Book excerpt: In the autumn of 1888, a serial killer known as Jack the Ripper stalked the East End of London. He was never identified, but hundreds of people were accused. Some were known to the authorities at the time, and others were named by later researchers. The truth about them, and the reasons why they came under suspicion, is often lost in a plethora of opinions and misinformation. For the first time, this book presents the evidence against 333 suspects. They include the publican who painted his dog, the first woman sentenced to the electric chair, the writer of the Red Flag, the man with a thousand convictions, Britain’s oldest Prime Minister, and many others. People from all walks of nineteenth century life, representing many different nationalities and professions. United by a link, however tenuous, to the most famous murderer in history.

Book excerpt: The Joint Committee scrutinised the Home Office's draft Detention of Terrorist Suspects (Temporary Extension) Bills, which could be enacted urgently if it ever became necessary to extend to 28 days the maximum period for which the police could apply to a High Court judge detain terrorist suspects before charging them. The Committee agrees with the Government's objective, but does not accept the Government's proposals for achieving the objective. When provisions of this kind needed to be introduced after individuals had been arrested; it would be almost impossible to give Parliament the information it would need to scrutinise the legislation adequately without putting at risk a suspect's right to have a fair trial. In addition there is a risk that, if the provision was required in a period of parliamentary recess or dissolution, legislation could not be introduced in time, or at all. The Committee recommends, instead, the introduction of legislation to empower the Secretary of State to make an executive order (with the agreement of the Attorney General and subject to rigorous safeguards), that would temporarily extend the maximum period available for pre-charge detention to 28 days. There would have to be an independent review of the case for making such an order. The Director of Public Prosecutions would continue to be responsible for applications to a High Court judge in individual cases. The Secretary of State would be accountable to Parliament for the decision once there was no longer any risk of prejudicing judicial proceedings.

Book excerpt: Interviewing of Suspects with Mental Health Conditions and Disorders in England and Wales explores cutting-edge research that focuses specifically on these adults (including their cognitive needs and psychological vulnerabilities), the impact on the investigative interview, and existing legislation, guidance and practice. The book opens with a historical overview of the move from interrogation to investigative interviewing, including the impact of well-known miscarriages of justice and the inquiry that led to the development of current best practice interviewing. Further chapters focus on the concept of vulnerability within current theoretical frameworks, with a particular emphasis on mental health conditions and disorders, including how they are constructed, understood, and identified within legislation and by those working at the forefront of the criminal justice system. The book also examines current safeguards available to the suspect with mental health conditions and disorders, such as the Appropriate Adult; contemporary research explores their involvement with vulnerable suspects and whether it is sufficient, as well as how the Appropriate Adult understands and experiences their role. Final chapters scrutinise current best practice investigative interviewing of suspects with mental health conditions and disorders, and a paradigm shift towards an emerging evidence-based interview model that considers the vulnerabilities associated with suspects with mental health conditions and disorders in the investigative interview. Examining current psychological theory, contemporary research and existing legislation and guidance including authorised professional practice, this book will be of interest to those working within the criminal justice system, as well as policing and forensic psychology students. In particular, it is essential reading for all serving and trainee police officers, those delivering investigative interviewing training, and interviewing personnel, such as Appropriate Adults.

Book excerpt: The attacks of September 11, 2001, inaugurated a new global era of counterterrorism policy and activity, led by the United States. Countering Terrorism and Insurgency in the 21st Century analyzes the most significant dimensions of combating terrorism, including considerations of strategic and tactical issues (hard power, soft power, and counterintelligence); the need to thwart sources and facilitators (weak governments, ill-conceived foreign policy, and trafficking in drugs, guns, and humans); and the incorporation of lessons learned thus far from combating terrorism around the globe. Since the dawn of the new millennium, combating terrorism has become a primary focus of security professionals throughout the world. The attacks of September 11, 2001, inaugurated a new global era of counterterrorism policy and activity, led by the United States, while many countries—from Algeria and Spain to Sri Lanka and Indonesia—have redoubled their efforts to combat their own indigenous terrorism threats. In the Unites States, the counterterrorism goals identified in the National Strategy for Combating Terrorism (2006) can only be achieved through significant multinational cooperation. These goals are to advance effective democracies as the long-term antidote to the ideologies of terrorism; to prevent attacks by terrorist networks; to deny terrorists the support and sanctuary of rogue states; to deny terrorists control of any nation they would use as a base and launching pad for terror; and to lay the foundations and build the institutions and structures we need to carry the fight forward against terror and help ensure our ultimate success. At this point in the development of the global counterterrorism efforts, it is particularly important to pause for reflection on a number of critical questions. What do we know about effectively countering terrorism? What are the characteristics of successful or unsuccessful counterterrorism campaigns? What do we need to learn in order to do this better? Countering Terrorism and Insurgency in the 21st Century addresses these and related questions, contributing to national security policy as well as to our understanding of the terrorist threat and how it can be defeated. Volume 1: Strategic and Tactical Considerations examines issues of hard power, soft power, and intelligence/counterintelligence. Volume 2: Sources and Facilitators covers state failure, border controls, democracy promotion, networks and trade and trafficking, and societal issues. Volume 3: Lessons Learned from Combating Terrorism and Insurgency includes case studies of counterterrorism operations (e.g., the hijacking of the Achille Lauro, the 1993 bombing of the World Trade Center, and the capture of key terrorist suspects like Ramzi Youssef and Khalid Sheikh Mohamad); and case studies of long-term efforts to combat terrorism (e.g., the Basques in Spain, the Tamil Tigers in Sri Lanka, Israel's struggle against Palestinian terror organizations, Peru and Sendero Luminoso, and Japan and Aum Shinrikyo).

Available in PDF, EPUB and Kindle. Book excerpt: In City of Suspects Pablo Piccato explores the multiple dimensions of crime in early-twentieth-century Mexico City. Basing his research on previously untapped judicial sources, prisoners’ letters, criminological studies, quantitative data, newspapers, and political archives, Piccato examines the paradoxes of repressive policies toward crime, the impact of social rebellion on patterns of common crime, and the role of urban communities in dealing with transgression on the margins of the judical system. By investigating postrevolutionary examples of corruption and organized crime, Piccato shines light on the historical foundations of a social problem that remains the main concern of Mexico City today. Emphasizing the social construction of crime and the way it was interpreted within the moral economy of the urban poor, he describes the capital city during the early twentieth century as a contested territory in which a growing population of urban poor had to negotiate the use of public spaces with more powerful citizens and the police. Probing official discourse on deviance, Piccato reveals how the nineteenth-century rise of positivist criminology—which asserted that criminals could be readily distinguished from the normal population based on psychological and physical traits—was used to lend scientific legitimacy to class stratifications and to criminalize working-class culture. Furthermore, he argues, the authorities’ emphasis on punishment, isolation, and stigmatization effectively created cadres of professional criminals, reshaping crime into a more dangerous problem for all inhabitants of the capital. This unique investigation into crime in Mexico City will interest Latin Americanists, sociologists, and historians of twentieth-century Mexican history.

Book excerpt: An NYPD detective investigates a double homicide in a Brooklyn candy store, in a thriller by the New York Times–bestselling author of One Police Plaza. In Greenpoint, everyone comes to Yetta’s. A candy store one block west of McGoldrick Park, it’s a neighborhood landmark, the place where Brooklynites come to sip a soda, buy a paper, and argue about gentrification. But when Lt. Joe Gallagher comes by to drop off a birthday cake for Yetta, he doesn’t notice the homeless man standing outside. Gallagher has just handed over the cake when the man enters, drops his shopping bag, and pulls out a shotgun. The lieutenant doesn’t have time to reach his revolver before he’s blown away. Yetta is the next to die. Investigating the double homicide, Det. Lt. Tony Scanlon discovers that Gallagher was more than an ordinary hard-drinking, hardworking Irish cop. And as more killings follow, Scanlon knows that this will be a summer of blood for the NYPD.
