Available in PDF, EPUB and Kindle. Book excerpt: Over the course of the Civil War, fifty-nine men served as governors of the twenty-five Union states. Although these state executives were occasionally obstructionist and often disagreed amongst themselves, their overall cooperation and counsel bolstered the policies put forth by Abraham Lincoln and proved essential to the Union’s ultimate victory. In this revealing volume, award-winning historian William C. Harris explores the complex relationship between Lincoln and the governors of the Union states, illuminating the contributions of these often-overlooked state leaders to the preservation of the nation. Lincoln recognized that in securing the governors’ cooperation in the war he had to tread carefully and, as much as possible, respect their constitutional authority under the federal system of government. Contributing to the success of the partnership, Harris shows, was the fact that almost all of the governors were members of Lincoln’s Republican or Union Party, and most had earlier associated with his Whig party. Despite their support for the war, however, the governors reflected different regional interests, and Lincoln understood and attempted to accommodate these differences in order to maintain a unified war effort. Harris examines the activities of the governors, who often worked ahead of Lincoln in rallying citizens for the war, organizing state regiments for the Union army, and providing aid and encouragement to the troops in the field. The governors kept Lincoln informed about political conditions in their states and lobbied Lincoln and the War Department to take more vigorous measures to suppress the rebellion. Harris explores the governors’ concerns about many issues, including the divisions within their states over the war and Lincoln’s most controversial policies, especially emancipation and military conscription. He also provides the first modern account of the 1862 conference of governors in Altoona, Pennsylvania, which provided important backing for Lincoln’s war leadership. By emphasizing the difficult tasks that both the governors and President Lincoln faced in dealing with the major issues of the Civil War, Harris provides fresh insight into the role this dynamic partnership played in preserving the nation’s democratic and constitutional institutions and ending the greatest blight on the republic—chattel slavery.

Book excerpt: The book examines the impact of the Civil War on Quincy, Illinois. Quincy, in 1860 the third largest city in Illinois, is situated on the Mississippi River across from slave state Missouri, thus exposing it to the uncertainties and potential strife of a border region. Quincy entered the war with a rich tradition of providing influential political leaders. In 1860 Quincyan John Wood was the governor of Illinois and the Democrat Stephen A. Douglas, during his first two congressional terms, recognized Quincy as his home district. Quincy had the distinction of providing two U.S. Senators during the war, Orville Hickman Browning and William Richardson. Quincy served as a muster and training site for both white and black troops. Some of the latter served for Massachusetts, and the 29th U.S. Colored regiment trained at Quincy and, after moving out, fought the Battle of the Crater at Petersburg, Virginia in July 1864. In addition, Quincy served as a port of entry for blacks fleeing the South in the aftermath of the Emancipation Proclamation. The city experienced discord related to the influx, but also a measure of altruism appeared among some dedicated to helping blacks make the challenging transition from slavery. Women of Quincy banded together in three organizations designed to serve the needs of Soldiers and their dependents. Economically, the city experienced an early downturn, but rebounded strongly to achieve growth during the war. Quincy and its hinterland in northeast Missouri strove mightily to restrain friction so as to protect the economic vitality of the region.

Available in PDF, EPUB and Kindle. Book excerpt: A Politician Turned General offers a critical examination of the turbulent early political career and the controversial military service of Stephen Augustus Hurlbut, an Illinois Whig. Republican politician, and Northern political general who rose to distinction as a prominent member of the Union high command in the West during the Civil War. Though traditionally there are two different characterizations of those who exercised command during the Civil War - soldier-politician and the political generals - Hurlbut was viewed as a military politician. This book provides an important study of another friend and/or political supporter of Lincoln who rose to general during the war and gained important appointments after the war. This first biography of Hurlbut chronicles the early life and the Civil War career of one of Abraham Lincoln's foremost military appointments. Through exhaustive research of primary and secondary sources, author Jeffrey N. Lash identifies and evaluates the successes and failures of Hurlbut's generalship and combat leadership, both as a field commander in Missouri in 1861 and as a division commander at the Battles of Shiloh and Hatchie Bridge in 1862.
