For example, in the United States about 40 percent of the nation's 570,000 bridges are classified, according to the Federal Highway Administra tion's (FHW A) criteria, as deficient and in need of rehabilitation and replacement. In other countries the situation is similar. FHW A estimates the cost of a bridge replacement and reha bilitation program at 50 billion dollars. The major factors that have contributed to the present situation are: the age, inadequate maintenance, increasing load spectra and environmental contamination. The deficient bridges are posted, repaired or replaced. The disposition of bridges involves clear economical and safety implications. To avoid high costs of replacement or repair, the evaluation must accurately reveal the present load carrying capacity of the struc ture and predict loads and any further changes in the capacity (deterioration) in the applicable time span. Accuracy of bridge evaluation can be improved by using the recent developments in bridge diagnostics, structural tests, material tests, structural analysis and probabilistic methods. There is a need for an international exchange of advanced experience to increase the research effi ciency. The Workshop is organized on the premise that the exchange of existing American and European experience in the area of bridge evaluation, repair and rehabilitation is beneficial for both parties involved.

Book excerpt: The most recently published update of the Virginia Department of Transportation’s (VDOT’s) historic bridge management plan, A Management Plan for Historic Bridges in Virginia: The 2017 Update, noted a number of special considerations regarding stone masonry on VDOT’s historic bridges (i.e., those state-owned bridges that are individually eligible for or listed on the National Register of Historic Places). Key considerations included the types of masonry work identified on management plan bridges; various types of repair and stabilization methods; and references to compatible mortars for use on bridges of older construction. The 2017 update of the historic bridge management plan also contained a fifth recommendation: conduct an in-depth historic masonry study and produce a best practices document identifying procedures for repair and/or rehabilitation of historic masonry structures and masonry components, particularly those on VDOT’s historic bridges. This study addressed that fifth recommendation. This study assembled data related to masonry in historic bridges, including archival documentary evidence, materials, and construction and repair technologies, and yielded a best practices document for facilitating appropriate management of VDOT’s historic bridges with stone masonry components. The study concluded that (1) historic bridges in Virginia with stone masonry construction exhibit a number of different forms, materials, building practices, and technologies that reflect the time periods when the bridges were built; (2) a variety of maintenance, repair, and rehabilitation practices have been used on these bridges; (3) best practices in historic preservation can evolve over time as additional information is acquired; and (4) knowledge of these various forms, materials, practices, and technologies, and the necessary specialized treatments required, must be taken into account when planning and undertaking maintenance, repair, and rehabilitation for the various types of stone masonry construction found in Virginia’s historic bridges. Using the most appropriate practices as outlined in this report may help avoid inappropriate repairs and damage to stone masonry elements. The study recommends that (1) the practices regarding bridge maintenance, repair, and historical documentation described in this report be used by VDOT structure and bridge engineers, environmental cultural resource personnel, and corresponding district staff; and (2) the information, including historical background, condition, and maintenance needs on specific bridges, included in this report be referenced in the forthcoming update of A Management Plan for Historic Bridges in Virginia (now in progress).

Only occasional references are made to foreign practice. It was hoped, at first, to accomplish this task within the limits of about 300 pages, but as the work progressed it became evident that this could not be done without abbreviating the treatment of many topics so much as to become unsatisfactory. In many cases, space has been economized by inserting additional illustrations and reducing descriptions in the text. A large proportion of space is devoted to piles and pile driving, since young engineers are more likely to obtain their early experience with pile foundations than with any other class of foundation construction. Many facts derived from experience are given to emphasize and illustrate the application of fundamental principles and to form a rational basis for that kind of judgment which is such an important element in an engineers professional practice. The undesirable features of considerable pile driving in this country have been due as much to the assumption that the art of pile driving is so simple that the aid of science is not essential, as to the attempt of some engineers to base the art upon theoretical rules which fail to take into account many practical factors of the problem. Another reason for extending the treatment is due to the recent introduction of concrete piles which will help to retain the dominant place that pile foundations have held heretofore among other classes of foundations.
