This knowledge is critical for products and decision support tools that utilize real-time data, and it is also essential for the longer term application of data as well. Guidance by the National Archives and Records Administration (NARA) for appraising observational data for archive states that factors favoring long-term or permanent retention include the uniqueness, completeness, and quality of observational data and the quality and completeness of metadata [1]. The National Oceanographic Data Center (NODC), the designated archive center for oceanographic data in the U.S., requires that data submitted be documented to enable secondary use and ensure data posterity. Such metadata should include not only geospatial characteristics and time periods of observations, but also the collection methods, instrumentation used, units of measure, acceptable values, error tolerance, processing history, quality assessments and explanations of quality flags, data aggregation methods, and other pertinent information [2]. Providing this information in a consistent manner can be a challenge. However, an approach to capturing and conveying this metadata using community-developed practices for ocean observing system data and metadata is well underway. This paper presents methods of capturing data and provenance of data quality using the Open Geospatial Consortium (OGC) Sensor Web Enablement (SWE) framework. It describes the types of metadata content captured and demonstrates the utility and significance of defining and registering terms to enable semantic, as well as syntactic, interoperability. The SWE framework provides an avenue for conveying quality flags and methods used to make assurances about the integrity of oceanographic data for real-time consumption and for potential submittal to permanent archives such as NODC.

The conference addressed issues related to the collection, management, processing, ana- sis, and delivery of real-time geospatial data using distributed geosensor networks. This represents an evolution of the traditional static and centralized geocomputational paradigm, to support the collection of both temporally and spatially high-resolution, up-to-date data over a broad geographic area, and to use sensor networks as actuators in geographic space. Sensors in these environments can be static or mobile, and can be used to passively collect information about the environment or, eventually, to actively influence it. The research challenges behind this novel paradigm extend the frontiers of tra- tional GIS research further into computer science, addressing issues like data stream processing, mobile computing, location-based services, temporal-spatial queries over geosensor networks, adaptable middleware, sensor data integration and mining, au- mated updating of geospatial databases, VR modeling, and computer vision. In order to address these topics, the GSN 2006 conference brought together leading experts in these fields, and provided a three-day forum to present papers and exchange ideas.

This new international conference was dedicated to addressing the research challenges facing system dev- opment and software support for systems based on wireless sensor networks (WSNs) that have the potential to impact society in many ways. Currently, wireless sensor networks introduce innovative and interesting application scenarios that may support a large amount of different applications including environmental monitoring, disaster prevention, building automation, object tracking, nuclear reactor control, fire det- tion, agriculture, healthcare, and traffic monitoring. The widespread acceptance of these new services can be improved by the definition of frameworks and architectures that have the potential to radically simplify software development for wireless sensor network-based applications. The aim of these new architectures is to support flexible, scalable programming of applications based on adaptive middleware. As a con- quence, WSNs require novel programming paradigms and technologies. Moreover, the design of new complex systems, characterized by the interaction of different and heterogeneous resources, will allow the development of innovative applications that meet high-performance goals. Hence, WSNs require contributions from many fields such as embedded systems, distributed systems, data management, system security and applications. The conference places emphasis on layers well above the traditional MAC and routing and transport layer protocols.

Book excerpt: CEOS was established under the auspices of the Economic Summit of Industrialized Nations in 1984 in response to a recommendation from a panel of experts in remote sensing within the Working Group on Growth, Technology and Employment (CEOS, 2009). The panel recognized the collective value of the world’s Earth remote sensing capabilities and the advantages that would be gained by the coordination of civil Earth observing satellite missions. By cooperating in mission planning and the development of compatible data products, applications, services and policies, the national space programs would maximize the bene?ts of their individual inve- ments and be able to better address the environmental challenges of the entire international community. CEOS was to serve as the focal point for this inter- tional coordination and to provide the forum for the change of policy and technical information. The members of CEOS are governmental organizations that are international or national in nature and are responsible for a civil space-borne Earth observation program that is currently in operation or in an advanced stage of system devel- ment. CEOS also has established Associate Members that are similar governmental organizations with a civil space-segment activity in an early stage of system dev- opment or those with a signi?cant ground-segment activity that supports CEOS objectives. Associate Members may also be existing satellite coordination group and scienti?c or governmental bodies that are international in nature and have a signi?cant programmatic activity that likewise is aligned with the goals of CEOS.
