Book excerpt: This monograph determined that political and economic stability are required for Security Sector Reform (SSR) success over the long term. This monograph studied the efforts of the United States in Kenya and Mali to determine if political and economic stability are necessary requirements for SSR success over the long term. This study suggests that states with stable political and economic institutions will benefit from SSR over a longer duration. Kenya was a success case; the United States conducted SSR activities in a relatively stable state resulting in a state that positively affects local and regional security issues. Mali was a failed case; the United States executed SSR activities in a politically and economically unstable state. This instability resulted in a military coup in 2012 with Mali unable to affect security within its own territory or the region, effectively negating SSR efforts by the United States. This study did not determine a threshold for stability in any particular institution but recommends as a start point, a comparison of state institutions in the region to determine stability relative to the regional environment of the targeted state. This study recommends that operational and strategic planners measure political and economic stability prior to executing SSR activities to suggest the probability of SSR success. If SSR activities are required regardless, planners must take measures to ensure some level of stability in the state or risk failure in SSR.The United States has intervened in Africa at the state and regional level for decades to build the security capacity and capability of our partners, stabilize affected regions and secure United States national interests. More often than not, the United States struggles to build lasting security in regions affected by conflict, poor governance, and weak economic systems. A recent example is Mali, where a significant effort to conduct Security Sector Reform (SSR) was undertaken for over a decade to improve security and stability in Mali and the surrounding area. Despite these efforts, the security situation deteriorated in 2012 resulting in a coup and intervention by French forces in 2013. Although the casual observer might believe that Mali failed as a directed result of a weak security apparatus, poor governance contributed to the coup and subsequent intervention by the French government.This study will use the qualitative case study analysis methodology to identify the different outcomes in the case studies. This study will select two states in Sub-Saharan Africa and apply the variables identified in the literature review to determine their effect on SSR success. These case studies will review the political and economic environments of the selected state, United States efforts to improve political and economic stability, and United States SSR efforts in the selected state. The analysis will determine if political and economic stability are present in the selected state and demonstrate a correlation between political and economic stability and SSR success. The analysis section will contrast outcomes in each case study to determine if political and economic stability are required for SSR success. The last section of this monograph will conclude the results and provide recommendations for strategic and operational planners.

Book excerpt: Security sector reform (SSR) and small arms and lights weapons (SALW) reduction and control programmes have become staples of peacebuilding policy and practice in fragile, failed and conflict-affected states (FFCAS). There is wide agreement in the peacebuilding field that the two areas are intricately interconnected and mutually reinforcing. However, this consensus has rarely translated into integrated programming on the ground. Drawing on a diverse set of case studies, this paper presents a renewed argument for robust integration of SSR and SALW programming. The failure to exploit innate synergies between the two areas in the field has not merely resulted in missed opportunities to leverage scarce resources and capacity, but has caused significant programmatic setbacks that have harmed wider prospects for peace and stability. With the SSR model itself in a period of conceptual transition, the time is ripe for innovation. A renewed emphasis on integrating SSR and SALW programming in FFCAS, while not a wholly new idea, represents a potential avenue for change that could deliver significant dividends in the field. The paper offers some preliminary ideas on how to achieve this renewed integration in practice.

Book excerpt: As the so-called Arab Spring has slid into political uncertainty, lingering insecurity and civil conflict, European and American initial enthusiasm for anti-authoritarian protests has given way to growing concerns that revolutionary turmoil in North Africa may in fact have exposed the West to new risks. Critical in cementing this conviction has been the realisation that developments originated from Arab Mediterranean countries and spread to the Sahel have now such a potential to affect Western security and interests as to warrant even military intervention, as France’s operation in Mali attests. EU and US involvement in fighting piracy off the Horn of Africa had already laid bare the nexus between their security interests and protracted crises in sub-Saharan Africa. But the new centrality acquired by the Sahel after the Arab uprisings – particularly after Libya’s civil war – has elevated this nexus to a new, larger dimension. The centre of gravity of Europe’s security may be swinging to Africa, encompassing a wide portion of the continental landmass extending south of Mediterranean coastal states. The recrudescence of the terrorist threat from Mali to Algeria might pave the way to an American pivot to Africa, thus requiring fresh thinking on how the European Union and the United States can better collaborate with each other and with relevant regional actors.

It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.

Book excerpt: The United States has sought to combat security threats in Africa principally by supporting partner governments, and security sector assistance (SSA) has been one of the primary tools it has used. Rigorous evaluations of the overall impact of SSA, however, have been extremely rare. A RAND Corporation study used statistical models to evaluate the impact that U.S.-provided SSA has had on political violence in Africa-in particular, the incidence of civil wars and insurgencies, terrorist attacks, and state repression. The authors found that SSA has had a mixed record. During the Cold War, SSA likely exacerbated instability, leading to a higher incidence of civil wars. During the post-Cold War era, it seems to have had little net effect, likely reflecting recipient-government failures to sustain the capabilities developed through SSA and to harness these capability gains to effective political-military strategies. When SSA has been implemented in conjunction with peacekeeping operations, however, it has had a consistently positive impact across a range of outcomes, including the likelihood of civil war recurrence, the incidence of terrorist attacks, and the extent of state repression. These findings have important implications for future U.S. policies in Africa and potentially beyond.

While DDR enables a state to recover the monopoly (or at least the preponderance) of force, SSR provides the opportunity for the state to establish the legitimacy of that monopoly.The essays in this book reflect the diversity of experience in DDR and SSR in various contexts. Despite the considerable experience acquired by the international community, the critical interrelationship between DDR and SSR and the ability to use these mechanisms with consistent success remain less than optimally developed. DDR and SSR are essential tools of modern statecraft, but their successful use is contingent upon our understanding of both the affinities and the tensions between them. These essays aim to excite further thought on how these two processes-DDR and SSR-can be implemented effectively and complimentarily to better accomplish the shared goals of viable states and enduring peace.
