And, of course, it is a field that has developed a large practitioner cohort in government and business agencies from the national down to the state and local levels. In planning for cities and regions, both large and small, economic development issues now tend to be integrated into strategic planning processes. For at least the last 50 years, scholars from various disciplines have theorised about the nature of regional economic development, developing a range of models seeking to explain the process of regional economic development, and why it is that regions vary so much in their economic structure and performance and how these aspects of a region can change dramatically over time. Regional scientists in particular have developed a comprehensive tool-kit of methodologies to measure and monitor regional economic characteristics such as industry sectors, employment, income, value of production, investment, and the like, using both quantitative and qualitative methods of analysis, and focusing on both static and dynamic analysis. The 'father of regional science', Walter lsard, was the first to put together a comprehensive volume on techniques of regional analysis (Isard 1960), and since then a huge literature has emerged, including the many titles in the series published by Springer in which this book is published.

Economic activity became more footloose and the ability to attract productive labor became a prominent regional development concern. Consequently, environmental amenities began to have a larger role in determining the patterns of regional growth and development, and subsequently moved to the forefront of current regional economic development thought and practice. Environmental amenities provide non-pecuniary benefits to area residents, and induce in-migration flows to regions that possess high levels of environmental amenities. The attraction is particularly strong for those individuals with higher incomes and wealth. The combined forces of increased demand for environmental amenities and increased spatial flexibility of production has brought environmental amenities to the forefront of current regional economic development thought and practice. Regional economic development policy needs to consider the tradeoffs of attracting firms or people, which requires an understanding of the role the environment plays directly or indirectly in attracting firms and households. This book presents key papers that explore the role of the natural environment in regional economic development. The present study relates to the problem of the unequal economic, social and cultural development of different areas in the world. Particu larly since the second world war this problem has been recognized as being of major importance. While initially it was the differences in development between different countries which attracted almost all the attention, for a number of years now an increasing interest has been apparent in the differences in level of development between specific regions in individual countries. This growing realization of the problem with regard to the varying levels of development which could exist within one and the same country found expression, for instance, in the International Union of Local Authorities congress held at Tel Aviv in 1961, which was devoted to the task of local authorities in development areas. The increasing interest in these problems was also evidenced in other quarters, the Conference for Regional Economy of the European Economic Community being held in Brussels in the same year. From these conferences, and also from many other indications as well, it became clear that the problem of regional economic develop ment today stands high on the priority list of questions of policy for many governments and that in general there is a great need for infor mation on how the problem is being tackled in other countries.

The great many scientific journals in this field and the large number of regional science books mirror the appeal of this discipline, in both the developed and the developing world. The scientific organization in this area, the Regional Science Association International, is organizing a world conference every four years. The 1989 Regional Science World Conference was held in an interesting setting, viz. kibbutz Ramat Rachel on the outskirts of Jerusalem. The organization of this meeting was undertaken by the Israeli Section of the Regional Science Association, under the supervision of Professor Rafi Bar-EI (Development Study Center, Rehovoth). The meeting turned out to be a great success and provided an extremely interesting cross-section of new developments in the area of regional science. It was decided afterward to publish a set of representative papers from this meeting in one volume. The present book brings together these papers, which were duly selected after a careful screening and refereeing process. The editors wish to thank all referees for their willingness to assist them in the task of producing this volume.
