPRO, a linear programming optimization tool; and COMPRO, for the implementation of the multi-objective analysis tool of compromise programming.

The selection methodology for launch vehicle configuration, its optimum staging and the factors which influence the vehicle performance are summarized. The influence of external, internal and dynamic operating environments experienced by the vehicle subsystems and the remedial measures needed are highlighted. The mission design strategies and their influence on the vehicle design process are elaborated. The various critical aspects of STS subsystems like flight mechanics, propulsion, structures and materials, thermal systems, stage auxiliary systems, navigation, guidance and control and the interdependencies and interactions between them are covered. The design guidelines, complexity of the flight environment and the reentry dynamics for the reentry missions are included. The book is not targeted as a design tool for any particular discipline or subsystem. Some of the design related equations or expressions are not attempted to derive from the first principle as this is beyond the scope of this book. However, the important analytical expressions, graphs and sketches which are essential to provide in-depth understanding for the design process as well as to understand the interactions between different subsystems are appropriately included.

As always seems to occur at these meetings, the discussion was lively, the sessions were filled, and people complained about not being able to hear all the papers they wanted to because of concurrent sessions. If ever someone is in charge of a meeting, I wish them the good luck to have it be one for the Society for Risk Analysis. While I was responsible for the meeting, it could not have taken place without the efforts of the general chairman, Alan Moshissi. The program committee was chaired by Janice Longstreth, and included Lee Abramson and Vincent Covello. Together we assembled disparate papers into reasonably coherent sessions, prodded authors into getting us manuscrLpts on time, and dealt with all the last minute changes that are required for a major meeting. The Washington chapter of the Society for Risk Analysis hosted the meeting. Dr. Longstreth was president of the chapter during this fateful year and deserves a great deal of thanks for her organizational skills and efforts.
