The EU functions in a complex security environment, with perceived security threats from Islamist terrorists, migration and border security issues, and environmental problems. In order to deal with these, the EU has undertaken a number of actions, including the adoption of the European Security Strategy in 2003, the Information Management Strategy of 2009, and the Internal Security Strategy of 2010. However, despite such efforts to achieve a more concerted European action in the field of security, there are still many questions to be answered about whether the European approach is really a strategic one. European Homeland Security addresses two major debates in relation to the development of homeland security in Europe. First, it reflects on the absence of ‘homeland security’ in European political debate and its potential consequences. Second, it examines the significant policy developments in the EU that suggest the influence of homeland security ideas, notably through policy transfer from the United States. The book will be of great interest to students of European security and EU politics, terrorism and counter-terrorism, security studies and IR.

At the grand strategic level, its sheer economic size makes the EU a global power. To preserve its status as an economic power, therefore, the EU has to become a power across the board, which requires a grand strategy, and the means and the will to proactively pursue one. The authors of this book aim to demonstrate that the EU can develop a purposive yet distinctive grand strategy that preserves the value-based nature of EU external action while also safeguarding its vital economic interests. The book analyses the existing military capability of the European Union and its bottom-up nature, which results in a national-based focus in the member-states, impeding deployment capability. A systematic realignment of national defence planning at the strategic level will enable each member-states to focus its defence effort on the right capabilities, make maximal use of pooling and specialization, and contribute to multinational projects in order to address Europe’s strategic capability shortfalls. A stronger Europe will therefore result, it is argued, a real global actor, which can then become an equal strategic partner to the United States, leading to a revitalized Transatlantic partnership in turn. First, the authors believe, R&D spending per se is not the best indicator of innovativeness; a new measure, intangible capital, would be more appropriate. Second, while increasing the share of the workforce with a university degree is important for competitiveness and employment, it is the quality of that education that matters more than the quantity. The study also finds that employment targets would be better reached by a skills upgrade among women who have the least education. Concerning climate change, the authors conclude that unless the EU increases the level of its ambition and adds a carbon import tariff, reduction targets for greenhouse gas emissions are likely to have a negligible impact on global climate change. Finally and more generally, the report argues that the 2020 strategy should acknowledge the importance of institutional efficiency at the national level.

How active are small states in participating in day-to-day EU negotiations and why do some states use negotiation strategies more frequently than others? Based on more than 100 interviews with policy-makers and an analysis of a unique database on the negotiation activities of EU member states, this book explains how active participation is essential for the shaping success of small states and shows that small states are more influential with persuasion-based rather than bargaining-based strategies. Two case studies on the pesticides and the spirit drinks regulations further reveal that persuasion strategies are especially effective if the arguments match the nature of the issue at stake and resonate well with prior beliefs of addressees. No other study comprehensively analyzes small states in a comparative perspective, examines their activity levels in EU negotiations and outlines which conditions are needed for the effectiveness of a broad range of strategies.
