Book excerpt: When not at war, armies are often used to control civil disorders, especially in eras of rapid social change and unrest. But in nineteenth century Europe, without the technological advances of modern armies and police forces, an army’s only advantages were discipline and organization—and in the face of popular opposition to the regime in power, both could rapidly deteriorate. Such was the case in France after the Napoleonic Wars, where a cumulative recent history of failure weakened an already fragile army’s ability to keep the peace. After the February 1848 overthrow of the last king of France, the new republican government proved remarkably resilient, retaining power while pursuing moderate social policies despite the concerted efforts of a variety of radical and socialist groups. These efforts took numerous forms, ranging from demonstrations to attempted coups to full-scale urban combat, and culminated in the crisis of the June Days. At stake was the future of French government and the social and economic policy of France at large. In Controlling Paris, Jonathan M. House offers us a study of revolution from the viewpoint of the government rather than the revolutionary. It is not focused on military tactics so much as on the broader issues involved in controlling civil disorders: relations between the government and its military leaders, causes and social issues of public disorder, political loyalty of troops in crisis, and excessive use of force to control civil disorders. Yet somehow, despite all these disadvantages, the French police and armed forces prevented regime change far more often than they failed to do so.

Book excerpt: In this important contribution both to the study of social protest and to French social history, Roger Gould breaks with previous accounts that portray the Paris Commune of 1871 as a continuation of the class struggles of the 1848 Revolution. Focusing on the collective identities framing conflict during these two upheavals and in the intervening period, Gould reveals that while class played a pivotal role in 1848, it was neighborhood solidarity that was the decisive organizing force in 1871. The difference was due to Baron Haussmann's massive urban renovation projects between 1852 and 1868, which dispersed workers from Paris's center to newly annexed districts on the outskirts of the city. In these areas, residence rather than occupation structured social relations. Drawing on evidence from trail documents, marriage records, reports of police spies, and the popular press, Gould demonstrates that this fundamental rearrangement in the patterns of social life made possible a neighborhood insurgent movement; whereas the insurgents of 1848 fought and died in defense of their status as workers, those in 1871 did so as members of a besieged urban community. A valuable resource for historians and scholars of social movements, this work shows that collective identities vary with political circumstances but are nevertheless constrained by social networks. Gould extends this argument to make sense of other protest movements and to offer predictions about the dimensions of future social conflict.

Book excerpt: Between 1830 and 1848, Paris was rocked by two successful revolutions, three failed insurrections, and seven serious assassination attempts against King Louis-Phillippe and his sons. The June Days of 1848 - the worst urban insurrection in history until that time - finally brought this period to a close. Using a wide variety of sources, including detailed court records and hundreds of depositions of witnesses and suspects, Jill Harsin examines revolutionary republicanism during the violent underground movement of the July Monarchy, and describes these events in vivid detail. The lives of 'ordinary men' are captured in their own words as Harsin illuminates the political aspirations of the working class. Harsin's original writing style and compelling discussions shed new light on the particular turbulence of this era, a period of disruption that stemmed from the contemporary working class codes of masculinity and honour.

Book excerpt: In 1848 revolutions broke out all over Europe - in France, the Habsburg and German lands and the Italian peninsular. This Seminar Study considers why the revolutions occurred and why they were so widespread. The book offers a broad ranging investigation of the social, economic and political circumstances which led to the revolutions of 1848 as well as an account of the revolutions themselves. First published in 1981, and fully revised in 1991, the study has long established itself as one of the most accessible and valuable introductions to this complex subject.

Book excerpt: Distant Revolutions: 1848 and the Challenge to American Exceptionalism is a study of American politics, culture, and foreign relations in the mid-nineteenth century, illuminated through the reactions of Americans to the European revolutions of 1848. Flush from the recent American military victory over Mexico, many Americans celebrated news of democratic revolutions breaking out across Europe as a further sign of divine providence. Others thought that the 1848 revolutions served only to highlight how America’s own revolution had not done enough in the way of reform. Still other Americans renounced the 1848 revolutions and the thought of trans-atlantic unity because they interpreted European revolutionary radicalism and its portents of violence, socialism, and atheism as dangerous to the unique virtues of the United States. When the 1848 revolutions failed to create stable democratic governments in Europe, many Americans declared that their own revolutionary tradition was superior; American reform would be gradual and peaceful. Thus, when violence erupted over the question of territorial slavery in the 1850s, the effect was magnified among antislavery Americans, who reinterpreted the menace of slavery in light of the revolutions and counter-revolutions of Europe. For them a new revolution in America could indeed be necessary, to stop the onset of authoritarian conditions and to cure American exemplarism. The Civil War, then, when it came, was America’s answer to the 1848 revolutions, a testimony to America’s democratic shortcomings, and an American version of a violent, nation-building revolution.
