Book excerpt: Law enforcement and government officials for decades have understood the critical importance of building relationships, based on trust, with the communities they serve. Partnerships are vital to address a range of challenges and must have as their foundation a genuine commitment on the part of law enforcement and government to address community needs and concerns, including protecting rights and public safety. In our efforts to counter violent extremism, we will rely on existing partnerships that communities have forged with Federal, State, and local government agencies. This reliance, however, must not change the nature or purpose of existing relationships. In many instances, our partnerships and related activities were not created for national security purposes but nonetheless have an indirect impact on countering violent extremism (CVE). At the same time, this Strategic Implementation Plan (SIP) also includes activities, some of them relatively new, that are designed specifically to counter violent extremism. Where this is the case, we have made it clear. It is important that both types of activities be supported and coordinated appropriately at the local level.

Available in PDF, EPUB and Kindle. Book excerpt: In August 2011, the Obama Administration announced its counter-radicalization strategy. It is devised to address the forces that influence some people living in the United States to acquire and hold radical or extremist beliefs that may eventually compel them to commit terrorism. This is the first such strategy for the federal government, which calls this effort "combating violent extremism" (CVE). Since the Al Qaeda attacks of September 11, 2001, the U.S. government has prosecuted hundreds of individuals on terrorism charges. Unlike the necessarily secretive law enforcement and intelligence efforts driving these investigations, the CVE strategy includes sizeable government activity within the open marketplace of ideas, where private citizens are free to weigh competing ideologies and engage in constitutionally protected speech and expression. Some of the key challenges in the implementation of the CVE strategy likely spring from the interplay between the marketplace of ideas and the secretive realm encompassing law enforcement investigations and terrorist plotting. The strategy addresses the radicalization of all types of potential terrorists in the United States but focuses on those inspired by Al Qaeda. To further elaborate this strategy, in December 2011 the Administration released its "Strategic Implementation Plan for Empowering Local Partners to Prevent Violent Extremism in the United States" (SIP). The SIP is a large-scale planning document with three major objectives and numerous future activities and efforts. The SIP's three objectives involve (1) enhancing federal community engagement efforts related to CVE, (2) developing greater government and law enforcement expertise for preventing violent extremism, and (3) countering violent extremist propaganda.

Book excerpt: Countering violent extremism consists of various prevention and intervention approaches to increase the resilience of communities and individuals to radicalization toward violent extremism, to provide nonviolent avenues for expressing grievances, and to educate communities about the threat of recruitment and radicalization to violence. To explore the application of health approaches in community-level strategies to countering violent extremism and radicalization, the National Academies of Sciences, Engineering, and Medicine held a public workshop in September 2016. Participants explored the evolving threat of violent extremism and radicalization within communities across America, traditional versus health-centered approaches to countering violent extremism and radicalization, and opportunities for cross-sector and interdisciplinary collaboration and learning among domestic and international stakeholders and organizations. This publication summarizes the presentations and discussions from the workshop.

Book excerpt: Community policing has been a prevailing approach to public safety for the past three decades. When properly implemented, community policing improves civic engagement of local residents, gives them stake in coproducing outcomes with local police, and increases police legitimacy in the eyes of the public. Community policing's broad approach places a greater emphasis on proactive and preventive policing and has been applied to a diverse array of public safety concerns, including child safety, traditional crime, and gangs. The same community policing strategies and principles that have helped improve public safety and reduce crime and social disorder are now being leveraged to counter terrorism and prevent violent extremism. This guide discusses five key principles of community policing applied to homeland security concerns and provides practical examples from law enforcement agencies implementing community policing approaches to counter violent extremism.

Compared to participation by Americans in other jihadist groups, the scale of American involvement in jihadist activity today is unprecedented. This book, from one of the leading counter-terror centres, draws on first-hand interviews with former American Islamic State members and law enforcement officials who tracked them, and includes detailed analysis of the court cases against them and their social media presence. Homegrown reveals how and why ISIS was able to radicalize and recruit a new generation of jihadist sympathizers in America.

They have the capacity to kill dozens, or even hundreds, of Americans in a single attack. A key shift in the past couple of years is the increasingly prominent role in planning and operations that U.S. citizens and residents have played in the leadership of al-Qaeda and aligned groups, and the higher numbers of Americans attaching themselves to these groups. Indeed, these jihadists do not fit any particular ethnic, economic, educational, or social profile. This report is based on interviews with senior U.S. counterterrorism officials at both the federal and local levels, and embracing the policy, intelligence, and law enforcement communities. Map. This book was released on 2013-05-28 with total page 521 pages. Available in PDF, EPUB and Kindle. Book excerpt: Community policing, as a philosophy, supports the systematic use of partnerships and problem-solving techniques to proactively address the immediate conditions that give rise to public safety issues, including crime, social disorder, and fear of crime—as opposed to responding to crime after it occurs. Community policing expands the traditional police mandate. It broadens the focus of fighting crime to include solving community problems and forming partnerships with people in the community so average citizens can contribute to the policing process. Originating during police reform efforts of the 1970s, the philosophy of community policing is currently widespread and embraced by many citizens, police administrators, scholars, and local and federal politicians. What sorts of collaborative partnerships have evolved between policing agencies and the individuals and communities they serve? How do police departments engage in systematic examination of identified problems to develop effective responses? How have police departments aligned their organizational structures to best support community partnerships and proactive problem solving? Just how effective have efforts at community policing been? These questions and more are explored within the pages of this new reference work. Features: A collection of 150 to 175 entries are organized in A-to-Z fashion in one volume available in both electronic and print formats. Signed entries, authored by significant figures in the field, each conclude with Cross-References and Suggestions for Further Readings to guide students to in-depth resources. Brief "What Works" case studies within appropriate entries profile community policing programs and strategies as tried in various cities and communities. Although organized in A-to-Z fashion, a thematic "Reader′s Guide" in the front matter groups related entries by broad topic areas (e.g., Foundations; Methods & Practices; Legislation & National Organizations; Changing Agency Culture; Planning & Implementation; Training & Curriculum; Assessment & Evaluation; etc.). Also included in the front matter, a Chronology provides students with historical perspective of the development of community policing. The entire work concludes with a Resources appendix listing classic books, journals, and associations, followed by a comprehensive Index.
