Book excerpt: The recent escalation of world food prices – particularly for cereals - prompted mass public indignation and demonstrations in many countries, from the price of tortilla flour in Mexico to that of rice in the Philippines and pasta in Italy. The crisis has important implications for future government trade and food security policies, as countries re-evaluate their reliance on potentially more volatile world markets to augment domestic supplies of staple foods. This book examines how government policies caused and responded to soaring world prices in the particular case of rice, which is the world's most important source of calories for the poor. Comparable case studies of policy reactions in different countries, principally across Asia, but also including the USA, provide the understanding necessary to evaluate the impact of trade policy on the food security of poor farmers and consumers. They also provide important insights into the concerns of developing countries that are relevant for future international trade negotiations in key agricultural commodities. Then by relating it to the current status and future potential, it proposes that reaching self-sufficiency in rice production is the paramount item on the food security agenda in this region. South Asia is world's most densely populated region and houses the largest population of undernourished people. Despite a period of marked economic growth averaging 6% a year over the past 20 years, it remains the world's second poorest region with more than 500 million people living on less than US$1.25 a day. Yet, there has been a considerable improvement in food security steered by the Green Revolution, use of high-yielding rice varieties, increasing investments in agriculture, improved fertilizer use and irrigation infrastructure and the potential for further increase remains high. Firstly this paper scrutinizes the role rice has been playing in the economy and food security of South Asia so far and that it is still the most potential means to improve the food security situation and tackle severe undernutrition as other sectors are, until now, far less furnished to address this issue. This paper probes into various economic and historical perspectives of rice economy and culture in this region, and shows that self-sufficiency in rice production is paramount to its domestic food security, and thereby proposes that emphasis should be given on increased rice production which is decelerating amid the upsurge of modern economic sectors.

Book excerpt: The agriculture sector in Bhutan has evolved progressively from subsistence to integrated semi-commercial sector, and encompasses forestry, agriculture, and livestock, collectively termed as Renewable Natural Resources (RNR). Systematic development since the 1960s has helped improve production of crops, livestock, and overall management of natural resources. Agriculture continues to be a major source of employment after five decades of planned development, with a staggering 51 percent of its population in farming, of which 61.7 percent are female (NSB 2019). Bhutan has also successfully maintained 71 percent of its natural forest cover (FRMD 2018), representing extensive carbon sequestration sink and making the country carbon-negative. Bhutan’s “green” approach to development, founded on the philosophy of Gross National Happiness and more particularly its local values, culture, and religious beliefs of coexistence with nature, has helped in maintaining remarkably stable forest cover and clean environment. Forest cover in Bhutan consists predominantly of broad-leaved trees accounting for 50 percent coverage (1.928 million ha), while 20 percent cover is provided by coniferous trees. The estimated forest biomass of about 973 million tonnes serves as a significant terrestrial carbon sink, amounting to 457 million tonnes of carbon (FRMD 2018). The forests of Bhutan show a wide range of ecological variation and species diversity offering wide variety of social and economic benefits, ranging from easily quantifiable economic values associated with forest products to less tangible services and contributions to society, thereby serving as the foundation of sustainable development. This initiative of collaboration resulted into formalization of a Memorandum of Understanding (MoU) between the Ministry of Agriculture and Forests (MoAF) and IFPRI on July 19, 2019, that defines the areas of cooperation between the two institutions. Since the initiation of this MoU in late 2018, MoAF and IFPRI started working on the collaboration which focused on capacity development of MoAF in policy analysis and visioning. This report aims to provide synopsis of MoAF–IFPRI collaborations from 2018 to 2020, highlighting the main output and defining areas of future collaborations.

This has resulted in significant changes in the operation of the agricultural markets and, consequently, in income generation and welfare of rural households. In the case of Madagascar, the results suggest that market reforms and corresponding adjustments in rural markets have had an average positive effect on food security for the rural households. However, richer households seemed to have benefited more than the poorer households. This text provides a study of the market reforms, focusing particularly in the changes brought to welfare, income and environmental sustainability in rural areas. The study aims to be of particular interest to economists and those involved in development and environmental issues.
