Book excerpt: The EU's pluralistic, nonhierarchical system of multilevel governance lacks clear structures of both government and opposition. According to the EU treaties, the presidency of the European Commission is thus not explicitly expected to exercise political leadership. However, the position cannot effectively be exercised without any demonstration of such leadership due to its many leadership functions. Examining this curious mix of strong political demands, weak institutional powers, and need for political leadership, this book systematically analyses the political leadership performance of the presidents of the European Commission throughout the process of European integration. The basic argument is that Commission presidents matter not only in the process of European integration, but that their impact varies according to how the different incumbents deal with the institutional structure and the situational circumstances, and thus their available strategic choices. The primary research question is thus, What makes political leadership in European governance successful and to what extent (and why) do Commission presidents differ in their leadership performance? In addressing this question, this book departs from existing research on EU leadership, which has to date often analysed either the EU's institutional structure and its potential for leadership or mainly focused on only the most recent incumbents in case study analyses. Focusing on the multiterm European Commission presidents Walter Hallstein, Jacques Delors, and Jos Manuel Barroso, this book conceptualizes their political leadership as a performance, and thus systematically analyzes their agenda-setting, mediative-institutional, and public outreach performance over the entire course of their presidential terms.

Available in PDF, EPUB and Kindle. Book excerpt: The challenges that have been facing the European Union in recent years have given rise to the question: who leads the EU? This book offers a systematic analysis of political leadership in the EU. This volume offers a theoretical and conceptual analysis of political leadership in the EU. It deals with questions such as what kind of leadership is there in the different domains (such as climate change or central banking). It also examines how various EU institutions (European Commission, European Parliament) exert or have exerted leadership. Furthermore, it examines the role of the presidents of some of these institutions, such as the European Commission the European Council, the European Central Bank, but also of selected national leaders. Although the book does not advance a single leadership concept, the findings of the individual case studies show that the EU is by no means leaderless. The chapters originally published as a special issue in the Journal of European Integration.

Available in PDF, EPUB and Kindle. Book excerpt: This volume is the first comprehensive analysis of women's ascendance to leadership positions in the European Union as well as their performance in such positions. It provides a new theoretical and analytical framework capturing both positional and behavioural leadership and the specific hurdles that women encounter on their path to and when exercising leadership. The volume encompasses a detailed set of single and comparative case studies, analyzing women's representation and performance in the core EU institutions and their individual pathways to and exercise of power in top-level functions, as well as comparative analyses regarding the position and behaviour of women in relation to men. Based on these individual studies, the volume draws overarching conclusions about women's leadership in the EU. Regarding positional leadership, women continue to be underrepresented in leadership positions, they more often hold less prestigious portfolios in such positions, and manifold structural hurdles hamper their access to power. Furthermore, huge variations exist across EU institutions, with the intergovernmental bodies being the hardest to access. Regarding behavioural leadership, women acting in powerful EU positions generally perform excellently. They successfully exercise a combined leadership style that integrates attributes of leadership considered to be 'masculine' and 'feminine'. This is not to argue that women per se are the better leaders. Yet more often than men they are exposed to stronger selection processes and their prevalent practice of a combined leadership style tends to best meet the requirements of modern democratic systems and particularly those of the highly fragmented EU.

Available in PDF, EPUB and Kindle. Book excerpt: At a time when the economic troubles and bailouts of Greece and other European economies are casting significant doubt on the future viability of the Eurozone and the EU, it is crucial to examine the origins of the political will and leadership that is necessary to move the integration process forward. This book makes a significant conceptual and empirical contribution by elucidating the extent to which the integration process hinges not on institutions and norms, but on the relations among leaders. Vogt conducts a comparative diplomatic history of three critical junctures in the process of European integration: the creation of the Common Market (1955–1957), British accession (1969–1973), and the introduction of the Euro (1989–1993). He illustrates how personal diplomacy, leadership constellations, and the dynamics among leaders enable breakthroughs or inhibit accords. He also reveals how the EU’s system of top-level decision-making that privileges institutionalised summitry has operated in the past and suggests – in a separate chapter – why it has come to atrophy and prove more dysfunctional of late.

Book excerpt: This book outlines the foreign and security policy of the European Union as envisaged under the Common Foreign and Security Policy (CFSP). Since establishing the CFSP in the 1990s, the European Union (EU) has showed its enthusiasm for global leadership, empowering European citizenship, and developing its international standing as an economic and political supranational organization. In particular, the book examines the EU’s peacekeeping and conflict resolution dynamics in order to analyze the political and security dimensions of the EU. It argues that, due to the loose collective foreign policy and inter-bloc dilemmas, the EU has failed to perform as an actor of substance in international politics. However, at the regional level, the EU’s peacekeeping efforts have enjoyed considerable success. The book further explains the dynamics of successful (regional) and unsuccessful (extra-regional) peacekeeping and conflict resolution efforts on the part of the EU with the help of a case study. The case study assesses two key hypotheses: that the stronger an EU member state’s collective Europeanization approach is, the higher the success of the EU is in inter-bloc disputes; and that the weaker an EU member state’s execution of the CFSP on international disputes is, the less successful the EU is in the context of international peacekeeping.

The European Union (EU) has developed into a leader in international climate change politics although it was originally set up as a ‘leaderless Europe’ in which decision-making powers are spread amongst EU institutional, member state and societal actors. The central aim of this book, which is written by leading experts in the field, is to explain what kind of leadership has been offered by EU institutional, member state and societal actors. Although leadership is the overarching theme of the book, all chapters also address ecological modernisation, policy instruments, and multi-level governance as additional main themes. The book chapters focus on the Commission, European Parliament, European Council and Council of Ministers as well as member states (Britain, Germany, France, the Netherlands, Poland and Spain) and societal actors (businesses and environmental NGOs). Additional chapters analyse the EU as a global actor and the climate change policies of America and China and how they have responded to the EU’s ambitions. This book will be of interest to students and scholars of environmental politics, EU politics, comparative politics and international relations as well as to practitioners who deal with EU and/or climate change issues.

Book excerpt: In recent years climate change has emerged as an issue of central political importance while the EU has become a major player in international climate change politics. How can a ‘leaderless Europe’ offer leadership in international climate change politics - even in the wake of the UK’s Brexit decision? This book, which has been written by leading experts, offers a critical analysis of the EU leadership role in international climate change politics. It focuses on the main EU institutions, core EU member states and central societal actors (businesses and environmental NGOs). It also contains an external perspective of the EU’s climate change leadership role with chapters on China, India and the USA as well as Norway. Four core themes addressed in the book are: leadership, multilevel and polycentric governance, policy instruments, and the green and low carbon economy. Fundamentally, it asks why we have EU institutional actors, why certain member states and particular societal actors tried to take on a leadership role in climate change politics and how, if at all, have they managed to achieve this? This text will be of key interest to scholars, students and practitioners in EU studies and politics, international relations, comparative politics and environmental politics.

Drawing upon cases of attempted leadership by Jacques Delors, the Commission President from 1985-95, it examines the leadership capacity of the office-holder. This points to the inherently shared and contingent nature of Commission President's leadership in a Union where the leadership sources are widely dispersed. While this is essentially an empirical study, Endo addresses some of the theoretical implications of its findings and resulting issues.

This book offers a theoretical model explaining such leadership. By applying the model to eurozone governance and reform, the book combines innovative theorizing on leadership in regional and international affairs with original research on Economic and Monetary Union politics. Six in-depth case studies analyze the (non-)leadership of Germany and EU institutions in eurozone crisis management. Moreover, the book evaluates the eurozone’s leadership record since the outbreak of its crisis and helps readers understand the leadership of collective actors, and the extent to which they can contribute to overcoming crisis and fostering European integration. In particular, the book investigates the under-researched questions of who provided leadership in the eurozone crisis and why, and which conditions are required to achieve successful leadership in the EU.

It aims at a better understanding of the European Union through the actions, contributions, and ideas of these outstanding characters to European integration and disintegration. By doing so, the book offers an entirely new perspective, presenting the actions of the main actors involved, their background, their historical time, their challenges and problems, and how they influenced the European Union's development. The authors in detail discuss different ideas connected to leaders, such as Jean Monnet and neo-functionalism, Spinelli and federalism or Churchill and the idea of cooperation. Furthermore, the book examines major policies and events, like the Common Agricultural Policy, the creation of the Euro as a consequence of the German reunification and Mitterrand’s reactions, or Brexit and its connection to the impact of Margaret Thatcher. The global essence of the book makes it a must-read for students, researchers, and scholars interested in a better understanding of the European Union's integration process.

Available in PDF, EPUB and Kindle. Book excerpt: Essay from the year 2011 in the subject Politics - International Politics - Topic: European Union, grade: 1.3, University of Bath, language: English, abstract: Since climate change and related facets of environmental protection became increasingly global(ised) issues in the early 1970s, the international community attempts to address these questions collectively as well as substantially. Observers and commentators of international environmental negotiations thereby repeatedly hinted at the necessity of a strong leader in global environmental governance as a precondition to urge agreements on common approaches to climate change. Otherwise, the successful and sustainable mitigation of global warming and ecocides on a large scale might fail. The question is still highly controversial, why of all actors on the global scale the European Union (EU), which accounts for approximately 24% of hazardous greenhouse gases, shall be a leader in environmental politics and climate protection? The main argument developed in this paper apprehends the European Union as a leader prima facie in international environmental politics. Whether the European Union fills a pivotal leading role according to, for instance, climate protection and sustainable development is a doubled feature. As will be argued below, the EU has undertaken massive efforts and strategic action to promote the reduction of greenhouse gas emissions (GHGE) and mobilised other members of the international climate regime to follow the European ‘leadership by example’ (Schunz 2011, pp.6-10). This dimension is clearly outward-looking and aims for behavioural change of other affected actors. Leading by example also calls for a certain degree of credibility to offer incentives to other players to pursue environmental goals. In respect of GHGE reduction, the European Union faces delays in implementing targets insistently and thus loses ground in international environmental governance to developing countries it is supposed to guide.

Book excerpt: In this 2006 book, Jonas Tallberg offers a novel perspective on some of the most fundamental questions about international cooperation and European Union politics. Offering the first systematic theoretical and empirical exploration of the influence wielded by chairmen of multilateral negotiations, Tallberg develops a rationalist theory of formal leadership and demonstrates its explanatory power through carefully selected case studies of EU negotiations. He shows that the rotating Presidency of the EU constitutes a power platform that grants governments unique opportunities to shape the outcomes of negotiations. His provocative analysis establishes that Presidencies, while performing vital functions for the EU, simultaneously exploit their privileged political position to favour national interests. Extending the scope of the analysis to international negotiations on trade, security and the environment, Tallberg further demonstrates that the influence of the EU Presidency is not an isolated occurrence but the expression of a general phenomenon in world politics - the power of the chair.

Book excerpt: This book explores the varying ways in which political parties in Europe make arguably their most important decisions: the selection of their leaders. The choice shapes the representation of a party externally. It also influences the management of internal conflict, because there will always be some disagreement about the party’s direction. The rules of selection will naturally affect the outcome. Yet there is more to it than rules. Sometimes the process is open and fiercely contested. Sometimes the field of potential leaders is filtered even before the decision reaches the selectorate – the organ that, according to party statutes, formally makes the appointment. The selectorate might have only a single candidate to ratify, a so-called ‘coronation’. The book presents a framework for analysing both the formal and informal sides of leader selection, and hones the framework through its application in a series of case studies from nine European countries.
