Book excerpt: The field of elections and electoral systems, and particularly electoral reform, has exhibited tremendous growth and cross-national appeal over the last two decades. However, beyond an increased knowledge of voting rules and their consequences for political representation, little attention has been devoted to the question of why electoral systems have recently undergone substantial change in several liberal democracies. This book addresses several new approaches to electoral reform. First, the scope of the study of electoral reform has been expanded. Second, contrary to previous studies of electoral reform, the conviction that the determinants of reform can be explained by one single approach has been replaced by a belief in a more comprehensive framework for analysis. Third, we move beyond political parties (acting in parliament and government) as the most significant source of electoral reform. Fourth, a focus on the determinants of electoral reform allows us to include motivations and objectives of electoral reform. A final advancement in the study of electoral reform is the inclusion of countries other than ‘established’ democracies. This book was published as a special issue of West European Politics.

Book Synopsis The Politics of Electoral Reform by : Alan Renwick
Download or read book The Politics of Electoral Reform written by Alan Renwick and published by Cambridge University Press. This book was released on 2010-02-04 with total page 327 pages. Available in PDF, EPUB and Kindle. Book excerpt: Elections lie at the heart of democracy, and this book seeks to understand how the rules governing those elections are chosen. Drawing on both broad comparisons and detailed case studies, it focuses upon the electoral rules that govern what sorts of preferences voters can express and how votes translate into seats in a legislature. Through detailed examination of electoral reform politics in four countries (France, Italy, Japan, and New Zealand), Alan Renwick shows how major electoral system changes in established democracies occur through two contrasting types of reform process. Renwick rejects the simple view that electoral systems always straightforwardly reflect the interests of the politicians in power. Politicians' motivations are complex; politicians are sometimes unable to pursue reforms they want; occasionally, they are forced to accept reforms they oppose. The Politics of Electoral Reform shows how voters and reform activists can have real power over electoral reform.
Book Synopsis The Logic of Multiparty Systems by : M.J. Holler

Available in PDF, EPUB and Kindle. Book excerpt: What determines the number of political parties in a democracy? Electoral rules certainly influence the incentives to create and maintain parties. However, a society's political culture can maintain parties despite electoral rules that give them poor prospects of success. Thus, comparing the number of parties and differences in electoral rules across countries cannot clearly test the effect of the electoral rules. A better test would examine a society with a fairly continuous political culture, but a change in electoral rules. Postwar France is such a society. While the basic social order has not changed, there was a drastic change in the electoral system in 1958, which theory implies would reduce the number of parties. Thus we can test the hypothesis that the number of parties fell with the change in electoral system. We can also calculate an " equivalent number of parties· to see how closely France approached a two - party system under the new regime. The first section describes the electoral rules under the Fourth and Fifth Republics. The second section develops a model that indicates how the change in electoral rules should have affected the incentives for multiple parties. The third section tests the hypothesis that the number of parties fell from the Fourth to the Fifth Republic. 1. Electoral Rules In the French Fourth Republic (1945 - 1958) political parties existed largely to serve the direct interests of their members.

Available in PDF, EPUB and Kindle. Book excerpt: Democratization emerged at a time of epochal change in global politics: the twin impacts of the end of the Soviet Union and the speeding up and deepening of globalisation in the early 1990s meant a whole new ball game in terms of global political developments. The journal’s first issue appeared in early 1994. Over time, the editorial position has been consistently to focus on ‘the third wave of democracy’ and its aftermath. The third wave is the most recent exemplar of a long-term, historical trend towards more democratically viable regimes and away from authoritarian systems and leaders. In short, the journal wants to promote a better understanding of democratization – defined as the way democratic norms, institutions and practices evolve and are disseminated both within and across national and cultural boundaries. Over the years, the many excellent articles that we have featured in the journal have shared our focus on democratization, viewed as a process. The journal has sought – and continues to seek – to build on the enduring scholarly and of course popular interest in democracy, how and why it emerges, develops and becomes consolidated. Our emphasis over the last 20 years has been contemporary and the approach comparative, with a strong desire to be both topical and authoritative. We include special reference to democratization in the developing world and in post-communist societies. In sum, just as 20 years ago, the journal today aims to encourage debate on the many aspects of democratization that are of interest to policy-makers, administrators and journalists, aid and development personnel, those involved in education, and, perhaps above all, the tens of millions of ordinary people around the world who do not (yet) enjoy the benefits of living under democratic rule. The two dozen articles collected in this ‘virtual’ special issue are emphatic proof of the power of the written word to induce debate, uncertainty, and ultimately progress towards better forms of politics, focused on the achievement of the democratic aspirations of men and women everywhere.

Book Synopsis Institutional Design and Party Government in Post-Communist Europe by : Csaba Nikolenyi

This book was released on 2014-10-30 with total page 229 pages. Available in PDF, EPUB and Kindle. Book excerpt: This books examines the institutional foundations of coalition government in the ten post-communist democracies of Eastern and Central Europe for the 1990-2010 period: Bulgaria, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia, and Slovenia. Its central argument is that differences in the arrangement of political institutions systematically explain variations in patterns of multi-party government across these states. The book starts with the premise that electoral systems and constitutional provisions about the powers, the structure, and the relationship between parliament and the presidency determine the degree to which political power is dispersed or concentrated in the political system. On the basis of these institutional features, three groups of states are distinguished with regard to their degree of power concentration; the substantive chapters of the book demonstrate how these institutional combinations and differences shape three specific facets of party government which capture the main stages of the lifecycle of coalitions governments: the formation of electoral coalitions, government formation and government duration. Specifically, three comparative chapters assess the impact of institutional power concentration on the size of electoral coalitions; the likelihood that political parties form a minority government; and the number of days that a government lasts in office. The main finding of the book is that power concentration matters: political parties in those democracies where institutions are designed to concentrate political power tend to form large electoral coalitions, they tend to form majority rather than undersized governments, and they build more durable cabinets. In addition, the book contains a detailed case study of government formation in Hungary and a previously unstudied comparison of indirect presidential elections in four states: the Czech Republic, Estonia, Hungary and Latvia. Comparative Politics is a series for students, teachers, and researchers of political science that deals with contemporary government and politics. Global in scope, books in the series are characterised by a stress on comparative analysis and strong methodological rigour. The series is published in association with the European Consortium for Political Research. For more information visit: www.ecprnet.eu.

Book Synopsis The Communist Party of Great Britain and the National Question in Wales, 1920-1991 by : Douglas Jones
Download or read book The Communist Party of Great Britain and the National Question in Wales, 1920-1991 written by Douglas Jones and published by University of Wales Press. This book was released on 2017-10-15 with total page 345 pages. Available in PDF, EPUB and Kindle. Book excerpt: While electorally weak, the Communist Party of Great Britain and its Welsh Committee was a constant feature of twentieth century Welsh politics, in particular through its influence in the trade union movement. Based on original archival research, the present volume offers the first in-depth study of the Communist Party’s attitude to devolution in Wales, to Welsh nationhood and Welsh identity, as well as examining the party’s relationship with the Labour Party, Plaid Cymru and the labour and nationalist movements in relation to these issues. Placing the party’s engagement of these issues within the context of the rapid changes in twentieth century Welsh society, debates on devolution and identity on the British left, the role of nationalism within the communist movement, and the interplay of international and domestic factors, the volume provides new insight into the development of ideas by the political left on devolution and identity in Wales during the twentieth century. It also offers a broad outline of the party’s policy in relation to Wales during the twentieth century, and an assessment of the role played by leading figures in the Welsh party in developing its policy on Wales and devolution.
Book Synopsis Public Finance and Post-Communist Party Development by : Janis Ikstens
Download or read book Public Finance and Post-Communist Party Development written by Janis Ikstens and published by Routledge. This book was released on 2016-12-05 with total page 181 pages. Available in PDF, EPUB and Kindle. Book excerpt: This key volume explores how party and campaign finance in post-communist countries have influenced the development of the party system. Based on an analysis of nine case studies, the work examines how the implementation of public finance affects the pattern of party competition and the role of money in elections. One of the lessons from the post-communist experience is that, no matter how well-designed, public finance systems are subject to constant revision as parties, politicians and business elites exploit loopholes which can undermine the integrity of the entire system. Party and campaign finance systems must therefore be considered in a larger discussion involving party regulation and electoral rules.
