Available in PDF, EPUB and Kindle. Book excerpt: Outside the United States, forced municipal mergers were a popular policy in many European countries and Canadian provinces during the 1960s and 1970s. The city of Laval, just north of Montreal, and the "unicity" of Winnipeg owe their origins to this period - both amalgamations failed to meet their original objectives. Despite the emergence of "public choice" theory - which justifies municipal fragmentation on market principles - some politicians and public servants in the 1990s have continued to advocate municipal amalgamations as a means of reducing public expenditure, particularly in Ontario. In Merger Mania Andrew Sancton demonstrates that this approach has generally not saved money. He examines the history of amalgamation, as well as studying recent forced municipal mergers in Halifax, Toronto, Ottawa, Hamilton, and Sudbury. In the concluding chapter he examines the case for municipal amalgamation on the Island of Montreal and argues that those who would abolish locally elected municipal councils are obligated to explain very carefully - especially in light of evidence to the contrary - exactly why they think such drastic measures are necessary. A compelling examination of a timely issue, Merger Mania is a must-read for anyone interested in the politics of city governments.

Book excerpt: Containing essays from leading feminist academics, and social activists, Public Policy for Women addresses important public policy issues that fail to address women's needs. The volume's contributors pay particular attention to the relationship between the welfare state and vulnerable populations of women, while making substantial contributions to current public policy debates in Canada. Focusing on discussions of controversial issues such as single working mothers, prostitution, mandatory retirement, guaranteed income, and work for welfare, these essays also consider the political and economic constraints that have been brought about by neo-liberal policy changes. Full of relevant policy critiques and original recommendations for improvement, Public Policy for Women readdresses often neglected subjects and concerns and makes informative appeals for public policy to address women's needs.

Book excerpt: It was intended to return with the International Gothenburg Symposia every other time to the birthplace of these events, Gothenburg in Sweden. But instead the 8th symposium has been invited to be organized and held in Prague, i. e. in the midst of Central and Eastern Europe a region now keen on intensified environmental control. This attests that the symposia have attained such standing in the interna tional world of operators, designers, officers and researchers in water treatment technology that their presence in various parts of the world has been requested. And this ever growing significance, in short the success of this conference series, stems form the fact that the symposia offer a unique platform for the exchange of ideas and experiences on all aspects of water and wastewater treatment between administrators, engineers and scientists. The content of this book, i. e. the schedule of the symposium lectures, results for the most part from a vast response to an international call for papers. Many excellent contributions are included in this volume but at the same time many outstanding ones could not be included for lack of time and space. The total sum of these contributions document again the development in the field, both in terms of new technological (and other) developments as well as public and administrative acceptance and approval of solutions offered.

Book excerpt: The principal objective of this research project was to develop a methodology that would assist water distribution engineers estimating the optimum time to replace grey cast iron water mains. The methodology should integrate information on corrosion-induced pit dimensions, effective pipe wall thickness, residual strength of grey cast iron, corrosion rates and the mechanical behavior of metallic water mains. Secondary objectives within the project were: to determine the most effective and practical approaches to measure the residual strength of grey cast iron pipe; to determine whether current or near-term nondestructive testing technology could be used to produce the necessary information on corrosion put dimensions; and to expand the current state of knowledge with respect to the mechanical behaviour of grey cast iron water mains.
