Drawing on examples from Israel and the United States, Sigal Ben-Porath seeks to understand how ideas about citizenship change when a country is at war, and what educators can do to prevent some of the most harmful of these changes. Perhaps the most worrisome one, Ben-Porath contends, is a growing emphasis in schools and elsewhere on social conformity, on tendentious teaching of history, and on drawing stark distinctions between them and us. As she writes, "The varying characteristics of citizenship in times of war and peace add up to a distinction between belligerent citizenship, which is typical of democracies in wartime, and the liberal democratic citizenship that is characteristic of more peaceful democracies." Ben-Porath examines how various theories of education--principally peace education, feminist education, and multicultural education--speak to the distinctive challenges of wartime. She argues that none of these theories are satisfactory on their own theoretical terms or would translate easily into practice. In the final chapter, she lays out her own alternative theory--"expansive education"--which she believes holds out more promise of widening the circles of participation in schools, extending the scope of permissible debate, and diversifying the questions asked about the opinions voiced.

Emphasis is placed on the role of citizenship education in the schools. The monograph is intended particularly for educators who want to improve citizenship education programs. The document is presented in five chapters. Chapter one identifies the major citizenship education challenge of the 1980s as the conflict between privatism in politics (due to a deterioration of national trust in the political system) and pluralism in education (resulting from attitudes that glorified doing one's own thing and from the belief that authority for education should rest primarily with the diverse pluralistic communities in American society). Chapter two contrasts ideas of citizenship in modern democratic societies and in Greco-Roman republics. Chapter three presents an historical perspective on citizenship education in the United States from the 1770s to the 1970s. Chapter four identifies major approaches to reform of civic education, including academic disciplines (particularly, history and sociology), law related education, social problems, critical thinking, values education, moral development, community involvement, and institutional school reform. Against the backdrop of a long history of protracted conflict and division, the author analyses how international rights obligations are reflected in the contested citizenship education curriculum in secondary schools. Drawing upon extensive qualitative data as well as policy and curriculum documents, the author reveals that understandings of education rights can be oriented around three themes – minority group representation in the curriculum, dealing with difference through pedagogy, and preparing young people for life in a (divided) society. This can be mapped onto the 42-A rights framework where education should be ‘acceptable’ and ‘adaptable’. However, the variety of interpretations held by participants raises questions regarding the ‘universality’ of international frameworks for education rights, and the workability of such frameworks in the national and divided contexts. While the contexts of Northern Ireland and Israel have much in common, they are rarely compared: this book will show that their comparison is as relevant as ever, as issues of identity continue to affect everyday school life.
