Book excerpt: Although the Latin American region has shown an impressive growth in educational attainment over the past two decades, that education has failed to yield expected benefits. A mounting body of research and policy debates argues that the quantity of education is not an adequate metric of human capital acquisition. Rather, individuals’ skills—what they actually know and can do—should stand as policy targets and be fostered across the life course. Evidence from around the world shows that both cognitive and socio-emotional skills are demanded by employers and favorably affect a range of outcomes, including educational attainment and employment outcomes. Through original empirical research investigating the role of cognitive and socio-emotional skills in shaping adults’ labor market outcomes in Bolivia, Colombia, El Salvador, and Peru, supplemented by similar studies in other Latin American countries, this review confirms that cognitive skills matter for reaping labor market gains in terms of higher wages and formal jobs in Latin America; but so do socio-emotional skills. Moreover, socio-emotional skills seem to particularly influence labor force participation and tertiary education attendance as a platform to build knowledge. The study also presents a policy framework for skills development by: (i) providing insights by developmental psychologists about when people are neuro-biologically, socio-emotionally, and situationally ready to develop socio-emotional skills, and (ii) suggesting new directions in cognitive development.

Their stories illuminate the sociology and politics of higher education, of the Commonwealth, and of its member countries: they include the last scholar before apartheid took South Africa out of the Commonwealth, who became a high court judge, and the first after it came back, now a vice-chancellor. The second edition of this book, revised and updated since it was first published to mark the scholarships’ jubilee, sets out the narrative of the scholarship plan from its unlikely conception in a Commonwealth trade conference to its survival in the changed world of 2015. This book looks at the people who selected scholars, from the Lord Chamberlain as a break from censoring plays in the 1960s to the daughter of a pig farmer in the 2000s, and at the lives of the scholars and former scholars themselves. By asking who was selected, how, and why, it examines the policies of countries offering scholarships and those receiving them, looks at their role within the universities of Africa, Asia and the Caribbean, discusses their experience as they studied abroad, and assesses their long-term impact. Three themes stand out. First, scholarship policy has been shaped by the interplay of national politics and education. Second, the world’s four million cross-border university students are themselves now big business and the stuff of international politics; the Commonwealth record offers a microcosm of their experience. Among the aspects evaluated include: the governance structure, nutritional quality of meal served, linkages with small farmers for the procurement of products used in the meals, involvement of children in school gardens related activities, etc. The document includes a case study for each of the participating countries (namely Antigua and Barbuda, Bahamas, Barbados, Belize, Dominica, Grenada, Guyana, Haiti, Jamaica, St. Kitts and Nevis, St. Lucia, St. Vincent and the Grenadines, Suriname and Trinidad and Tobago). For each of these countries, an Annual Net Benefit Analysis was conducted, using information collected in 2017. The aim is that the document can provide preliminary information and recommendations that can be relevant for governments, public organizations, donors, opinion leaders, private sectors, and others toward strengthening school feeding programmes in the Caribbean. It was developed with the support of the University of the West Indies and the Caribbean Agro-Economic Society under the leadership of Prof. Carlisle Pemberton and Dr. Hazel Paterson-Andrews.
