This report updates the global assessment provided in the first report on The State of the World’s Animal Genetic Resources for Food and Agriculture, published in 2007. It focuses particularly on changes that have occurred during the period since the first report was published. It serves as a basis for a review, and potential update, of the Global Plan of Action for Animal Genetic Resources, which since 2007 has provided an agreed international framework for the management of livestock biodiversity. Drawing on 129 country reports, it presents an analysis of the state of livestock diversity, the influence of livestock-sector trends on the management of animal genetic resources, the state of capacity to manage animal genetic resources, including legal and policy frameworks, and the state of the art in tools and methods for characterization, valuation, use, development and conservation.

The final section discusses successful, innovative practices, with chapters on Food Security in Knowledge-Based Economy; Biosaline Agriculture in the Gulf States; Rice production in a cotton zone of Benin; palm oil in the production of biofuel; and experiments in raised-bed wheat production. The editors argue that technical prescriptions are insufficient to manage the food security challenge. They propose and explain a holistic approach for adapting food systems to global environmental change, which demands the engagement of many disciplines – a new, sustainable food security paradigm.

The CBD—which gave signatory countries the ability to claim sovereignty over nonhuman genetic resources native to each nation—defined biodiversity through a politics of nationhood in ways that commodified genetic resources. In Biogenetic Paradoxes of the Nation Sakari Tamminen traces the ways in which the CBD's seemingly compatible yet ultimately paradox-ridden aims became manifest in efforts to create, conserve, and capitalize on distinct animal and plant species. In using Finland as a case study with which to understand the worldwide efforts to convert species into manifestations of national identity, Tamminen shows how the CBD's policies contribute less to biodiversity conservation than to smoothing the way for frictionless operation of biotechnologically assisted circuits of the global bioeconomy. Tamminen demonstrates how an intimate look at the high-level politics and technical processes of defining national genetic resources powerfully illuminates the limits of anthropocentric biopolitical theory.
