Download or read book GEOGRAPHICAL ANALYSIS OF TRENDS IN U.S. WATER RIGHTS LAWS (WITH EMPHASIS ON THE SOUTHEASTERN STATES) written by James J. May and published by . This book was released on 1977 with total page 160 pages. Available in PDF, EPUB and Kindle. Book excerpt: Conflict over water allocation represents the most crucial problem in water resource law today. The southeastern states, from Virginia to Florida to Arkansas, provide the area of focus. The time for concern is upon us. In many cases and in many areas, the lack of concern may result in future hardships of unimaginable proportions. Again, the problems stem from the aggregate pressures of population and industrial growth and the substantial conflicts certain to arise over water use. Statewide concern for this critical problem may not be enough. Regional emphasis may not stimulate adequate capital resources to adequately survey the water resources and needs of this rapidly-growing southeast corner of the United States. Indeed, the growth has been so recent and so rapid that future water resource projections based on 1970 trends are now inadequate. Federal attention may become fundamental to any possible geographic, environmental or water resource legislative alternatives available as solutions.

Available in PDF, EPUB and Kindle. Book excerpt: This comprehensive case study of the "Tri-State Water Wars" from 1998 to 2003--centering on the shared waters of Georgia, Florida, and Alabama--presents critical lessons learned about the process of making water allocation decisions across political boundaries. Though the three states failed to reach a settlement in their negotiations to allocate water from the two major southeast river basins--the Apalachicola, Chattahoochee, Flint (ACF) and the Alabama, Coosa, Tallapoosa (ACT)--their case illuminates such issues as water availability, conservation, and the need for alternative allocations that can be applied in contentious situations. Alternative strategies may include dividing sovereignty for maintaining standards of each tributary, allocating benefits rather than water, and "enlarging the pie" by including joint development and even nonwater parameters in negotiations. Drawing on successful models of water conflict discussions elsewhere in the country, the authors provide a new conceptual framework for natural resources management. The book's 11 chapters, written by prominent authorities in water resources management, offer a thorough description of the tri-state geophysical setting, policy issues, and stakeholder interests in the ACF-ACT compact negotiations, as well as the long, rich legal history of interstate agreements and the role of the federal government in these agreements. The result of an 18-month project by the U.S. Geological Survey through the Alabama Water Resources Research Institute, which allowed for cooperative research among co-principal investigators from Florida, Georgia, and Alabama, this book will be of immediate interest to researchers, policy makers, and stakeholders in the ACT/ACF, as well as those involved in natural resources management, economics, environmental management, conflict resolution, and water law.
Book Synopsis Down to the Waterline by : Sara Warner
Download or read book Down to the Waterline written by Sara Warner and published by University of Georgia Press. This book was released on 2010-01-25 with total page 295 pages. Available in PDF, EPUB and Kindle. Book excerpt: In most states the boundary separating public waters from private uplands--the ordinary high water line (OHWL)--is a flashpoint between proponents of either property rights or public-trust protection of our water. Using Florida as a case study, Down to the Waterline is the first book-length analysis of the OHWL doctrine and its legal, technical, and cultural underpinnings. Sara Warner not only covers the historical function of the OHWL but tells how advances in science and our environmental attitudes have led us to a more complex encounter with this ancient boundary. Florida sees a steady influx of new residents who crowd along its extensive coasts and interior shorelines--yet who also demand pristine water resources. The OHWL establishes public access and private ownership limits on some of the state’s most valuable land: in economic terms, waterfront real estate; in ecological terms, marshes and wetlands. Sara Warner brings to life many of the courtroom battles fought over the OHWL through the perspectives of ranchers, outdoors enthusiasts, developers, surveyors, scientists, and policymakers. While explaining the OHWL’s legal and political intricacies, Warner never loses sight of the wonder of herons wading a marsh or a largemouth bass breaking a smooth lake surface. To her the OHWL is not just an ideological battleground; it is a marker of how we see the natural world. What do we think we’re doing when we channel a river or fill a swamp? she asks--for it matters greatly where we focus our attention before invoking the awesome capabilities of technology.
Download or read book Florida's Water written by Tom Swihart and published by Routledge. This book was released on 2012-06-25 with total page 290 pages. Available in PDF, EPUB and Kindle. Book excerpt: Florida's Water poses fundamental questions about water sustainability in the United States' fourth largest state. Florida has long-standing water quality problems. Global climate change threatens to intensify Florida's floods and droughts, make hurricanes more common or more damaging, and eventually submerge much of low-lying Florida, including the Everglades. How can Florida meet these extraordinary challenges? And what lessons does the Florida experience hold for other states? This book fully integrates the many diverse responsibilities of water management into a readable and compelling combination of interesting narratives and deep analysis. Author Tom Swihart's unique, intimate knowledge of Florida's successes and failures in water management brings out both the novelty of Florida's water situation and the features that it has in common with other states.
