Book excerpt: How can Latvia improve the quality and equity of its education system and realise long-term efficiency gains? This report covers the whole education system from early childhood education and care to tertiary education and provides an assessment of Latvia’s policies and practices against the best approaches in education and skills across the OECD. This international comparison brings to the fore the many strengths of Latvia’s education system, but also highlights the challenges it faces and provides a number of recommendations in response. This report will be of value to Latvia but also policy makers in other countries looking to raise the quality, equity and efficiency of their education systems.

This book was released on 1984 with total page 116 pages. Available in PDF, EPUB and Kindle. Book excerpt: A team of examiners from the Organisation for Economic Cooperation and Development (OECD) reviews Portugal's education system in a three-part report. Part One begins with the consequences of the 1974 revolution, Portugal's economic problems, its impending attachment to the European Economic Community, and rising public expectations about education. It continues with criticism of the Ministry of Education, which is overstaffed and has duplicate functions. The examiners propose reduction of branches and suggest the establishment of a national education advisory council and closer relations with other government agencies. A high priority for the compulsory school-level education (four primary and two preparatory grades) is improvement of standards in rural areas. Accepting the future extension of compulsory schooling from 6 to 9 years, the examiners counsel step-by-step reform of the school structure and curriculum. Education of 16-to-19 year olds is a problematic issue since upper-secondary schools are not providing adequate vocational courses. The examiners feel a solution is for Portugal to adopt a comprehensive education and training policy for that age group implemented jointly by the Ministries of Education and Labor. Part Two of the report includes a record of the review meeting between the OECD examiners and the Minister of Education and his delegates and addresses five areas of concern. The third part is a summary of the Ministry of Education's Backgroud Report of the education system in Portugal. (MD)

Book excerpt: Reform of education, training, and human resource development is an integral part of the transition to a democratic society and market economy. Latvia has made progress in all these areas since reform began in 1990. The challenge for the Ministry of Education and Science has been to promote and support changes that meet the needs of the new economy and society as well as the interests of all young people and adults, in the face of a shortage of financial and human resources. This book first gives a brief overview of regional issues and a history of education in Latvia and describes the development of education in the country since the political changes. The book then presents an analysis of the entire education system and identifies key directions for the reinforcement of the reforms in light of the challenges encountered by officials, communities, enterprises, educators, parents, and students under very dynamic conditions. It concludes with a set of key recommendations of goals of education, learning effectiveness, outcomes and the curriculum, management and governance for flexibility, responsiveness and change, and resources and financing. Chapters in the book are: (1) "Context"; (2) "Latvian Education System"; (3) "Compulsory and General Education"; (4) "Vocational Education and Training"; (5) "Access and Equity for Latvian Children"; (6) "Higher Education"; and (7) "Strategic Policy Development for Education in Latvia." Each chapter includes data tables and notes. Contains a 38-item selected bibliography. (BT)

Available in PDF, EPUB and Kindle. Book excerpt: Japan's education system is one of the top performers compared to other OECD countries. International assessments have not only demonstrated students' and adults' high level of achievement, but also the fact that socio-economic status has little bearing on academic results. In a nutshell, Japan combines excellence with equity. This high performance is based on the priority Japan places on education and on its holistic model of education, which is delivered by highly qualified teachers and supported by the external collaboration of communities and parents. But significant economic, socio-demographic and educational challenges, such as child well-being, teacher workload and the high stakes university exam, question the sustainability of this successful model. Policy makers in Japan are not complacent, and as Japan starts implementing its Third Basic Plan for the Promotion of Education (2018-22), they are carefully analysing tomorrow's threats to Japan's current success. This report aims to highlight the many strengths of Japan's education system, as well as the challenges it must address to carry out reforms effectively and preserve its holistic model of education. The ultimate goal is to ensure that the education system delivers the best for all students, and that Japanese learners have the knowledge, skills, attitudes and values they need for the 21st century.

Available in PDF, EPUB and Kindle. Book excerpt: In School of Europeanness, Dace Dzenovska argues that Europe’s political landscape is shaped by a fundamental tension between the need to exclude and the requirement to profess and institutionalize the value of inclusion. Nowhere, Dzenovska writes, is this tension more glaring than in the former Soviet Republics. Using Latvia as a representative case, School of Europeanness is a historical ethnography of the tolerance work undertaken in that country as part of postsocialist democratization efforts. Dzenovska contends that the collapse of socialism and the resurgence of Latvian nationalism gave this Europe-wide logic new life, simultaneously reproducing and challenging it. Her work makes explicit what is only implied in the 1977 Kraftwerk song, "Europe Endless": hierarchies prevail in European public and political life even as tolerance is touted by politicians and pundits as one of Europe’s chief virtues. School of Europeanness shows how post–Cold War liberalization projects in Latvia contributed to the current crisis of political liberalism in Europe, providing deep ethnographic analysis of the power relations in Latvia and the rest of Europe, and identifying the tension between exclusive polities and inclusive values as foundational of Europe’s political landscape.
