Since the 1970s, socialist, communist and regional parties in India have sought to forge a progressive 'third force'. Most scholars typically dismiss its principal manifestations -- the Janata Party, National Front and United Front -- as inherently opportunistic coalitions of power-seeking politicians. Sanjay Ruparelia provides a fine-grained analytic narrative to challenge this prevailing wisdom. Employing a variety of methods and resources, including the rare confidential testimonies of key political actors, Ruparelia demonstrates how the politics of each governing coalition, despite their self-evident flaws and short-lived tenures, revealed the outlines of a distinctive national vision. His fresh analysis of the politics of coalition in India also yields wider theoretical insights. Most studies fail to question or explain how these multiparty governments actually functioned. Hence they overstate the stability of and polarity between multiple political motivations, Ruparelia contends, discounting internal party debates over whether to share power, with whom and to what extent, and how. In such circumstances, the strategies, tactics and choices of actors become especially significant. The pursuit of power in a highly regionalized federal parliamentary democracy such as India creates incentives to forge national coalition governments, yet paradoxically decreases their chances of surviving. Ultimately, the failure of socialists and communists to judge their real historical possibilities at key junctures led to the decline of the broader Indian left.

Governance in South Asia needs to be reformed to ensure that poverty can be reduced, if not completely eradicated. Poor governance and the various means by which governance has fallen short, has led to lack of development and continuance of poverty in South Asian societies. South Asian countries have more or less similar objectives, structures, value systems, cultures, and standards of governance despite different forms of government. The colonial legacy of British administrative system had its impact on centralization. Secrecy, elitism, rigidity, and social isolation is common to all South Asian countries. The post-colonial administrative system is built upon pre-colonial administrative traditions throughout the region. These countries can learn from each other’s experiences. They need to develop an indigenous model to find pragmatic solutions to the challenges of good governance. This book argues that countries in South Asian can achieve good results through good governance if they develop and adopt an indigenous model rather than simply borrowing models and ideas from the West. Departing from the conventional focus on social divisions or electoral rules in determining whether a party system will consist of national or regional parties, they argue instead that national party systems emerge when economic and political power resides with the national government. Regional parties thrive when authority in a nation-state rests with provincial or state governments. The success of political parties therefore depends on which level of government voters credit for policy outcomes. National political parties win votes during periods when political and economic authority rests with the national government, and lose votes to regional and provincial parties when political or economic authority gravitates to lower levels of government.
