Markets also have major impacts on agricultural biodiversity, by affecting farmers' choice of crops and varieties to grow. They are not, however, a homogenous institution, although all too frequently policies and regulations are developed as though they were. Markets vary considerably depending on the participants, on the institutions that govern how and what they exchange, and on local agricultural, economic and social conditions. Developing effective strategies to improve the way agricultural markets work, including how farmers use crop genetic resources, requires understanding of these variations. Seed Trade in Rural Markets presents a unique set of case studies from Bolivia, India, Kenya, Mali and Mexico on agricultural seed and product markets that describe three important market characteristics expected to affect farmers' access to seeds and varieties: the range of varieties on offer, the information provided about them, and relative prices. Among those, on the supply side, is the limited availability of seed in the volumes, quality, and timeliness required by farmers, which is partly a result of limited public and private investment in the sector. Beginning in 2011, the Government of Ethiopia introduced a novel experiment-the Direct Seed Marketing (DSM) approach-to reduce some of the centralized, state-run attributes of the country’s seed market and rationalize the use of public resources. DSM was designed to incentivize private and public seed producers to sell seed directly to farmers rather than through the state apparatus. This study is the first quantitative evaluation of DSM’s impact on indicators of a healthy seed system: access to quality seeds, on-farm productivity, and market participation of smallholders. Using a quasi-experimental difference-in-differences approach, the study finds that DSM led to a 26 percent increase in maize yields and a 5 percent increase in the share of maize harvest sold. DSM also led to improvements in seed availability for all three of Ethiopia’s major cereals: maize, wheat, and teff. However, DSM’s effects on yields and share of harvest sold are not statistically significant for wheat and teff. These crop-specific differences in performance are likely explainable by biological differences between hybrid maize and openly pollinated varieties of wheat and teff that incentivize private sector participation in maize seed markets over wheat and teff seed markets. These differences demand different policies and perhaps even institutional approaches to accelerating adoption between hybrids and OPVs.

Book excerpt: In many developing countries, smallholder farmers cultivating vegetatively propagated crops (VPCs) have limited access to quality planting material. This constraint can limit both the yield of and returns on VPC cultivation. Yet policy and regulatory initiatives designed to strengthen access to quality VPC planting materials have been relatively unsuccessful to date. Part of the problem is the unique biological and economic characteristics of vegetative propagation and its distinctness from cereal crops, which dominate narratives on seed system reforms. Drawing on qualitative analysis of policy and practice, this study examines reform options related to quality assurance regulations in four crop-country combinations: cassava in Nigeria and Vietnam, and potato in Kenya and Vietnam. The study highlights theory and evidence on existing models of regulation; alternative models that may better incentivize cost-effective multiplication and distribution; and recommendations for policy, regulation, and investment in VPC seed markets. Findings indicate that regulations designed around strict and centralized quality control systems tend to limit market size, while more localized production systems are limited by both capacity and reach. These findings suggest the need for alternatives that balance a permissive regulatory regime with decentralized production systems, grassroots capacity development, market surveillance, and systems that integrate internal (producer-level) quality assurance with external (regulatory) quality assurance.
