Book excerpt: Launched in March 2010 by the European Commission, the Europe 2020 strategy aims to achieve "smart, sustainable, and inclusive" growth. The engines for this growth are - Knowledge and innovation - Greener and more efficient use of resources - Higher employment combined with social and territorial cohesion This CEPS report takes an in-depth look at this major initiative and finds that the strategy itself needs to be revised in several important respects. First, the authors believe, R&D spending per se is not the best indicator of innovativeness; a new measure, intangible capital, would be more appropriate. Second, while increasing the share of the workforce with a university degree is important for competitiveness and employment, it is the quality of that education that matters more than the quantity. The study also finds that employment targets would be better reached by a skills upgrade among women who have the least education. Concerning climate change, the authors conclude that unless the EU increases the level of its ambition and adds a carbon import tariff, reduction targets for greenhouse gas emissions are likely to have a negligible impact on global climate change. Finally and more generally, the report argues that the 2020 strategy should acknowledge the importance of institutional efficiency at the national level.

Available in PDF, EPUB and Kindle. Book excerpt: This book proposes that the European Union should craft a grand strategy to navigate the new world order based on a four-pronged approach. First, European decision-makers (both in Brussels and across EU capitals) should take a broader view of their existential interests at stake and devote greater time and resources to serving them within the wider cause of the liberal order. Second, Europe needs to help reinvigorate the West by restoring a sense of solidarity through fairer distribution of benefits and burdens. Third, it should develop separate strategies for parts of the world, such as Russia and China, where liberal values are not likely to be attainable in the foreseeable future yet order is still necessary. Fourth, Europe needs to clarify its core interests elsewhere and help stabilize the Middle East and Africa. With this book, the author seeks to lay the essential building blocks for developing a European strategy, which is a complex process involving multiple decision-makers and institutions.

Available in PDF, EPUB and Kindle. Book excerpt: The European Green Deal aims to make Europe the first climate-neutral continent by 2050. This is not going to be an easy journey. To be successful, the European Green Deal will have to foster major shifts in the European industrial structure, including transitions from fossil fuels to renewable energy and from combustion engine cars to electric cars. Shifting economies from brown to green would be a major, historic socio-economic transformation. In this context of broad, paradigmatic, change for European industry, a 'green industrial policy' will be fundamental to Europe's climate change ambitions. But what is green industrial policy? What market failures must it address? Unlike traditional industrial policy, green industrial policy must be directed to twin goals of climate protection and social welfare. Green industrial policy initiatives in the European Union so far, however, have been piecemeal and fragmented. This Blueprint examines how past mistakes can be avoided and how the EU can develop a coherent green industrial policy that will serve the goals of the European Green Deal.

This book brings together academics, members of European institutions, and regional and national level policymakers in order to assess the performance and direction of EU Cohesion policy against the background of the most significant reforms to the policy in a generation. Responding to past criticisms of the effectiveness of the policy, the policy changes introduced in 2013 have aligned European Structural and Investment Funds with the Europe 2020 strategy and introduced measures to improve strategic coherence, performance and integrated development. EU Cohesion Policy: Reassessing performance and direction argues that policy can only be successfully developed and implemented if there is input from both academics and practitioners. The chapters in the book address four important issues: the effectiveness and impact of Cohesion policy at European, national and regional levels; the contribution of Cohesion policy to the Europe 2020 strategy of smart, sustainable and inclusive growth; the importance of quality of government and administrative capacity for the effective management of the Funds; and the inter-relationships between institutions, territory and place-based policies. The volume will be an invaluable resource to students, academics and policymakers across economics, regional studies, European studies and international relations.

Available in PDF, EPUB and Kindle. Book excerpt: This edited collection addresses a paradox at the heart of the European Union: if it is a constantly enlarging empire of governance, how can almost thirty member states design policies as an administrative whole, whilst narrowly approaching all political issues from one economic point of view? The contributors to this collection approach this by studying knowledge production, policy formation and policy implementation in the union. The topics covered include the history of the union, its nature as an empire in the making compared to historical successors as well as current USA and China, formation of union level statistical data and policy documents, paradoxes of fiscal governance, social innovation policy, youth and education policy, energy policy and foreign policy with particular regard to Russia. The concluding chapter outlines five alternative future scenarios for the union extending from collapse and marginalization to the emergence of a federal empire. The book is essential reading for anybody interested in the EU, including students and scholars across a range of disciplines, including sociology, political science, international relations, economics, management studies, public and social policy, science and technology studies, and environmental policy.

Book excerpt: This book attempts to answer the question: "How can Europe 2020, the EU's new strategy for smart, sustainable and inclusive growth, lead to a stronger social EU with less poverty and greater social cohesion?" Examined in depth are achieving the EU's ambitious social objectives to lift at least 20 million people out of the risk of poverty and exclusion by 2020 and the Union's four other mutually reinforcing targets. A key objective of the book is to take a critical look at and draw lessons from the past, 2000-2010 Lisbon Strategy. Another important objective is to explore the format and role of EU coordination and cooperation in the social field in the new EU governance framework, in a context marked by slow recovery after the global economic crisis. Finally, the book also makes proposals for the further reinforcement of this coordination and cooperation and for the improvement of the different instruments available at EU, national and sub-national levels.

First, it provides easily accessible information to a wide audience about recent developments in both EU and domestic social policymaking. Second, the volume provides a more analytical reading, embedding the key developments of the year 2014 in the most recent academic discourses. Book excerpt: "This Eurostat publication, entitled "Sustainable development in the European Union - A statistical glance from the viewpoint of the UN Sustainable Development Goals", provides an overview of the current situation of the EU and its Member States on sustainable development in relation to the Sustainable Development Goals (SDGs). This publication follows a strictly descriptive approach, presenting a purely statistical picture based on facts and figures. It provides rather a snapshot of the starting position of the EU and its Member States and is not intended as a regular SDG monitoring exercise at EU level. The analysis in this publication is based on a limited number of indicators, which are relevant to the EU perspective and capture the broader objective and ambition of each SDG. Each goal is analysed through two to four indicators. In total, 51 indicators are presented in the report, mainly obtained from the European Statistical System and disseminated by Eurostat. The analysis of Member States' performance and international comparisons focus on the most recent year for each indicator. EU-28 trends over time are also presented, covering the period from 2000 or 2002 up to the most recent year for which data are available (2014 or 2015)."--Back cover.
