Book excerpt: Pradeep Chhibber and Ken Kollman rely on historical data spanning back to the eighteenth century from Canada, Great Britain, India, and the United States to revise our understanding of why a country's party system consists of national or regional parties. They demonstrate that the party systems in these four countries have been shaped by the authority granted to different levels of government. Departing from the conventional focus on social divisions or electoral rules in determining whether a party system will consist of national or regional parties, they argue instead that national party systems emerge when economic and political power resides with the national government. Regional parties thrive when authority in a nation-state rests with provincial or state governments. The success of political parties therefore depends on which level of government voters credit for policy outcomes. National political parties win votes during periods when political and economic authority rests with the national government, and lose votes to regional and provincial parties when political or economic authority gravitates to lower levels of government. This is the first book to establish a link between federalism and the formation of national or regional party systems in a comparative context. It places contemporary party politics in the four examined countries in historical and comparative perspectives, and provides a compelling account of long-term changes in these countries. For example, the authors discover a surprising level of voting for minor parties in the United States before the 1930s. This calls into question the widespread notion that the United States has always had a two-party system. In fact, only recently has the two-party system become predominant.

By the time the sun set on the twentieth century, the party system in India had developed a plurality of national and regional levels and following several experiences in fits and starts, coalition making among the parties too stabilized at the national level. The dawn of twenty first century thus witnessed a federalized party system in place, where coalition making and cohabitation amongst the parties stabilized at both national and regional levels. As a result, since 1999 India has had two completing governments completing their full term at the national level; the third, UPA II, has completed four years, and despite hiccups is likely to complete its full term till mid-2013. However, the party system in the country has turned competitive and several trajectories of alternation are being attempted by parties and leaders, making the emerging political situation fluid. The volume attempts to capture the emerging trajectories of the party system in India in the second decade of the twenty first century with seventeen essays written specially for this volume by scholars who met several times to discuss and formulate questions and critique each other’s drafts. Drawing on cross-national statistical analyses and case studies of Sephardi and Russian immigration to Israel and African American enfranchisement in the United States, this book demonstrates that social heterogeneity does matter. However, it makes the case that to understand when and how social heterogeneity matters, factors besides the electoral system – most importantly, the regime type, the strategies played by existing parties, and the size and politicization of new social groups – must be taken into account. It also demonstrates that sectarian parties play an important role in securing descriptive representation for new groups.

Static nationalization measures the consistency in a party's support across the country and thus shows whether parties are able to encompass local concerns into their platforms. Dynamic nationalization, in turn, measures the consistency among the districts in over-time change in electoral results, under the presumption that where districts differ in their electoral responses, local factors must drive politics. Each of the two dimensions, in sum, considers representation from the perspective of the mix of national versus local politics.
