Book excerpt: Progress in vertical and short takeoff and landing (V/STOL) aircraft technology, in particular, during the 1970 to 1980 period at Ames Research Center is discussed. Although only two kinds of V/STOL aircraft (the helicopter and the British direct lift Harrier) have achieved operational maturity, understanding of the technology has vastly improved during this 10 year period. To pursue an aggressive R and D program at a reasonable cost, it was decided to conduct extensive large scale testing in wind tunnel and flight simulation facilities, to develop low cost research aircraft using modified airframes or engines, and to involve other agencies and industry contractors in joint technical and funding arrangements. The STOL investigations include exploring STOL performance using the rotating cylinder flap concept, the augmentor wing, upon initiation of the Quiet Short Haul Research Aircraft program, the upper surface blown flap concept. The VTOL investigations were conducted using a tilt rotor aircraft, resulting in the XV-15 tilt rotor research aircraft. The decision whether to approve the acquisition of a V/STOL airplane for a particular mission will depend upon factors that include the airplane's expected performance capability, the likely acquisition cost, and the likely amount of time required for research and development. To develop guidelines and techniques for critically evaluating these factors, RAND has analyzed past V/STOL research and development programs, examined the current state of pertinent aeronautical technologies, and developed appropriate analytical tools where suitable information exists. The introduction of future V/STOL airplanes for military missions will continue to depend on mission needs that place a high operational value on the special capabilities of V/STOL airplanes--an operational value high enough to warrant the exceptionally long development times and the premium prices (compared with conventional airplanes) that must be paid for research, development, and procurement.

Book excerpt: The Task Force concludes that our priorities should be adjusted so that we no longer look for a V/STOL to replace CTOL, but rather we seek an optimum CTOL-V/STOL mix, beginning in the mid 1980s. Technology and strategy will probably dictate an evolution toward a higher V/STOL mix, including high performance supersonic types by the year 2000, and we should invest in being prepared to support that. Major conclusions include: (1) The ability of the military services to conduct their respective missions can be enhanced by the timely introduction of V/STOL aircraft. The number of potential mission improvements, coupled with the need for increased survivability and operational flexibility, provides a convincing case for the accelerated development of an enhanced V/STOL capability. (2) The technology will currently support significant improvements in those aircraft configurations that are not radical departures from existing classes of V/STOL aircraft notably variants of the helicopter and of the subsonic combat aircraft, the Harrier and (3) V/STOL combat aircraft of modest subsonic capability could also evolve; however, substantial technology investments must be made in order to permit a completely new high performance supersonic V/STOL combat aircraft.
