Eliot in pursuance of a definite plan adopted by the Trustees of the Carnegie Endowment for International Peace. This plan includes frequent international visits by representative men for the purpose of explaining the object and plans of work of the Endowment and of ascertaining in what practical ways the Endowment may helpfully exercise its influence in various parts of the world. It is also the belief of the Trustees that through such international visits by representative men the various civilized peoples will come to know and to understand each other better, to see more clearly each other's point of view and so to diminish the opportunities for misunderstanding and international conflict. The journey of Mr. Eliot to China and to Japan docs not stand alone. Mr. Hamilton W. Mabie spent more than six months of the year 1912-1913 in Japan and Mr. Robert Bacon has recently spent three months in some of the capital cities of South America. During the year 1911-1912 Professor Nitobe, an eminent educator of Japan, spent eight months in the United States, and at the present time Professor Shosuke Sato is visiting a number of American universities and agricultural colleges. Between European countries similar visits are also being carried on, and in the course of one of these Baron d'Estourncllcs dc Constant has recently made an important and widely discussed address at Nuremberg. It is the purpose of the Trustees of the Carnegie Endowment to follow these visits with such other forms of activity as may seem wise and practicable. Already as a consequence of Mr. Eliot's visit to China, Professor Frank J. Goodnow of Columbia University is in residence at Peking as the legal adviser of the government of the Republic of China in all matters relating to constitutional and administrative law. The helping hand of the Endowment is in this way stretched half round the world in order to assist in a constructive piece of nation building, and so to contribute to national stability and international peace.
