Alongside this, debates over pre-1945 Japanese wartime atrocities, aggravated by still unresolved territorial disputes between Japan and its neighbours have triggered diplomatic conflicts in Japanese-South Korean relations, virulent anti-Japanese protests in China, and a dramatic increase of right-wing nationalism in Japan. Many have perceived these phenomena as inevitable corollaries, inasmuch as they regard the Northeast Asian countries as historically homogeneous and nationalistic states, and have begun to question the feasibility of the post-Cold War efforts to replace nationalism with a moderate version of civic solidarity. This book contributes to the debates surrounding patriotism and nationalism in Northeast Asia, and investigates the feasibility of non-ethnocentric patriotism in countries across the region. In doing so, it highlights the differences between Asian and Western concepts of republican patriotism via theoretical discussions of the evolving discourses on nationalism, patriotism, democracy and civic solidarity. The Marshallian trajectory – juridical, political and social rights – was not repeated in Asia and the late nineteenth-century debate about liberalism and citizenship among intellectuals in Japan and China was eventually stifled by war, colonialism and authoritarian governments (both nationalist and communist). Subsequent attempts to import western-style democratic values and citizenship were to a large extent failures. Social rights have rarely been systematically incorporated into the political ideology and administrative framework of ruling governments. In reality, the predominant concern of both the state elite and the ordinary citizens was economic development and a modicum of material well-being rather than civil liberties. The developmental state and its politics take precedence in the everyday political process of most East Asian societies. These essays provide a systematic and comparative account of the tensions between rapid economic growth and citizenship, and the ways in which those tensions are played out in civil society.

In the first few decades following decolonization, talk of multiculturalism and pluralism was discouraged, as states attempted to consolidate themselves as unitary and homogenizing nation-states. Today, however, it is widely recognized that states in the region must come to terms with the enduring reality of ethnic and religious cleavages, and find new ways of accommodating and respecting diversity. As a result, many countries are now debating policies to accommodate minorities, including recognition of indigenous rights, minority language rights, consociational power-sharing, regional autonomy, and multination federalism. This is often described as a key ingredient in any process of democratization in the region. One manifestation of this new ethos is the growing rhetoric of 'multiculturalism', often imported from the West. And indeed Western models of minority rights have had an influence in many Asian countries, often promoted by international organizations. However, Asian societies also have their own traditions of peaceful coexistence amongst linguistic and religious groups. All of the major ethical and religious traditions in the region - from Confucian and Buddhist to Islamic and Hindu - have their own conceptions of tolerance, and their own recipes for sustaining unity amidst diversity. These traditions continue to shape people's beliefs and practices in the region. Even the distinctive conception of Marxism developed in the region provides an influential perspective on these issues not found in the West. The rhetoric of 'multiculturalism' may be ubiquitous around the world, but it is being used to express quite different ideas and norms. Using both case studies and thematic essays, this volume examines the pre-colonial traditions, colonial legacies, and post-colonial ideologies that influence contemporary debates on multiculturalism in the region.
