Because most Africans work in agriculture, escaping such dire poverty depends on increased agricultural productivity to raise rural incomes, lower food prices, and stimulate growth in other economic sectors. Per capita agricultural production in subSaharan Africa has fallen, however, for much of the past halfcentury. Successes in African Agriculture investigates how to reverse this decline. Instead of cataloging failures, as many past studies have done, this book identifies episodes of successful agricultural growth in Africa and identifies processes, practices, and policies for accelerated growth in the future. The individual studies follow developments in, among other areas, the farming of maize in East and Southern Africa, cassava across the middle belt of Africa, cotton in West Africa, horticulture in Kenya, and dairying in East Africa. Drawing on these case studies and on consultations with agricultural specialists and politicians from across subSaharan Africa -- undertaken in collaboration with the African Union's New Partnership for Africa's Development -- the contributors identify two key determinants of positive agricultural performance: agricultural research to provide more productive and sustainable technologies to farmers and a policy framework that fosters market incentives for increasing production. The contributors discuss how the public and private sectors can best coordinate the convergence of both factors. Book excerpt: The role of intellectual property rights (IPRs) has been extensively debated in the literature on technology transfers and agricultural production in developing countries. However, few studies offer cross-country evidence on how IPRs affect yield growth, for example, by incentivizing private-sector investment in cultivar improvement. We address this knowledge gap by testing technology diffusion patterns for six major crops using a unique dataset for the period 19612010 and an ArellanoBond linear dynamic panel-data estimation approach. Findings indicate that both biological and legal forms of IPRs tend to promote yield gap convergence between developed and developing countries, although effects vary between crops.

Book excerpt: Global environmental change (GEC) represents an immediate and unprecedented threat to the food security of hundreds of millions of people, especially those who depend on small-scale agriculture for their livelihoods. As this book shows, at the same time, agriculture and related activities also contribute to GEC by, for example, intensifying greenhouse gas emissions and altering the land surface. Responses aimed at adapting to GEC may have negative consequences for food security, just as measures taken to increase food security may exacerbate GEC. The authors show that this complex and dynamic relationship between GEC and food security is also influenced by additional factors; food systems are heavily influenced by socioeconomic conditions, which in turn are affected by multiple processes such as macro-level economic policies, political conflicts and other important drivers. The book provides a major, accessible synthesis of the current state of knowledge and thinking on the relationships between GEC and food security. Most other books addressing the subject concentrate on the links between climate change and agricultural production, and do not extend to an analysis of the wider food system which underpins food security; this book addresses the broader issues, based on a novel food system concept and stressing the need for actions at a regional, rather than just an international or local, level.
