Book excerpt: Après un examen de figures de la vulnérabilité humaine relevées dans des domaines de l'agir humain (juridique, socio-politique, biomédical), a été traité le thème central de cette étude : répondre de la vulnérabilité humaine, à savoir s'engager en faveur de la vulnérabilité et l'assumer par le souci de l'autre, le plus vulnérable, par une responsabilité illimitée à son égard, responsabilité d'otage. À partir d'une approche méthodologique fondée sur les notions d'emphase chez Lévinas, de situation limite chez Jaspers et des causes de la souffrance repérées par Freud, ont été retenus et étudiés quatre thèmes représentatifs de la vulnérabilité : le handicap (confronté à la menace de l'eugénisme libéral), la souffrance humaine, la vulnérabilité propre au sujet humain et celle causée par la socialité. C'est par l'étude de la responsabilité et du souci de l'autre, chez Ricœur, Jonas, Lévinas et Kant, qu'ont été abordés ces deux thèmes : une responsabilité pour autrui, précédant toute liberté, et le souci de l'autre, nous incitant à protéger le plus vulnérable : l'amour que nous portons au nouveau né, le combat désespéré contre la souffrance injustifiable d'un enfant, la protection de la personne handicapée ou dépendante. Par les menaces qui pèsent sur elles, par la mise en cause de leur droit à l'existence et par leur mise à l'écart de la société, les personnes handicapées représentent de façon hyperbolique la vulnérabilité humaine. Nous soutenons comme modèle de l'hospitalité à offrir à toute vulnérabilité humaine, celui du pacte parental, principe originaire de la sociabilité humaine et d'une humanité répondant de l'existence et de la vie de la personne vulnérable.

Paul oscillates between singular ('I') and plural ('We'), sometimes within the same sentence. While this literary feature has never been seriously explored, this study undertakes in the first part an investigation of the meanings of 'we' in ancient Greek texts through several literary genres, from Homer to the Hellenistic period. The second part, devoted to 2 Cor. 10–13, shows the neat architecture of these chapters, and the way the key theological message about weakness (ἀσθένεια) and power (δύναμις) is delivered. Also the occurrences of 'We' and 'I' throughout the text reveal a further underlying theology of authority. En 2 Co 10–13, mais aussi dans l'ensemble du corpus paulinien, l'utilisation de la première personne du pluriel est surprenante. Paul passe souvent du 'je' au 'nous', et inversement, parfois dans la même phrase. Ce trait littéraire n'ayant pas encore été examiné de manière approfondie, la présente étude commence par une enquête sur les sens du 'nous' dans plusieurs genres littéraires – dont le genre épistolaire – d'Homère jusqu'à l'époque hellénistique. La seconde partie, consacrée à 2 Co 10–13, montre l'architecture soignée de ces chapitres ainsi que la manière dont Paul communique le message théologique sur la faiblesse (ἀσθένεια) et la force (δύναμις). L’alternance des 'nous' et des 'je' exprime en outre une véritable théologie de l'autorité apostolique.

À travers le soutien régulier et fiable aux ménages pauvres et vulnérables et l’appui à l’investissement productif, les interventions ciblées telles que les filets sociaux ont fait la preuve de leur capacité à faire reculer la pauvreté, à renverser les inégalités croissantes et à augmenter la résilience des ménages. Suite à la crise économique mondiale, un nombre croissant de décideurs politiques africains en sont venus à considérer les filets sociaux comme des instruments clés de réduction de la pauvreté et de gestion des risques. L’élan vers la rationalisation de la dépense publique à travers l’utilisation de méthodes plus appropriées de ciblage des ménages pauvres et vulnérables s’accentue. Réduire la pauvreté et investir dans le capital humain : le nouveau rôle des filets sociaux en Afrique examine les objectifs, les caractéristiques, la performance et le financement des filets sociaux mis en oeuvre dans 22 pays d’Afrique subsaharienne et identifie les moyens qui permettront aux différents gouvernements et partenaires techniques et financiers de renforcer les systèmes de filets sociaux afin que ces derniers puissent mieux soutenir les populations pauvres et vulnérables. De façon générale, les auteurs ont constaté que les filets sociaux étaient de plus en plus populaires en Afrique et que la transformation des programmes d’aide alimentaire d’urgence en filets sociaux réguliers et prévisibles s’intensifiait, notamment sous forme de programmes de transferts monétaires ciblés et d’interventions d’argent contre travail. Certains pays africains, principalement le Kenya, le Rwanda et la Tanzanie procèdent actuellement à l’unification de leurs programmes au sein d’un système national. Grâce à la disponibilité d’analyses actualisées des filets sociaux d’Afrique, des résultats encourageants tirés des évaluations d’impact et des possibilités productives offertes par les programmes de transferts monétaires dans les pays africains, les décideurs considèrent maintenant, dans leurs échéanciers de développement, les filets sociaux comme des instruments prioritaires et efficaces de réduction de la pauvreté et de la vulnérabilité.
