This book analyses how the Bush administration understood and pursued its interests in the Central Asia states, namely Kyrgyzstan, Tajikistan, Kazakhstan, Uzbekistan, Turkmenistan. It discusses the shift in US interests after September 11 and highlights key ideas, actors and processes that have been driving US policy in Central Asia. The author examines the similarities between the Bush and Obama administrations’ attitudes towards the region, and he points to the inadequacy of the personality focused, partisan accounts that have all too often been deployed to describe the two presidential administrations. To understand US Central Asian policy, it is necessary to appreciate the factors behind its continuities as well as the legacies of the September 11 attacks. Using case studies on the war on terror, energy and democracy, drawing on personal interviews with Americans and Central Asians as well as the fairly recent releases of declassified and leaked US Government documents via sources like the Rumsfeld Papers and Wikileaks, the author argues that the US approached Central Asia as a non-unitary state with an ambiguous hierarchy of interests. Traditionally domestic issues could be internationalised and non-state actors were able to play significant roles. The actual relationships between its interests were neither as harmonious nor as conflicted as the administration and some of its critics claimed. Shedding new light on US relations with Central Asia, this book is of interest to scholars of Central Asia, US Politics and International Relations.

The book analyses how in the early stages of their independence, the governments of Central Asia declared that they would build democratic states, but that in practice, they demonstrated that they are more inclined towards authoritarianism. With the declaration of independence, Tajikistan and Uzbekistan, like many other former Soviet national republics, were faced with the issues of nationalism, ethnicity, identity and territorial delimitation. This book looks at how the discourse of patrimonial nationalism in post-Communist Tajikistan and Uzbekistan has been the elites’ strategy to address all these issues: to maintain the stateness of their respective countries; to preserve the unity of their nation; to fill the ideological void of post-Communism; to prevent the rise of Islam; and to legitimize their authoritarian practice. Arguing against the claim that the Central Asian states have undergone divergent paths of transition, the book discusses how they are in fact all authoritarian, although exhibiting different degrees of authoritarianism. By utilizing social movement theory, the book analyses political Islam in Central Asia in general, and the phenomenon of Hizb ut-Tahrir in particular. It reveals the critical role of its ideology (based on a selective interpretation of Islamic theology and history) in the party’s recruiting success. Using primary sources, including the group’s publications and documents, official reports, alongside interviews with scholars, security experts, mullahs, journalists, diplomats, government officials and group members, it covers the rise of political Islam in the post-Soviet Central Asia, alongside the origins and current status of Hizb ut-Tahrir - its leadership, ideology, political methodology and party structure and its rise in the region from Kazakhstan to Russia and China. Although the organization has received less international examination partly because it has advocated a non-violent approach toward its goals, this book sketches its prospective future relationship to violence in this key region.

The collapse of the Soviet Union in 1991, led to the birth of fifteen countries including the five Central Asian republics, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. When the USSR ceased to exist, so did the centralised Soviet resource distribution system that managed the exchange and allocation of water, energy, and food supplies. A whole new set of international relations emerged, and the newly formed Central Asian governments had to redefine the policies related to the exchange and sharing of their natural resources. This book analyses the role of state power in transboundary water relations. It provides an in-depth study of the evolution of interstate relations in Central Asia in the field of water from 1991-2015. Taking as a case study the planned construction of the Rogun and Kambarata dams in Tajikistan and Kyrgyzstan, the author examines various forms of overt and covert power shaping interstate relations and the way hegemonic and counter-hegemonic measures are put in place in an international river basin. He argues that the intimate correlation between the concepts of power and hegemony can offer key insights to the analysis and understanding of transboundary water relations. While the analytical focus is placed on state power, the book demonstrates that hegemonic and counter-hegemonic tactics represent the ways in which power is wielded and observed. Offering fresh theoretical interpretations to the subjects of power and counter-hegemony in the Aral Sea basin, this book puts forward the original circle of hydro-hegemony, an analytical framework in which the various forms of power are connective in the function of hegemony.
