To strengthen the potential for PCD the study suggests six proposals for structural reform as well as a set of specific recommendations.

At the grand strategic level, its sheer economic size makes the EU a global power. However, the EU needs to take into account that many international actors continue to measure power mostly by assessing military capability. To preserve its status as an economic power, therefore, the EU has to become a power across the board, which requires a grand strategy, and the means and the will to proactively pursue one. The authors of this book aim to demonstrate that the EU can develop a purposive yet distinctive grand strategy that preserves the value-based nature of EU external action while also safeguarding its vital economic interests. The book analyses the existing military capability of the European Union and its bottom-up nature, which results in a national-based focus in the member-states, impeding deployment capability. A systematic realignment of national defence planning at the strategic level will enable each member-states to focus its defence effort on the right capabilities, make maximal use of pooling and specialization, and contribute to multinational projects in order to address Europe’s strategic capability shortfalls. A stronger Europe will therefore result, it is argued, a real global actor, which can then become an equal strategic partner to the United States, leading to a revitalized Transatlantic partnership in turn. This volume explores and explains the actors’ strategic responses and emphasises that domestic pressure has triggered both depoliticisation and politicisation. Long gone are the times when EU decisions left citizens indifferent, and when the supranational was largely irrelevant for public opinion and electoral politics across the member states. Instead, a string of existential crises has struck and unsettled the Union over more than a decade. These crises have politicised Europe, tested the endurance and survival of the supranational system to its core, and put EU-level actors under unprecedented pressure. This volume explores how and why EU-level actors respond to the various, sometime competing, ‘bottom up’ demands, and challenges the view that domestic contestation necessarily limits EU-level room for manoeuvre. Instead, contributions show that domestic pressure can be perceived as either constraining or enabling, with responses, therefore, ranging from the restrained to the assertive. Driven by the survival of the Union, by the preservation of their own powers, and by different perceptions of domestic demands, actors will choose to politicise or depoliticise decision-making, behaviour and policy outcomes at the supranational level. The volume concludes that whilst domestic pressure triggers supranational responses, such responses should not be assumed to be restraining; they may equally be empowering including for European integration itself. The chapters in this book were originally published as a special issue of the Journal of European Public Policy.

With the last rounds of enlargement and Brexit, the number and weight of small states in the European Union has steadily increased. At the same time, small states face distinct challenges in different institutions, which may impact their strategies. Nonetheless, the existing literature primarily focuses on the Council of the European Union and the European Council and offers few insights into how small states navigate the other institutions. The contributions to this volume examine how small states can wield influence in different institutions, arguing that they do indeed pursue different strategies depending on institutional context. The policy case studies on the EU's foreign and security policies confirm these findings: small states can have influence in EU policy-making and can create situations where their needs are met. They are most likely to succeed when they build foreign policy coalitions, when they anticipate major economic developments, and when they manage to acquire a high level of expertise in a policy area. However, the case studies also show that there is a risk of small states becoming policy-takers in cases where they cannot provide leadership in terms of ideas and expertise and/or fail to build political weight through coalitions. This book will be of interest to academics and practitioners of European politics and the EU in particular, as well as policy-makers and practitioners working on small states.
