Available in PDF, EPUB and Kindle. Book excerpt: Provinces is both a study of Canadian provincial government and a review of comparative politics. As such, it represents a long overdue return to the comparative tradition with its emphasis on subject-specific studies across the country. The chapters in this revised edition of Provinces, each of which has been written for the book by a leading scholar, are arranged according to four major sections?political life, institutions, public administration, and public policy?making the book highly suitable for those interested in areas beyond provincial politics. At the same time, the adopted comparative approach reveals a wealth of insight into Canadian politics at the beginning of the new millennium. This new edition covers some of the vital concerns of our time: a disquiet about the quality of democracy, concern about women?s place in provincial societies, interest in the nature and potential of governance in the north, unease on the question of the fiscal imbalance between all orders of government, a sensitivity to the needs of cities and communities, assessment of the retrenchment of the state, and consideration of the policy futures influenced by the changing demography of the provinces. Special Combined Price: Provinces, second edition may be ordered together with The Provincial State in Canada: Politics in the Provinces and Territories at a special discounted price. However the variation between retention rates of different institutions and the worsening of some institution's continuation rates shows that there is scope for further improvement. This will be increasingly important as access to further education is broadened, bringing in students who are likely to need more support. Amongst the recommendations are: the monitoring of retention at student, faculty and course level; the use of early-leaver surveys when problems are identified; more positive student support that emphasises ways to improve grades; identification of students eligible for Disabled Students' Allowances; the adoption of good practice from other institutions.

Book excerpt: There has been a major revival of interest in State Capitalism: What it is, where it is found, and why it is seemingly becoming more ubiquitous. As a concept, it has evolved from radical critiques of the Soviet Union, to being deployed by neo-liberals to describe market reforms deemed imperfect, to settle into a middle ground, as a pragmatic way to describe the state assuming a role as an active economic agent, in addition to its regulatory, social, and security functions. The latter is the central focus of this book, although due attention is accorded to the origins of state capitalism and how it has changed over the years, as well as contemporary ways in which state capitalism may be theorized. This economic agency may assume direct forms, for example, via state owned enterprises. However, it may also be indirect, for example, actively serving private interests through promoting insider firms, who may occupy monopolistic market positions and perform outsourced state functions. In turn, this leads to raise salient governance questions. The latter may encompass agency tensions between public ownership, and political or even private interest control; it may also include issues of transparency and monitoring. Although state capitalism has often been depicted as the preserve of states in the global south, be they developmental or predatory, many forms of state capitalism are visible in mature economies, be they liberal or coordinated, and this is not always associated with superior governance arrangements; indeed, this is an area where clear and easy divisions between the developing or emerging world and the developed or mature world may increasingly be breaking down. This volume brings together the accounts of leading experts from around the world; it is explicitly multi-disciplinary, and both consolidates the exiting knowledge base, and provides new, novel, and counter-intuitive insights.

Book excerpt: This NAO report examines the progress made by the Inland Revenue (now HM Revenue and Customs) to help ensure that correct Income Tax returns are sent on time from those who are required to submit them, focusing on the following issues: the reasons why taxpayers should file them on time and accurately; the Department's performance in getting returns in by the deadline and in chasing late returns; accuracy of taxpayers in submitting returns and of the Department in processing them; and the need to make forms easier for people to complete in order to reduce compliance and processing costs. The report makes a number of recommendations for improvements focused on seven areas, including achieving the 2008 Public Service Agreement target for the proportion of taxpayers who file on time; using sanctions to encourage timeliness of tax returns; improving the accuracy of Revenue processing methods; and improving the clarity of the self assessment form.
