Vattel's considerable impact on statesmen, political thinkers, diplomats and lawyers during his lifetime and after rested primarily on the fact that his The Law of Nations (1758) transformed natural law into the basis of a more comprehensive and practicable theory of interstate relations. His ideas served to promote reform programmes whose comprehensive natures spanned the domains of economic reform, constitutionalism and international diplomacy and foreign trade policy. Vattel's conception centred round the principle that defined all sovereign states as nations composed of societies of free men and profoundly influenced legal and political debates in the eighteenth and nineteenth centuries.

His version of voluntarist natural law theory had a major influence both on the European continent and elsewhere in the English-speaking world, particularly Scotland and America. Pufendorf's An Introduction to the History of the Principal Kingdoms and States of Europe (1682) became one of his most famous and widely reprinted works. It went through multiple editions during the eighteenth century, but its impact has largely been forgotten. Pufendorf's histories exhibited the core notions of his natural law theory by describing the development and current, reciprocal relations of individual states as collective social agents engaged in securing their own and, thus, their members' interests, including self-preservation. Hence, they essentially functioned as vehicles for philosophical demonstration or justification. Moreover, by emphasizing empirical details and legitimating (in principle) a de facto politics of interest, the histories appealed strongly to the emerging nation-states of early modern Europe, which sought ratification of their external and internal actions, policies, and pedagogies. Pufendorf based his accounts on each country's own historians and took care to describe its position from its own current and historical perspectives. It was an appealing approach to political history, judging from the long and diverse publishing record of the work. This book will be of interest to anyone concerned with the history of international law and the development of historiography during the seventeenth and eighteenth centuries. It makes available to contemporary scholars and students a carefully edited, helpfully annotated, and historically situated English version of one of Pufendorf's most popular and influential works. Samuel Pufendorf (1632-1694) was one of the most important figures in early-modern political thought. Eschewing contemporary theological ideas of human perfection and other-worldly beatitude, he founded his natural law on the need for sociability in this world. While paying great respect to Grotius as the founder of a modern, enlightened natural law, Pufendorf criticized his remaining "scholasticism." Similarly, he learned from Hobbes but rejected the reduction of natural law to individual self-interest. Samuel Pufendorf (1632-1694) was one of the most important figures in early-modern political thought. An exact contemporary of Locke and Spinoza, he transformed the natural law theories of Grotius and Hobbes, developed striking ideas of toleration and of the relationship between church and state, and wrote extensive political histories and analyses of the constitution of the German empire. Basil Kennett (1674-1715) was an antiquary, translator, and Anglican clergyman who led a team effort in translating Pufendorf's great work. The modern Protestant natural law tradition is often considered to be the theoretical foundation that other social sciences was built upon, that is, Hobbes' political science, Grotius's international law, Adam Smith's political economy, and to a lesser extent, Pufendorf's theoretical history. Per definition, natural law is a set of principles in moral philosophy, claiming that certain rights and duties are intrinsic and universal to every man, imprinted by nature, and maintained by human reason and intuition. Derived from nature, natural rights is inherently universal, existing prior to and independently of the positive law of the ruling power or any legislature body. Methodologically, the law of nature are deduced into principles and observations of moral behavior after an analysis of human nature and his behavior with a relevant method, either empirically or theoretically The purpose of this essay is to find out the theory and method of modern natural law in Pufendorf's political and historical writings. Notwithstanding the fact that Pufendorf's writings and teachings on the law of nature were extremely well-known and thus being used extensively in Protestant universities around Europe to teach moral philosophy, his work on theoretical history is less known but also of great importance to the maturity of history as a hybrid form of art and science as we know today. In particular, this paper will investigate the link between Pufendorf's political and historical writings, how his method of analysis is informed by his theory and how he used contemporary history in an exemplary manner to strengthen his theoretical perspectives on the laws of nature. Why was it that the foundation and institutionalisation of secured peace and the rule of law seemed to go hand-in-hand with the proliferation of war and the violation of individual and collective rights? In order to try to better understand such profound questions, this volume explores the history and theories of political thought of international relations in the seventeenth century, a period in which many of the defining features and boundaries of modern Europe where fixed and codified. With the discovery of the New World, and the fundamental impact of the Reformation, the complexity of international relations increased considerably. Reactions to these upheavals resulted in a range of responses intended to address the contradictions and conflicts of the anarchical society of states. Alongside the emergence of "modern" international law, the equation of international relations with the state of nature, and the development of the "balance of power", diplomatic procedures and commercial customs arose which shaped the emerging (and current) international system of states. Employing a multidisciplinary approach to address these issues, this volume brings together political scientists, philosophers, historians of political thought, jurists and scholars of international relations. What emerges is a certain tension between the different strands of research which allows for a fruitful new synthesis. In this respect the assembled essays in this volume offer a sophisticated and fresh account of the interactions of law, conflict and the nation state in an early-modern European context.
