Available in PDF, EPUB and Kindle. Book excerpt: Manitoba has always been a province in the middle, geographically, economically, and culturally. Lacking Quebec’s cultural distinctiveness, Ontario’s traditional economic dominance, or Alberta’s combustible mix of prairie populism and oil wealth, Manitoba appears to blend into the background of the Canadian family portrait. But Manitoba has a distinct political culture, one that has been overlooked in contemporary political studies.Manitoba Politics and Government brings together the work of political scientists, historians, sociologists, economists, public servants, and journalists to present a comprehensive analysis of the province’s political life and its careful “mutual fund model” approach to economic and social policy that mirrors the steady and cautious nature of its citizens. Moving beyond the Legislature, the authors address contemporary social issues like poverty, environmental stewardship, gender equality, health care, and the province’s growing Aboriginal population to reveal the evolution of public policy in the province. They also examine the province’s role at the intergovernmental and international level.Manitoba Politics and Government is a rich and fascinating account of a province that strives for the centre, for the delicate middle ground where individualism and collectivism overlap, and where a multitude of different cultures and traditions create a highly balanced society.

Book excerpt: The purpose of this report is to review & consolidate existing research regarding the impact of socio-economic trends on consumers & the housing market. The review covers such topics as the cost of housing & factors contributing to cost; tenure choice & consumer housing preferences; economic factors such as employment, income, interest rates, inflation, & taxation; demographic factors such as ageing, changes in household composition, immigration, & migration; sustainable development & infrastructure needs; evidence of market failure; consumer environmental awareness; and land use planning (including smart growth and growth management). The scope of the study excludes the need for & availability of affordable housing and the development of financial products & public policy. The report also analyzes socio-economic trends in the following sub-markets in Canada: high- & slow-growth metropolitan centres, small towns, rural communities, and the North. An international perspective on trends & issues is provided for Australia, New Zealand, the United Kingdom, and the United States. The final section suggests potential priorities for future research. The appendix lists research gaps by topic & by sub-market.

Available in PDF, EPUB and Kindle. Book excerpt: Local government has rapidly become both more important and more complex and the quality of municipal management is becoming more significant every day as local governments deal with a vast array of organizational and community challenges. The Role of Canadian City Managers brings together experienced city managers and municipal chief administrative officers (CAOs) across Canada to analyse the daily issues that they face. Each chapter deals with a particular issue or challenge, such as council/staff relations, collaborative initiatives, and crisis readiness. The book contributes to the literature on local government and public administration by providing insights from the "real time" lived experiences of city managers, spoken in their own words. The book also speculates about the contemporary leadership role of the city manager and the future of the city management profession. The Role of Canadian City Managers is a useful resource for scholars and students of local government and public administration, as well as public servants who work with or aspire to leadership roles within local government.

Available in PDF, EPUB and Kindle. Book excerpt: Across Canada, there is a severe shortage of decent quality housing that is affordable to those with low incomes, and much of the housing that is available is inadequate, even appalling. The poor condition of housing for those below the poverty line adds to the weight of the complex poverty they already endure, which includes worsening health, adversely affected education and neighbourhoods that are more prone to crime and violence. Using Winnipeg, Manitoba, as an example, Poor Housing examines the real-life circumstances of low-income people who are forced to live in these conditions. Contributing authors examine some of the challenges faced by low-income people in poor housing, including difficulties with landlords who abuse their power, bedbugs, racism and discrimination and a wide range of other social and psychological effects. Other selections consider the particular housing problems faced by Aboriginal people and by newcomers to Winnipeg as well as the challenges faced by individuals living in rooming houses. A central theme in the collection is that the private, for-profit housing market cannot meet the housing needs of low-income Canadians, and, therefore, governments must intervene and provide subsidies. But all levels of government have shown a consistent unwillingness to invest in decent housing for low-income people. The irony is that the social costs of poor housing and the complex poverty of which it is a part are almost certainly greater than the costs of investing in subsidized social housing and related anti-poverty measures. Finally, the authors describe a number of creative and successful housing strategies for low-income people in Winnipeg, including Aboriginal housing co-ops, a revitalized 1960s-style public housing complex and a highly creative repurposing of an inner-city church into supported social housing. In these successful cases, communities and governments have worked cooperatively to good effect.
