Book excerpt: This Peru Country Program Evaluation for the World Bank Group, 2003-2009 is part of IEG s country program evaluation series. To date, IEG s in-depth country evaluations have comprised IEG-WB Country Assistance Evaluations (CAEs) and IEG-IFC Country Impact Reviews (CIRs). Both the CAEs and CIRs have involved comprehensive evaluations of the respective institutions activities in a country. In a pilot approach, this evaluation was prepared by a single IEG team that looked at development interventions across the three WBG institutions. The evaluation draws on WBG documents, external literature, and on interviews with government officials, representatives of the private sector and civil society, nongovernmental organizations, bilateral and multilateral development partners, and Bank, IFC, and MIGA staff in Washington and in Peru. An IEG mission visited Peru in September 2009. IEG also cooperated with the Evaluation Office of the Global Environment Facility that was conducting a parallel evaluation in Peru.

Findings include that the country's impressive fiscal performance of 2003 is encouraging but fragile, as several structural bottlenecks could impede fiscal discipline and recovery. Reversing poverty trends is critical for the country's stability, and this can only be achieved with well-targeted, effective and efficient pro-poor programmes.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the role of tax policy in the incidence of socio-economic inequality. With a focus on Latin American, the author demonstrates that while inequality has decreased remarkably in the last decade – during the very period in which inequality was increasing almost everywhere else in the world – this reduction cannot be attributed to a better use of tax policy. Offering both quantitative and qualitative reviews of tax policies pursued by Argentina, Chile, Colombia, Mexico and Peru over the last two decades, Reducing Inequality in Latin America contends that these countries continue to make insufficient use taxation measures in combating startlingly high levels of inequality. Drawing on legal texts, interviews with researchers and experts in the field, and official monetary statistics to obtain a complete picture of how discretionary tax policy has been pursued in the region, this volume engages with a range of recent economic theories to argue for the importance of using the tax system to reduce inequalities, whilst also offering new methods for measuring tax policy in subsequent research. As such, it will appeal both to scholars of social science and policy makers with interests in economics, social inequality, public policy and international political economy.

Book excerpt: The public sector in Peru is clearly distinguished from the rest of the economy, but the existence of various legal and statistical definitions of the government makes it difficult to demarcate it clearly from the rest of the public sector. The recent constitutional reform has strengthened the decentralization process, but key fiscal aspects have yet to be defined. The current distribution of fiscal responsibilities between the central government and local governments is legally defined, but the allocation of expenditure responsibilities and intergovernmental transfers need further clarification.

Available in PDF, EPUB and Kindle. Book excerpt: For the first time in the republican history of Peru, the presidential transition takes place in democracy, social peace, fast economic growth and favorable world markets. In other words, there has never been a better chance to build a different Peru - a richer country, more equal and governable. There are multiple ways to achieve that goal. New reforms must stem from a widespread and participatory debate, one of a common vision conceived for and by Peruvians. This book aims at making a technical and independent contribution to such debate; it summarizes the knowledge available about the challenges to be faced by the new administration. The study does not recommend silver bullets, but suggests policy options. It is based on the analysis of the current reality and in six decades of relationships with Peru, in which the Bank has implemented more than 100 projects and prepared more than 500 technical reports covering the wide range of development topics. When necessary, the study provides lessons that the Bank has learned elsewhere. The study provides a conceptual framework to the analysis of the country's 34 economic sectors and the two historical perspectives behind them. In doing so, it offers a comprehensive reform agenda that sheds light on possible priorities and courses of action.

Available in PDF, EPUB and Kindle. Book excerpt: Going beyond the usual state-centric approach to the study of the politics of neoliberal reform, Mois&és Arce emphasizes the importance of understanding the interaction between state reformers and collective actors in society. In Market Reform in Society he helpfully focuses our attention on how various societal groups are affected by different types of reform and how their responses in turn affect the state&’s subsequent pursuit of reform. As a country characterized by strong state autonomy and widespread disintegration of civil society and representative institutions during the 1990s when Alberto Fujimori was president, Peru serves as an excellent case for examining how collective actors can succeed in influencing the reform process. Arce compares reforms in three areas: taxation, pension privatization, and social-sector programs in poverty alleviation and health decentralization. Differences in the concentration or dispersion of costs and benefits, he shows, affected incentives for groups to form and engage in collective action for supporting, opposing, or modifying the reforms.

This book was released on 2003 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: The authors evaluate the Vaso de Leche (VL) feeding program in Peru. They pose the question that if a community-based multistage targeting scheme such as that of the VL program is progressive, is it possible that the program can achieve its nutritional objectives? The authors address this by linking VL public expenditure data with household survey data to assess the targeting, and then to model the determinants of nutritional outcomes of children to see if VL program interventions have an impact on nutrition. They confirm that the VL program is well targeted to poor households and to those with low nutritional status. While the bulk of the coverage of the poor is attributed to targeting of poor districts, the fact that the poor receive larger in-kind transfers is attributed to intradistrict targeting. But the impact of these food subsidies beyond their value as income transfers is limited by the degree to which the commodity transfers are inframarginal. The authors find that transfers of milk and milk substitutes from the VL program are inframarginal for approximately half of the households that receive them. So, it is not entirely surprising that they fail to find econometric evidence of the nutritional objectives of the VL program being achieved. In models of child standardized heights, the authors find no impact of the VL program expenditures on the nutritional outcomes of young children-the group to whom the program is targeted.

Book excerpt: Struggles over what a region receives, or should receive, from the budget of the central government are common to many countries. Discussions often focus on the measures of net fiscal flows or fiscal balances provided by the government or other actors. This unique book shows just how these flows are computed then interpreted and clarifies the often misunderstood economic and political motives that explain why some regions receive more monies than others. The Political Economy of Inter-Regional Fiscal Flows provides an overview of the main methods currently being used to measure fiscal flows , highlighting the advantages of the different approaches and interpreting their results. The book reviews the political economy literature that analyses the determinants of inter-regional fiscal flows . Particular attention is devoted to the relationship between fiscal flows and country stability, with methodological contributions and country studies both focusing on this issue. The contributing economists and political scientists provide a state-of-the-art study that will prove to be of great use to academics and practitioners in public sector economics and finance.

Available in PDF, EPUB and Kindle. Book excerpt: What accounts for the oft-noted 'gap' between well-designed policies for women and their inadequate implementation? Why do such policies often fail to benefit the poorest women? How do policies address the intersecting inequalities of gender, class, caste, ethnic identity and race? What are the conditions under which policy may have transformative potential for poor women? This book answers these questions and many more. Presenting a new feminist framework for policy analysis that can account for policy failures, Bina Fernandez argues that these failures are often predictable and that it is necessary to unpack the actual policy practices within the policy-implementation gap. Recognising that policy is a multiply layered, contingent and politically contested discursive process, the author proposes the analysis of policy through four analytical categories: Constitutive Contexts, Representations, Practices and Consequences. Within each of these four categories, gender, class and ethnic identity are central axes of analysis. The framework is given substance through an empirical case-study of an anti-poverty policy in India, yet the wider relevance of the framework is validated through a discussion of parallels in the policy contexts of other developing countries. Transformative Policy for Poor Women provides an important and required framework to understand the gap between policy pronouncement and its praxis on the ground. These features make this book an important read for both scholars and practitioners seeking to understand policy in developing country contexts.'
