Surprisingly little work has been carried out focusing on the evolution of state control and imperial administration in the same territory; approached in a rigorous and historically grounded fashion over a wide extent of historical time from late antiquity to the twentieth century. The empires of Rome, Byzantium, the Ottomans and the latter-day imperialists in the nineteenth and early twentieth centuries, all inherited or seized and sought to develop overlapping parts of a common territorial base in the Eastern Mediterranean and all struggled to contain, control or otherwise alter the political, cultural and spiritual allegiances of the same indigenous population groups that were brought under their rule and administration. The task undertaken in Imperial Lineages and Legacies in the Eastern Mediterranean is to investigate the balance between continuity and change adopted at various historical conjunctures when new imperial regimes were established and to expose common features and shared approaches to the challenge of imperial rule that united otherwise divergent societies and imperial administrations. Exploring Filas?in in the context of Arab Palestinian press development, its specific environment and networks, and the political culture after the Young Turk Revolution, this study analyzes the main concepts and terminological features that are conveyed through ist coverage. Further, it studies Palestinian group relations in the light of three selected case studies: the press debate on 1. the social cohabitation of groups in the Jaffa region, 2. the socio-economic integration of Zionist immigrants into the Jerusalem District, and 3. the political participation of Arab Palestinian Orthodox Christians in the administration of the Greek Orthodox Patriarchate of Jerusalem, and their opposition against the clerical establishment. Filastin was published from 1911 onwards in the coastal town of Jaffa by the cousins Yusuf and Isa al-Isa, Arab Palestinians of Greek Orthodox confession. Soon, it had established itself as a 'forum of debate' in late Ottoman Palestine, serving a pool of authors from different ethnic and confessional but similar educational backgrounds and moral values as a public medium to which they contributed through publishing articles, protest letters, petitions, etc. On its pages, these authors controversially discussed concepts of collective identity, society-building, political order and all kinds of reforms that they perceived progressive and as fitting the 'spirit of the age', as they called it: the age of Ottoman Constitutionalism and modernity. This study explores local debates on Palestinian group relations through Filastin during the years 1911 until 1914 which is relevant since, during this period of time, the Arab Middle East in general and Palestine in specific underwent a so-called 'saddle period'; a deep and fundamental change with regard to social relations and political concepts that is still rather unexplored in today's scholarship.

The prevailing view is that Ottoman Jews were protected and privileged by imperial policies and in return offered their unflagging devotion to the imperial government over many centuries. In this book, Julia Phillips Cohen offers a corrective, arguing that Jewish leaders who promoted this vision were doing so in response to a series of reforms enacted by the nineteenth-century Ottoman state: the new equality they gained came with a new set of expectations. Ottoman subjects were suddenly to become imperial citizens, to consider their neighbors as brothers and their empire as a homeland. Becoming Ottomans is the first book to tell the story of Jewish political integration into a modern Islamic empire. It begins with the process set in motion by the imperial state reforms known as the Tanzimat, which spanned the years 1839-1876 and legally emancipated the non-Muslims of the empire. Four decades later the situation was difficult to recognize. By the close of the nineteenth century, Ottoman Muslims and Jews alike regularly referred to Jews as a model community, or millet-as a group whose leaders and members knew how to serve their state and were deeply engaged in Ottoman politics.
