Sin embargo, hay poca evidencia cuantitativa para sustentar esta afirmación. Tampoco se conoce cuáles aspectos del apoyo post-construcción son los más significativos para brindar un apoyo eficaz y eficiente. El presente estudio realiza un análisis cuantitativo del impacto que diferentes formas de apoyo post-construcción tienen en el desempeño de prestadores rurales de servicios de agua y en los niveles de servicio que los usuarios reciben en 40 sistemas de agua en 3 departamentos de Colombia. Casi todos los prestadores incluidos en el estudio recibían algún tipo de apoyo por parte de entidades externas. Pero aquellos prestadores que reciben un apoyo estructurado tienen mejores indicadores de desempeño que los prestadores que reciben un apoyo puntual. Factores que explican la eficacia del apoyo post-construcción incluyen el grado de institucionalización del modelo, el contar con personal calificado, la frecuencia del apoyo y el carácter inter-institucional de los modelos de apoyo.

Book excerpt: Spanish Abstract: El uso de indicadores de desempeño en Sistemas de Abastecimiento de Agua (SAA) tiene como objetivo suministrar apoyo técnico a la gestión y monitorización de la calidad del sistema. Sin embargo, los indicadores hidroenergéticos utilizados por las empresas prestadoras de servicios de abastecimiento y distribución de agua son analizados de manera superficial, sin estudiar su verdadero significado. El objetivo de este trabajo es el análisis de una metodología alternativa a los indicadores tradicionales, buscando determinar valores mínimos teóricos de referencia. Los análisis realizados indican que los valores mínimos teóricos son útiles en la identificación de las limitaciones físicas de los indicadores en los SAA, sin embargo, son inalcanzables debido a las pérdidas de carga y a los rendimientos de los equipos. Por otro lado, los valores obtenidos a través de EPANET sí presentan un escenario posible, permitiendo la formulación de indicadores de referencia susceptibles de ser alcanzados en los SAA. De este modo, tenemos la conclusión de que los indicadores utilizados actualmente son incapaces de evaluar, de manera eficiente, las características hidroenergéticas en los SAA, lo que hace necesaria la utilización de métodos alternativos. Los resultados obtenidos durante los análisis se muestran más próximos a la realidad operacional del SAA, sin posibles omisiones causadas por errores de interpretación o lagunas en la formulación de los indicadores.

La Organización Mundial de la Salud reconoce que el acceso al agua en cantidad y calidad adecuadas es esencial para la salud, es un derecho humano y componente de una política efectiva de protección a la salud (OMS, 2006). El presente estudio tiene como objetivo determinar aquellas directrices que guíen hacia el aseguramiento de la calidad del agua destinada al consumo humano y con ellas analizar los sistemas encargados de satisfacer una de las necesidades básicas de la población. Bajo este enfoque, se presenta una metodología que permite evaluar el aseguramiento de la calidad del agua en sistemas de abastecimiento de agua potable de una manera integral. Esta metodología se basa en el análisis individual de los componentes del sistema de abastecimiento de agua potable: cuenca de captación, obra de toma, planta potabilizadora, tanque de regulación y red de distribución. A excepción de la planta potabilizadora, se evalúa cada uno de los elementos con el fin de identificar las áreas de acción críticas. La planta potabilizadora fue evaluada mediante una metodología específica (Cázares et. al., 2009) y no forma parte de los objetivos de esta tesis. La cuenca de captación se estudia evaluando la vulnerabilidad del agua en el punto de aprovechamiento a ser contaminada por las actividades que se realizan dentro de la cuenca; este enfoque identifica las principales fuentes de contaminación y fundamenta un programa de monitoreo de calidad del agua. Tanto la obra de toma como los tanques de regulación y la red de distribución, se evalúan mediante un diagnóstico del estado actual, bajo los lineamientos internacionales de aseguramiento de la calidad del agua, y mediante el monitoreo de indicadores de desempeño, con el fin de evaluar el cumplimiento de las funciones específicas de los elementos.
