The collectivities of which it is composed, whether designated as classes, strata, or "socio-occupational groups" (a term favored in recent Soviet writings on social structure), exhibit systematic differences in incomes and living standards, in control over the organization of the work place, in the educational and occupational opportunities open to their children. But what is new is that the social and economic inequalities which permeate Soviet life have become, within limits of course, accessible to study and discussion by Soviet scholars. The principal public justification for the study of inequality is the Party’s need for reliable information to implement its function of "scientific management" of the relations between the main social groups in Soviet society. This volume is a collection of six studies.

Using data from the RLMS (Russian Longitudinal Monitoring Survey), the volume covers the period of transition (1991-2008) during which many fundamental economic reforms were implemented. The first part of the book is devoted to a discussion of the concept of middle class and a description of the economic situation in Russia during the transition period. Particular attention is given to variations in the distribution of Russian incomes and the estimated importance of the middle class. The second part of the book focuses on the link between the middle class and income bipolarization. The third and last section of the book uses the semiparametric "mixture model" to discover how many different groups may be derived from the income distribution in Russia, as well as what the main socio-economic and demographic characteristics of those groups are. The mobility of households into and out of the middle class during the transition period is also studied in hopes of determining the factors that contribute to such mobility. Using rigorous empirical methods, this volume sheds light on a relatively unstudied economic group and provides insight for countries which are about to enter a transition period. Book excerpt: This book investigates the relationship between the character of political regimes in Russia's subnational regions and the structure of earnings and income. Based on extensive data from Russian official sources and surveys conducted by the World Bank, the book shows that income inequality is higher in more pluralistic regions. It argues that the relationship between firms and government differs between more democratic and more authoritarian regional regimes. In more democratic regions, business firms and government have more cooperative relations, restraining the power of government over business and encouraging business to invest more, pay more and report more of their wages. Average wages are higher in more democratic regions and poverty is lower, but wage and income inequality are also higher. The book argues that the rising inequality in postcommunist Russia reflects the inability of a weak state to carry out a redistributive social policy.
