Book excerpt: Globalization and the transition to a knowledge and information society have considerably strengthened the position of cities as nerve centres of the new economy. However, these trends have also sharpened competition between cities. The intense competition for mobile investments has meant that not only local authorities, but also national and regional governments, and even the European Commission, have had to focus their attention on urban policy and development. Yet despite the resulting economic progress, many cities are also dealing with a multitude of social problems and an emerging dual society. This volume compares the cities of Eindhoven, Antwerp, Helsinki, Malmo, Rotterdam, Stockholm, Strasbourg and Utrecht to analyse the strategies that have been developed to combat social problems at the various levels of public administration, private parties, NGOs and community groups. It examines how social problems threaten the attractiveness of cities and how different urban revitalization projects deal with this.

While crime has decreased in eight of the eleven cities, fear of crime has increased in all of them. This book discusses the factors influencing this fear, including the role of the media, the quality and maintenance of the built environment, socio-economic inequality and terrorism.

Despite the ambitions of international economic cooperation, such interventionism is decidedly local. Some politicians even proudly evoke "economic patriotism" to justify their choices. This volume links such populism to a specific set of tensions – the paradox of neo-liberal democracy – and argues that the phenomenon is ubiquitous. The mandate of politicians is to defend the economic interests of their constituents under conditions where large parts of economic governance are no longer exclusively within their control. Economic patriotism is one possible reaction to this tension. As old-style industrial policy and interventionism gained a bad reputation, governments had to become creative to assure traditional economic policy objectives with new means. However, economic patriotism is more than just a fashionable word or a fig leaf for protectionism. This volume employs the term to signal two distinctions: the diversity of policy content and the multiplicity of territorial units it can refer to. Comparing economic interventionism across countries and sectors, it becomes clear that economic liberalism will always be accompanied by counter-movements that appeal to territorial images. This book was published as a special issue of the Journal of European Public Policy.

Assuming that the interests of public and private stakeholders tend to converge as companies become aware of their interest in an attractive environment, then corporate community involvement may bring along a new type of public-private partnership, as an instrument of urban regeneration. Bringing together comparative case studies from Amsterdam, Chicago, Leeds, London, Munich, New York, Seattle, St. Louis and The Hague, this considers the potential implications of corporate community involvement for the sustainable development of cities and the creation of cross-sector partnerships. It analyses the involvement of companies in urban challenges in the fields of education, employment, safety, affordable housing and the living environment. It also looks at the efforts made to establish strategic partnership between "enlightened" corporations and public authorities. The book reveals that "pro-active" firms attach much value to investments in their "urban environment" as part of their corporate strategy. But it also shows that cities do not yet take full advantage of these arising opportunities.
