Book excerpt: The “Standard Review Plan for Review of License Renewal Applications for Nuclear Power Plants” (SRP-LR) provides guidance to Nuclear Regulatory Commission (NRC) staff reviewers in the Office of Nuclear Reactor Regulation (NRR). These reviewers perform safety reviews of applications to renew nuclear power plant licenses in accordance with Title 10 of the Code of Federal Regulations (CFR) Part 54. The principal purposes of the SRP-LR are to ensure the quality and uniformity of staff reviews and to present a well-defined base from which to evaluate applicant programs and activities for the period of extended operation. The SRP-LR also is intended to make regulatory information widely available to enhance communication with interested members of the public and the nuclear power industry and to improve their understanding of the staff review process.

Book excerpt: This standard review plan (SRP) guides the staff of the U.S. Nuclear Regulatory Commission (NRC) in conducting safety reviews of license termination plans (LTPs). The principal purpose of this SRP is to ensure the quality and uniformity of NRC staff reviews and to present a well- defined base from which to evaluate the requirements for terminating the license of a nuclear power plant. It is also the purpose of this SRP to make information about regulatory matters widely available, so that interested members of the public and the nuclear industry can gain a better understanding of the staff's review process. Licensees may also use this SRP to assist in developing an LTP. Each SRP presents the acceptance criteria for all areas of review for license termination, and identifies the matters to be reviewed, the basis for the review, and the conclusions that are sought. For example, NUREG-1757, “Consolidated NMSS Decommissioning Guidance” provides additional guidance on how to demonstrate compliance with the unrestricted release, restricted release, and alternative criteria for license termination, in accordance with Subpart E of Title 10, Part 20, of the Code of Federal Regulations (10 CFR Part 20). When the three volumes of NUREG-1757 are complete, the consolidated guidance will completely replace NUREG-1727. To avoid duplication of information, this SRP references applicable sections of NUREG-1757 for additional guidance. Once NUREG-1757 is complete, the NRC will revise this SRP to reference the additional sections of NUREG-1757, if necessary. In addition, the NRC will also issue supplemental guidance which will subsequently be consolidated into NUREG-1757 to address partial site release prior to LTP approval, and compliance with Subpart E.

NRC's license renewal process has received increasing public scrutiny due, in part, to the 2011 disaster at Japan's Fukushima Daiichi nuclear plant. GAO was asked to review NRC's license renewal process for commercial nuclear power reactors. This report examines (1) the scope of the license renewal process, (2) the extent to which NRC updates its safety and environmental review guidance, (3) the extent to which NRC follows its documented license renewal procedures, and (4) knowledgeable stakeholders' views on the strengths and weaknesses in the license renewal process and any suggestions for improvements. GAO reviewed documents; visited two nuclear power plants selected based on characteristics such as having gone through the license renewal process; assessed the consistency of NRC reviews with documented procedures; and interviewed NRC officials and stakeholders from industry and public interest groups. GAO did not evaluate the adequacy or substance of NRC reviews or the quality of the agency's"
