With its declining population, Japan faces the simple but difficult problem of whether sustained economic growth can be maintained. Although there are many studies to investigate future economic growth from the point of view of labor force transition and the decreasing saving rate, technological progress is the most important factor to be considered in the future path of the Japanese economy. Technological progress is the result of innovations or improvements in the quality of human and physical capital. The increase in technological progress, which is measured as total factor productivity (TFP), is realized both by improvements in productivity in the short term and by economic developments in the long term. The author investigates the relationship of population factors and productivity, focusing on productivity improvement in the short term. Many discussions have long been held about the relation between population and technological progress. From the old Malthusian model to the modern endogenous economic growth models, various theories are developed in the context of growth theory. In this book, these discussions are summarized briefly, with an analysis of the quantitative relation between population and technological progress using country-based panel data in recent periods.

Book excerpt: The effect of demography on economic performance has been the subject of intense debate in economics for nearly two centuries. In recent years opinion has swung between the Malthusian views of Coale and Hoover, and the cornucopian views of Julian Simon. Unfortunately, until recently, data were too weak and analytical models too limited to provide clear insights into the relationship. As a result, economists as a group have not been clear or conclusive. This volume, which is based on a collection of papers that heavily rely on data from the 1980s and 1990s and on new analytical approaches, sheds important new light on demographic—economic relationships, and it provides clearer policy conclusions than any recent work on the subject. In particular, evidence from developing countries throughout the world shows a pattern in recent decades that was not evident earlier: countries with higher rates of population growth have tended to see less economic growth. An analysis of the role of demography in the "Asian economic miracle" strongly suggests that changes in age structures resulting from declining fertility create a one-time "demographic gift" or window of opportunity, when the working age population has relatively few dependants, of either young or old age, to support. Countries which recognize and seize on this opportunity can, as the Asian tigers did, realize healthy bursts in economic output. But such results are by no means assured: only for countries with otherwise sound economic policies will the window of opportunity yield such dramatic results. Finally, several of the studies demonstrate the likelihood of a causal relationship between high fertility and poverty. While the direction of causality is not always clear and very likely is reciprocal (poverty contributes to high fertility and high fertility reinforces poverty), the studies support the view that lower fertility at the country level helps create a path out of poverty for many families. Population Matters represents an important further step in our understanding of the contribution of population change to economic performance. As such, it will be a useful volume for policymakers both in developing countries and in international development agencies.

Despite these differing theoretical predictions, the empirical literature has focused mainly on the relationship between population growth and output per person (or crude proxies for factor accumulation). It has not decomposed the effect of population through factor accumulation and the effect through productivity.Pritchett uses newly created cross-country, time-series data on physical capital stocks and the educational stock of the labor force to establish six findings:There is no correlation between the growth of capital per worker and population growth.The common practice of using investment rates as a proxy for capital stock growth rates is completely unjustified, as the two are uncorrelated across countries.There is either no correlation, or a weak positive correlation, between the growth of years of schooling per worker and the population growth rate.Enrollment rates are even worse as a crude proxy for the expansion of the educational capital stock, as the two are negatively correlated.There is no correlation, or a weak negative correlation, between measures of total factor productivity growth and population growth.Nearly all of the weak correlation between the growth of output per person and population growth is the result of shifts in participation in the labor force, not of changes in output per worker.This paper is a product of the Poverty and Human Resources Division, Policy Research Department.

The paper presents a two-sector theoretical model that clarifies the mechanism through which the sectoral composition of growth and associated labor intensity can affect workers' wages and, thus, poverty alleviation. Then in presents cross-country empirical evidence that analyzes first, the differential poverty-reducing impact of sectoral growth at various levels of disaggregation, and the role of unskilled labor intensity in such differential impact. The paper finds evidence that not only the size of economic growth but also its composition matters for poverty alleviation, with the largest contributuons from labor-intensive sectors (such as agriculture, construction, and manufacturing). The results are robust to the influence of outliers, alternative explanations, and various poverty measures.

Our results indicate that developing countries were able to shift their labor force from low-productivity agriculture to the higher-productivity industry and service sectors, and to increase productivity within those sectors, despite the rapid growth of their populations. We also find that at given rates of population growth, income growth is related to the time path of population growth and that population growth due to high birth and death rates is associated with slower income growth than population growth due to relatively low birth and death rates.
