Book excerpt: The state of food security and nutrition in the world, including that of the Europe and Central Asia region, was marked in 2020 by the outbreak of COVID-19 and resulting disruptions to markets, trade and food supply chains. The pandemic has had a negative effect on food security in the region. It is in this light that the report seeks to assess how food security and nutrition indicators in the region, subregion and countries have changed under the shadow of the pandemic and to monitor the region’s progress towards achieving the SDGs. The first major conclusion is that the subregions (such as the Caucasus and Central Asia) and countries that were already vulnerable before the pandemic became even more so in 2020. The resilience of the Europe and Central Asia region relies mostly on the provision of solid effort in the vulnerable subregions. The second major conclusion is that, although the region was doing better than the world in 2020 in some indicators, there is still an enormous amount of work ahead to achieve the Sustainable Development Goals.

Book excerpt: This report presents the latest updates related to food security and nutrition in Europe and Central Asia, including estimates on the cost and affordability of healthy diets. It also explores how governments are supporting the food and agriculture sector and how to repurpose policies and incentives to make healthy diets more affordable and agrifood systems more environmentally sustainable. The new estimates confirm that the prevalence of hunger at chronic or severe levels is relatively low in the ECA region, through the prevalence of food insecurity at moderate or severe levels can be quite high. The region is seeing alarmingly high – and rising – rates of overweight and obesity. The COVID-19 pandemic has added 25.5 million people in the region to the ranks of the moderately or severely food insecure, leaving them without access to safe, nutritious and adequate food. The war in Ukraine has made the situation worse. Almost all ECA subregions are experiencing increased costs and reduced affordability of healthy diets because of higher food prices and lower incomes. This report contains an in-depth analysis of the repurposing of food and agricultural policies to ensure the food systems transformation is better suited to addressing the “triple challenge” of achieving food security and good nutrition for better health, providing livelihoods to farmers and others connected to the sector, and reducing the nature and climate footprint of the sector. This report also reviews complementing policies within and outside of agrifood systems to assess whether repurposing efforts are impactful in the ECA region.

Book excerpt: The Regional Overview of Food Security and Nutrition in Europe and Central Asia for 2023 – Statistics and Trends provides a comprehensive analysis of Sustainable Development Goal 2, focusing specifically on Target 2.1 (ending hunger and ensuring universal access to food) and Target 2.2 (eradicating all forms of malnutrition). Additionally, the report evaluates progress concerning three global nutrition targets: adult obesity, exclusive breastfeeding, and low birthweight, as endorsed by the 2012 World Health Assembly. It also offers an updated analysis of the cost and affordability of a healthy diet within the Europe and Central Asia region. Recent estimates affirm that hunger prevalence remains relatively low in the ECA region. Food insecurity at moderate or severe levels is notably lower compared to global estimates. However, food insecurity levels remain significantly higher than those recorded before the COVID-19 pandemic. Although the ECA region has made significant strides in reducing undernutrition overall, some countries still exhibit relatively high rates of stunting (over 10 percent) and wasting (over 3 percent). Overall, the region is not on track in addressing childhood overweight, adult obesity, anemia among women aged 15 to 49, and exclusive breastfeeding. Healthy diets play a crucial role in safeguarding against the impacts of malnutrition, fostering improved health outcomes. Notably, in the past year, the Western Balkans experienced the highest cost for a healthy diet within the region, surpassing both the ECA and global averages. Overall, there has been an increase in the number of individuals able to afford a healthy diet over the past year, while the percentage unable to afford it remains significantly lower than the global estimate.

This book was released on 2021-05-12 with total page 140 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report consists of two main sections: 1) a situation analysis of Sustainable Development Goal 2 Target 2.1 (to end hunger and ensure access to food by all) and Target 2.2 (to end all forms of malnutrition) and analyses of the diets of children and of current food consumption patterns relative to dietary guidelines; and 2) a special look at the cost and affordability of healthy diets in Europe and Central Asia. The new estimates confirm that the prevalence of hunger at chronic or severe levels is relatively low in the ECA region. However, the prevalence of food insecurity at moderate or severe levels can be quite high. The ongoing COVID-19 pandemic continues to add people to the ranks of the food insecure. The ECA region is making progress overall in reducing malnutrition, but it is not on track regarding childhood overweight, adult obesity, anaemia and exclusive breastfeeding. Healthy diets protect against the effects of malnutrition, in all its forms, and promote better health. This report shows that healthy diets cost, on average, five times more than diets that meet only dietary energy needs, making them unaffordable for many people throughout the region. To increase the affordability of healthy diets, the costs of nutritious foods must be lowered. This report also shows that hidden costs are much lower with healthy diets than with current consumption patterns, meaning that adopting healthy diet alternatives could lead to large cost savings.

This book was released on 2019-04-02 with total page 112 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Regional Overview of Food Security and Nutrition in Europe and Central Asia 2018 provides new evidence for monitoring trends in food security and nutrition within the framework of the 2030 Sustainable Development Agenda. The in-depth analysis of progress made against Sustainable Development Goal 2 Target 2.1 (to end hunger and ensure access to food by all) and Target 2.2 (to end all forms of malnutrition), as well as the state of micronutrient deficiencies, is complemented by a review of recent policy measures taken to address food security and nutrition in all its dimensions. The Europe and Central Asia (ECA) region encompasses great economic, social and environmental diversity, and its countries are facing various food security and nutrition challenges. While they have made significant progress in reducing the prevalence of undernourishment over the past two decades, new evidence shows a stagnation of this trend, particularly in Central Asia. Malnutrition in one or more of its three main forms – undernutrition, micronutrient deficiencies, and overweight and obesity – is present to varying degrees in all countries of the region. Often, all three forms coexist, creating what is called the “triple burden of malnutrition.” Overweight among children and obesity among adults continue to rise – with now almost one-fourth of the region’s adults obese – and constitute a significant concern for future health and well-being and related costs. While poverty levels in most ECA countries have been declining in recent years, poverty coupled with inequality has led to increased vulnerability of disadvantaged groups and populations in rural and remote areas of low- and lower-middle-income countries. New analysis shows that adult women have a higher prevalence of severe food insecurity than men in some areas, pointing to gender inequalities that are reflected in access to food. Addressing gender and other inequalities is key to achieving the Sustainable Development Goals and heeding the call to “leave no one behind.” The publication’s focus this year is on migration, gender and youth and the linkages with rural development and food security in Europe and Central Asia. Migration is linked in multiple ways to gender, youth, and agricultural and rural development – both as a driver and possible source of development opportunities, with labour migration and remittances playing significant roles in the region. Changing migration processes need to be fully understood to better address the challenges of migration and harness the potential benefits for sustainable development and revitalized rural areas. Governments, public and private institutions, communities and other concerned parties must strengthen collaboration and scale up efforts towards achieving the goals of a thriving, healthy and food-secure region.

Book excerpt: FAO’s Strategic Framework (2022–2031) envisages the transformation to more efficient, inclusive, resilient, and sustainable agrifood systems for better production, better nutrition, a better environment, and a better life, leaving no one behind. In this scope, FAO promotes inclusive economic growth by reducing inequalities between urban and rural areas, rich and poor countries, men and women to attain a better life for all. This report analyses the specific risks and vulnerabilities faced by rural populations in Europe and Central Asia. It highlights the gaps and barriers concerning social protection in the region, which present challenges for addressing the specific vulnerabilities of rural populations and helping them to better manage risks. The report discusses how social protection programmes should be designed and financed to contribute to more inclusive rural transformation processes, improved nutrition and dietary outcomes, women’s empowerment, and other social issues such as child labour. In this scope, the report specifies key entry points for FAO to improve social protection for rural populations in the region. The report concludes that, especially in the post-pandemic period, expanding the coverage, adequacy and comprehensiveness of social protection for rural populations is key to addressing food security and nutrition, rural poverty, developing agriculture, and building resilient and sustainable food systems in Europe and Central Asia.

Book excerpt: This publication has the objective of providing a comprehensive analysis of the key trends in greenhouse gas (GHG) emissions and vulnerability to climate change in the Europe and Central Asia (ECA) region, compiling the most relevant efforts and progress reported by countries in the implementation of mitigation and adaptation goals and measures in recent years. Considering the areas of the FAO mandate, this document aims to provide information with relevance for the agricultural, and land use, land-use change, and forestry (LULUCF) sectors as key contributors to country gross domestic product (GDP) and one of the most vulnerable areas of economic activity to the impacts of climate change. This policy analysis report consists of three main sections that consider the levels of economic development, as well as diverse geopolitical contexts, in the region. To reflect this diversity of country realities, the information is structured and presented by sub-regions, including the Caucasus, Central Asia, (European part of) the Commonwealth of the Independent States and Ukraine 2 (hereinafter referred to as CIS), EU27+UK, 3 European Free Trade Association (EFTA), and Southeastern Europe (SEE).

Book excerpt: This report seeks to provide the countries in the Europe and Central Asia region with an overview and real examples of Nature-based Solutions (NbS) applied to agriculture. This is FAO’s first attempt to present NBS applied to agriculture especially pointed at the countries of this region, prompting the scaling-up of these actions as solutions to brought ashore the transition towards resilience and sustainable agriculture. Nature-based Solution is a recent concept that has been rapidly embraced and promoted by international organizations, government bodies, scientific research, and social organizations to face current societal challenges. In agriculture, these solutions are supported by ecosystems functioning to provide food security and livelihoods. By doing so, natural resources and biodiversity are managed in such a way that they maintain their functions providing ecosystem services to the agro-ecosystem. Europe and Central Asia is a highly diverse region in which agri-food systems have had to adapt to severe and context-specific conditions. Therefore, it is also a treasure trove of NbS in agriculture, ingeniously developed and maintained by its local communities for centuries. By providing time-tested successful NbS examples coming from Globally Important Agricultural Heritage Systems (GIAHS), this report encourages the recognition and identification of already existing NbS in the region as supportive actions that could be enhanced thanks to innovation and science. This way "Hand in Hand with nature: Nature-based solutions for transformative agriculture" supports ECA countries to manage natural resources sustainably while also coping with climate change and other threats to agri-food systems.

Book excerpt: The Food and Agriculture Organization of the United Nations (FAO) commissioned the National Research University Higher School of Economics (HSE) in Moscow to organize the international forum “Food policy, rural development and gender equality in Eastern Europe, Caucasus and Central Asia: current trends and the impact of the COVID-19 pandemic” which took place on 10, 12 and 17 March 2021. This paper is based on the discussions held at the webinars. It identifies and documents the key issues to inform stakeholders, and serves as a reference for the work of FAO and other development actors in the region. The presentations and discussions focused on the role of women in Central Asia (Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan and Turkmenistan) and South Caucasus (Armenia, Azerbaijan and Georgia), but also highlighted cases from the Russian Federation, other Eastern European countries (Belarus, Republic of Moldova and Ukraine), the Western Balkans (Albania, Bosnia and Herzegovina, Montenegro, North Macedonia and Serbia) and Turkey. This summary lists examples of promising practices in the region and beyond to improve the socio-economic opportunities of rural women and young people. In addition, based on the discussions of all three webinars, the summary offers a range of policy recommendations that can be deployed by FAO and Members.

Book excerpt: FAO’s work in Europe and Central Asia and throughout the world is guided by the FAO Strategic Framework, reviewed every four years. In its support for the 2030 Agenda and its drive for a transformation to more efficient, inclusive, resilient and sustainable agrifood systems, the new FAO Strategic Framework 2022–2031 focuses on what are called the four betters – a set of goals that, when implemented, will help ensure that no one is left behind. In each of the FAO programme countries and territories in Europe and Central Asia, the Organization and its many partners achieved great success in 2021 in advancing towards the four betters – better production, better nutrition, a better environment and a better life. This report provides a snapshot of these important efforts and achievements.
