Opening remarks by Representative Thomas M. Davis outlined his concern over the delayed opening of the DCPS in the fall of 1997 because of uncompleted roof repairs, and the results from a performance audit of the DCPS under contract to the D.C. Control Board. Representative Eleanor Holmes Norton followed, stating her position on the issue of the D.C. Control Board coming to Congress for a legislative solution. The first panel to testify consisted of Mary Filardo, Director, 21st Century School Fund; William R. Lawson, Assistant Regional Administrator, Public Buildings Service, General Services Administration; and Jonathan Miller, Project Manager, Daniel, Mann, Johnson & Mendenhall Architects. The second panel to testify consisted of auditors that conducted a performance audit of the District school system: Andrew Brimmer, Chairman, D.C. Financial Responsibility and Management Assistance Authority; David Cotton, Cotton & Company; Ed Fritts, Senior Manager, Cotton & Company; and Marvin Allmond, Managing Partner, Allmond & Company. The final panel to testify included Anthony Williams, D.C, Chief Financial Officer; Ed Stephenson, Chief Financial Officer, DCPS; Dr. Bruce MacLaury, Chairman, DCPS Emergency Trustee Board; General Julius Becton, Chief Executive Officer, DCPS; and General Charles E. Book excerpt: Food and nutrition security is one of the 17 Sustainable Development Goals enshrined in the 2030 Agenda for Sustainable Development. In an attempt to contribute to reaching this objective, school feeding programmes are serving meals to over 418 million pre-primary, primary and secondary schoolchildren around the world. The positive experience from a project supported by the Food and Agriculture Organization of the United Nations (FAO) in Angola, Honduras and Peru that incorporated locally procured fish into home-grown school feeding (HGSF) programmes led to the elaboration of this toolkit. This toolkit is designed to support governments, project designers, managers and practitioners involved in the fishery value chain and school feeding, who want to incorporate locally procured, safe, nutritious and affordable fish and fish products into their existing HGSFs. Therefore, this toolkit is expected to assist them during the rapid assessment of the situation of the school feeding and fishery sector, and the identification of challenges and opportunities present while incorporating fish and fish products into HGSFs. To this end, this toolkit adopts three main approaches: the Sustainable Food Value Chain for Nutrition to enhance the consideration of nutrition lens in the value chain approach; the gender-transformative approach to support women fisherfolk in their activities and increase their participation in school feeding programmes; and local and inclusive food procurement to connect public demand for food to small-scale fisherfolk. Specifically, this toolkit proposes 4 phases and 15 flexible and adaptable tools to sustainably serve fish and fish products at schools.

Many programs have demonstrably improved the lives of people trapped at the bottom of the social and economic ladder. Social Programs That Work provides an in-depth look at some of the nation's best interventions over the past few decades, and considers their potential for national expansion. Examined here are programs designed to improve children's reading skills, curb juvenile delinquency and substance abuse, and move people off welfare into the workforce. Each contributor discusses the design and implementation of a particular program, and assesses how well particular goals were met. Among the critical issues addressed: Are good results permanent, or do they fade over time? Can they be replicated successfully under varied conditions? Are programs cost effective, and if so are the benefits seen immediately or only over the long term? How can public support be garnered for a large upfront investment whose returns may not be apparent for years? Some programs discussed in this volume were implemented only on a small, experimental scale, prompting discussion of their viability at the national level. An important concern for social policy is whether one-shot programs can lead to permanent results. Early interventions may be extremely effective at reducing future criminal behavior, as shown by the results of the High/Scope Perry preschool program. Evidence from the Life Skills Training Program suggests that a combination of initial intervention and occasional booster sessions can be an inexpensive and successful approach to reducing adolescent substance abuse. Social Programs That Work also acknowledges that simply placing welfare recipients in jobs isn't enough; they will also need long-term support to maintain those jobs. The successes and failures of social policy over the last thirty-five years have given us valuable feedback about the design of successful social policy. Social Programs That Work represents a landmark attempt to use social science criteria to identify and strengthen the programs most likely to make a real difference in addressing the nation's social ills.
