Despite the old Army witticism about never volunteering for anything, the Special Forces soldier is. in fan, a double volunteer, having first volunteered for airborne training and then again for Special Forces training. From a very meager beginning but sustained by a strong motivation and confidence in his mission, the Special Forces soldier has marched through the Vietnam struggle in superb fashion. In 1957 some fifty-eight Vietnamese soldiers were given military training by Special Forces troops. Ten years later the Special Forces were advising and assisting over 40,000 paramilitary troops, along with another 40,000 Regional Forces and Popular Forces soldiers. This monograph traces the development and notes the progress, problems. successes, and failures of a unique program undertaken by the U.S. Army for the first lime in its history. It is hoped that all the significant lessons learned have been recorded and the many pitfalls of such a program uncovered. I am responsible for the conclusions reached, yet my thought processes could not escape the influence of the many outstanding officers and men in the Special Forces who joined in the struggle. Particularly, I must lake note of the contributions of the Special Forces noncommissioned officers, without question the most competent soldiers in the world. With the withdrawal of the Special Forces from Vietnam in 1971, the Army could honestly lay claim to a new dimension in ground warfare-the organized employment of a paramilitary force in sustained combat against a determined enemy. Yet, the strategic vision for special operations forces has not kept pace with the growing demands for their skills. Most people -- and, indeed, many policymakers -- associate the special operations forces with secret nighttime raids like the one that targeted Osama bin Laden: tactical operations against a particular individual or group. The abilities of special operations forces, however, extend much further, into military training, information operations, civil affairs, and more. As the United States shifts its focus from war fighting to building and supporting its partners, the author argues, it will become critical to better define these strategic capabilities and ensure that special operations forces have the staffing and funding to succeed. The author further calls on the Pentagon to remove bureaucratic and operational obstacles to cooperation among the special operations forces of each service, and between special and conventional forces. She also recommends that all special operations forces commands work to develop a pipeline of talented, motivated officers with expertise in these issues, and that the role of civilian leadership in budget and operational oversight be reinforced.

Suddenly, fighting men could be delivered by parachute, submarine, glider, jeeps, and fast amphibious craft deep into enemy territory to perform special tasks; yet others would continue to perform missions the same as their ancestors in previous wars—on foot using stealth, endurance and patience. This work contains discussions of the employment of various special purpose, special mission organizations during World War II. These units operated in Allied and Axis countries and in various theaters of war including Europe, North Africa, the Pacific, Asia, and the continental United States. Representing every major combatant, the operations include various kinds of raids, intelligence gathering missions, support to partisan/guerrilla groups, prisoner rescues, direct-action missions, and at least two where the object was simply to steal something. Some missions would have been officially denied if the operations had been caught in the act. The book is divided into two sections: Behind Enemy Lines and Behind Friendly Lines, to demonstrate that special-purpose organizations can be employed wherever needed, even in areas controlled by military units of their own or allied countries. Many of the units described run the gamut of special mission types, from commando to parachute units, reconnaissance to sabotage units, and partisan training units as well as those with combined missions. Many of the operations described in this book continue to serve as templates for modern Special Operations missions, while still others—the first attempts of their kind—continue to serve as examples of what not to try under the circumstances. Michael F. Dilley served for 20 years in the U.S. Army’s Military Intelligence branch. After retiring from the Army, the author served for about ten years as an employee of the Department of Defense, then as a contractor for various U.S. Government agencies in several fields for 15 years. Author of several books and many articles, a number of these chapters are based on his previous writings for the legendary Behind the Lines magazine.
