Book excerpt: During the breakup of the Soviet Union, the countries of Eastern Europe underwent transitions to democracy that involved varying degrees of struggle and turmoil. Czechoslovakia eventually split in two with the establishment of separate Czech and Slovak republics in 1993. Paul Hacker witnessed this transition firsthand from his vantage point as head of the U.S. Consulate in Bratislava. This is his story of U.S. diplomacy during this period, from the time the consulate was reestablished there in 1990 (after a forty-year hiatus during the Cold War) through the opening of the U.S. Embassy in 1993 after Slovakia had gained its independence. The memoir covers the volatile political intrigues and changes of the era, the administrative challenges of operating a small diplomatic outpost that was dependent on the embassy based in Prague (headed for much of this period by the high-profile U.S. ambassador Shirley Temple Black), tensions between Slovaks and Czechs and between the Slovak majority and its ethnic Hungarian minority population, the legacy of the Holocaust, and the developments that finally led to independence for Slovakia. In a final chapter, Hacker brings the story of Slovak postindependence political history up to the present, including Slovakia&’s accession to both NATO and the European Union.

Regulation of hate speech exposes underlining and sometimes invisible societal values such as security and public order, equality and non-discrimination, human dignity, and other democratic vital interests. The spread of hatred and hate speech has intensified in many corners of the world over the last decade and its regulation presents a conundrum for many democracies. This book presents a three-prong theory describing three different but complementary models of hate speech regulation which allows stakeholders to better address this phenomenon. It examines international and national legal frameworks and related case law as well as pertinent scholarly literature review to highlight this development. After a period of an absence of free speech during communism, post-communist democracies have sought to build a framework for the exercise of free speech while protecting public goods such as liberty, equality and human dignity. The three-prong theory is applied to identify public goods and values underlining the regulation of hate speech in the Czech Republic and Slovakia, two countries that share a political, sociological, and legal history, as an example of the differing approaches to hate speech regulation in post-communist societies due to divergent social values, despite identical legal frameworks. Jewish property was confiscated and businesses liquidated at bargain prices all in an effort to "Aryanize" the country. But by March 26, 1942 the first trainloads of Jews deported from Slovakia embarked to their final destination at Auschwitz, and death camps in the Lublin area. The mechanism for rounding up the Jews and subsequent forced deportation was the Hlinka Guard. By October 1942 the Hlinka Guard had overseen the deportation of some 60,000 Slovak Jews. During the 1944-1945 German occupation, another 13,500 Jews were deported and 5,000 imprisoned. Many of the Jews ended up at the Auschwitz Birkenau Concentration and Extermination Camp. After a brief respite, the Hlinka guard once again took to rounding up, and persecuting Jews throughout Slovakia. Slovak Gypsies (Roma) were also persecuted by the Hlinka Guard. Hlinka Guardsmen were used to do the dirty work, killing suspect Roma rebels in front of their wives and children, and then murdering the entire family.

Zsuzsa Csergo notes that newly independent governments looked to "rejoin" the West, in particular the European Union, while at the same time asserting control over the institutions they considered key to the reproduction of national cultures. These national projects resulted in renewed salience for minority language rights and a complicated politics triggering EU concerns about the treatment of regional/cultural minorities. Csergo's field research in Romania, Hungary, and Slovakia leads her to make a bold claim about the primacy of domestic politics in the construction of democratic solutions to the conundrum of nation building and minority rights.Talk of the Nation breaks new ground by focusing on both majority and minority political elites and parties in interethnic relations.
