Book excerpt: In recent years, European societies and territories have witnessed the spatial impacts of a severe financial and socio-economic crisis. This book builds on the current debate concerning how cities and urban regions and their citizens deal with the consequences of the recent financial and socio-economic crisis. Cities in Crisis examines the political and administrative implications of austerity measures applied in southern European cities. These include cuts in local public spending and the processes of privatization of local public assets, as well as issues related to the re-scaling, recentralization or decentralization of competencies. Attention is paid to the rise of new ‘austerity regimes’, the question of their legitimacy and their spatial manifestations, and in particular to the social consequences of austerity. The contributions to this book lay the foundation for recommendations on how to improve and consolidate qualified governance arrangements in order to better address rapid economic and social changes. Such recommendations are applicable to cities and urban regions both within and outside of Europe. It identifies possible approaches, tools and partnerships to tackle the effects of the crisis and to prepare European cities for future challenges.

Available in PDF, EPUB and Kindle. Book excerpt: The resurgence of the Left in Latin America over the past decade has been so notable that it has been called “the Pink Tide.” In recent years, regimes with leftist leaders have risen to power in Argentina, Bolivia, Brazil, Chile, Ecuador, El Salvador, Nicaragua, Uruguay, and Venezuela. What does this trend portend for the deepening of democracy in the region? Benjamin Goldfrank has been studying the development of participatory democracy in Latin America for many years, and this book represents the culmination of his empirical investigations in Brazil, Uruguay, and Venezuela. In order to understand why participatory democracy has succeeded better in some countries than in others, he examines the efforts in urban areas that have been undertaken in the cities of Porto Alegre, Montevideo, and Caracas. His findings suggest that success is related, most crucially, to how nationally centralized political authority is and how strongly institutionalized the opposition parties are in the local arenas.

Book excerpt: Following the financial crisis and subsequent impacts of economic slowdown and austerity, the emergence of new local governance models and innovation is a very timely issue. The same goes for identifying new types of funding schemes and fiscal models prompted by austerity with the reduction in financial resources for local governments. This book offers a broad perspective on some of the organizational and financial problems faced by cities and local governments across Europe and analyses the reactions and reforms implemented to address current economic and public finance conditions. The geographical coverage of the case studies, multidisciplinary background of the contributing authors and focus on a multiplicity of issues and challenges that confront local governments, not just financial issues as is often the case, means this book is relevant to a wide readership. The book is written for post-graduate students, advanced undergraduates, and researchers in the multidisciplinary field of local government studies (Public Administration, Geography, Political Science, Law, Economy and Sociology), as well as practitioners working in local government institutions.

Available in PDF, EPUB and Kindle. Book excerpt: Urban planning on the five Lusophone African countries - Angola, Cape Verde, Guinea-Bissau, Mozambique, and Sao Tome and Príncipe - has so far been relatively overlooked in planning literature. Bringing together a team of leading scholars, this book fills the gap by providing an in-depth analysis of key issues in the history of urban planning and discussing the key challenges confronting contemporary urban planning in these countries. The book argues that urban planning is a non-neutral and non-value free kind of public action and, therefore, ideology, planning theories, urban models and the ideological role urban planning has played are some of the key issues addressed. For that reason, the practice of Urban Planning is also seen as the outcome of a complex interrelationship between structure and agency, with the role of key planers being examined in some of the chapters. The findings and insights presented by the contributing authors confirm previous research on urban planning in the colonial and postcolonial periods in Lusophone African countries and at the same time break fresh ground and offer additional insights as new evidence has been collected from archives and in fieldwork carried out by a new generation of researchers. In addition, it outlines possible directions for future research.

Book excerpt: This book explores some of the key challenges confronting the governance of cities in Africa, the reforms implemented in the field of urban governance, and the innovative approaches in critical areas of local governance, namely in the broad field of decentralization and urban planning reform, citizen participation, and good governance. The collection also investigates the constraints that continuously hamper urban governments as well as the ability to improve urban governance in African cities through citizen responsive innovations. Decentralization based on the principle of subsidiarity emerges as a critical necessary reform if African cities are to be appropriately empowered to face the challenges created by the unprecedented urban growth rate experienced all over the continent. This requires, among other initiatives, the implementation of an effective local self-government system, the reform of planning laws, including the adoption of new planning models, the development of citizen participation in local affairs, and new approaches to urban informality. The book will be of interest to students, researchers and policy makers in urban studies, and in particular for those interested in urban planning in Africa.

Book excerpt: This book provides a comparative analysis of the processes and impacts of austerity measures introduced in the field of Local Public Services (LPS) across Mediterranean Europe. The book describes and compares the trajectories of austerity, and the types of effects. It investigates how many (and what kind of) different responses were given to similar inputs and under the influence of what factors in order to understand if there are regularities in the way that the Mediterranean countries adopted and implemented the austerity measures and how these latter impacted on local government and LPS management and delivery. The book is a product of a sub network from the COST Action LocRef IS1207 and analyses seven countries (Portugal, Spain, Italy, Greece, Croatia, Cyprus and Albania).
