Drawing on previous research on civil society, social movements, transnational activism, and democratization, Uhlin develops an analytical framework focusing on a) how national and international political opportunities shape—and are shaped by—civil society advocacy; b) how civil society activists frequently combine inside and outside strategies when targeting international organizations; and c) how civil society advocacy can have a liberalizing impact on the targeted international organizations. Drawing on rich empirical data, including more than 100 qualitative interviews with civil society activists and representatives of the Asian Development Bank (ADB) and the Association of Southeast Asian Nations (ASEAN), the study demonstrates how civil society actors have contributed to pushing ADB—and to a much lesser extent ASEAN—in a political liberal direction, improving transparency, strengthening accountability, and introducing mechanisms protecting people from the abuse of power. Book excerpt: Global progress on the Sustainable Development Goals will depend to a large extent on the collective action of South Asia to implement them. The sub-region indeed accounts for almost one fourth of the world's population, 36 per cent of the world's poor and nearly half of the world's malnourished children. The sub-region's success in implementing the 2030 Agenda for Sustainable Development, however, hinges on addressing current capacity gaps and strengthening the means of implementation. Recognizing the host of challenges faced by the sub-region, UNESCAP has attempted in the present Report, to unpack the 2030 Agenda at the sub-regional level, outlining tangible, high priority and relevant policy actions that are critical to achieve sustainable development in South Asia. The Report identifies seven key priorities that can help accelerate the SDG achievement in South Asia by leveraging the relationships between the Goals. Based on rigorous policy simulations and evidence, it offers insight into ways a regionally coordinated sustainable industrialization strategy could generate more than 56 million new jobs by 2030 in South Asia, and lift 71 million additional people out of poverty, relative to a business-as-usual scenario. It is hoped that this Report will be useful for analysts and practitioners of development policy in the sub-region and beyond, in stimulating a debate on the ways and means of bringing sustainable prosperity to all in the dynamic and population subregion of South Asia.

The evaluation concludes that UNDP has not fully capitalized on its comparative advantage in strengthening local governance, and suggests that, in part, this relates to the absence, within UNDP, of a common understanding of and sufficient corporate guidance on strengthening local governance. While there are numerous examples of support to local governance that have been innovative and effective, other initiatives have had limited impact and some have tended to be ad hoc and isolated, rather than systematic and strategic. For UNDP to play a more effective role in strengthening local governance reforms, the evaluation recommends that it should more explicitly and effectively mainstream local governance into all programmatic focus areas by developing a coherent framework that is firmly grounded in the practice of human development. The evaluation also recommends that UNDP should strengthen its partnerships with its associated funds and programmes in order to enhance the effectiveness of its initiatives in local governance -- Publishers website.

Supply-side energy efficiency refers to decreasing energy losses in the supply chain, for improved performance in the production and delivery of electricity and heat. Demand- side energy efficiency (DSEE) is achieved through consuming less energy for the same level of service, for improved efficiencies at the point of final energy use. DSEE, in particular, offers vast potential to meet regional energy needs in Asia, yet supply-side strategies tend to be prioritized as a focus of investment and planning. Over the past decade, the Asian Development Bank (ADB) has succeeded in quickly scaling up its investment in energy efficiency and the development of renewable resources within its developing member countries through ADB’s Clean Energy Program. This report examines prospects to accelerate lending and investment for DSEE in Asia, in light of trends that are driving energy use and policy and regulatory change in developing countries. Such efforts can help realize the full potential of DSEE as a least-cost, low-carbon resource for energy security, environmental protection, and sustainable and inclusive growth benefiting all Asians.
